1 *** NOTICE *** PUBLIC NOTICE UNIVERSITY OF ALASKA DEVELOPMENT AND DISPOSAL PLANS GAKONA, ALASKA The Univesity of Alaska ( Univesity ) is seeking public comments egading the development of land fo mateial extaction puposes ( Gakona Mateial Sale Pacels Development Plan ) and the sale, at o above fai maket value, of gavel, sand, ock and othe mateials fom that land ( Gakona Mateial Sale Pacels Disposal Plan ). The Development and Disposal Plans petain to two pacels of land totaling appoximately 294 aces located noth of the Glenn Highway/Tok Cut-Off at Gakona on both sides of the Gakona Rive, within potions of Sections and, Township 6 Noth, Range 1 East, Coppe Rive Meidian. 2 GAKONA MATERIAL SALE PARCELS DEVELOPMENT PLAN The Univesity of Alaska is a land gant univesity that eceived land fom the fedeal govenment unde Acts of Congess in 1915 and The pupose of these gants wee to povide land and esouces fo educational and eseach activities and to geneate income to help suppot the Univesity. The pimay ole of UA Land Management is to convet the Univesity s gant land assets to investible income to suppot the Univesity s educational mission and to pudently manage land dedicated fo educational puposes consistent with campus goals and objectives. In addition, UA Land Management is esponsible fo managing, developing and disposing of non-tust land assets. These lands include puchased and donated popeties. Univesity eal estate and esouce development pojects ceate jobs, incease the tax base of local communities, make land available fo pivate owneship and geneate millions of dollas each yea fo the benefit of the Univesity. The net evenues fom the sale, lease, development, and othe income geneated fom tust lands ae deposited into the Univesity s Land-Gant Endowment Tust Fund ( LGTF ). This fund, the Univesity s pemanent endowment, is managed by the Univesity of Alaska Foundation Tustees. The fund is managed unde total etun endowment pactices. Afte inflation poofing, distibutions fom the LGTF ae used to fund Univesity pogams (pimaily the UA Scholas Pogam). The UA Scholas Pogam awads an $11,000 scholaship to the top 10 pecent of the gaduates fom evey Alaska high school each yea. This pogam is the conestone of the Univesity s effot to educate and etain in the state Alaska s bightest gaduating high school senios. The pogam has been vey successful and cuently has ove 1,800 paticipants, many of whom would have gone out of state o been unable to affod highe education. The Univesity s development pojects ae subject to all local, state and fedeal govenment egulations including the Alaska Foest Pactices Act, ADEC wate & wastewate egulations, wetlands egulations, Coastal Management Plans, local zoning, platting odinances and public heaing equiements. In addition, UA Land Management commonly holds local public wokshops to addess development issues such as local impacts, densities, lot sizes, oad maintenance, covenants, building setbacks, tail systems and achitectual standads. To ensue public involvement in the Univesity s Development Plans, UA Land Management is seeking public comment egading the attached poposed development poject. It is the sole esponsibility of any inteested paty to ensue that they have eceived any amendments to this Development Plan. The Gakona Mateial Sale Pacels ae well suited fo Mateial extaction, given thei topogaphy and poximity to the highway. Upon appoval of this plan to develop the Gakona Mateial Sale Pacels fo Mateial extaction puposes, the Univesity will conside fai maket value offes fom qualified offeos to puchase Mateial fom the pacels. Disposal of Mateial fom the Gakona Mateial Sale Pacels will be conducted in accodance with the tems and conditions of the Univesity of Alaska 2010 Competitive Mateial Sale and Disposal Plan. The Univesity does not have any dill log infomation to detemine the suitability of these pacels fo Mateial extaction o any othe infomation egading the quality o quantities of Mateial that may be available on the pacels. Inteested paties should thooughly inspect these pacels pio to submitting an offe to ensue that the pacel is suitable fo the paty s intended use and to detemine all pemitting equiements elated to that intended use. Pacel inspections that equie use of any equipment, including excavation o dilling equipment, may only be conducted afte eceipt of a pemit fom the Univesity, and afte veification by the inteested paty that they have secued legal access to the pacel fom adjacent landownes, if necessay.
