3 1. PAME METHODOLOGIES AND TOOLS Vietnam has been used many methodologies and tools to monitor the objectives of PAs management and biodiversity conservation, including PAME methodologies. The PAME Methodologies can apply for all PAs to assess/monitor the PA management effectiveness and promote the achievement the goals of PA management plan as requested from CBD Secretariat. Some of PAs applied the PAME, such as MPA

4 1. PAME METHODOLOGIES..(cont..) The most commonly used PAME methodology/tool is METT. The benefit of using PAME methodologies/tools are: evaluation and improvement of the effectiveness of protected areas management.

5 1. PAME METHODOLOGIES..(cont..) Challenges in using PAME methodologies/tools: -There re many PAME methodologies, which is best methodologies to apply? Lack of guidelines -Knowlegde and undestanding on PAME methodologies/tools of PA staff/managers are limited. We have plan to use the PAME methodologies/tools. Especially, using METT to evaluate the effectiveness of Ramsar Management.

6 2. MEE IMPLEMENTATION (Case study in Cham Island MPA) Cham Island consists of 8 islands lying 18km offshore from Hoi An ancient town, in the Eastern part of Quang Nam Province

7 2. MEE IMPLEMENTATION (Case study in Cham Island MPA) This MPA is comprised of both protected marine waters and island nature reserve. (terrestrial area covers 13.85km2 of forest; marine component covers 16.5km2 of coral reef and 5km2 of seagrass bed) Species diversity: 277 coral species, 270 reef fish species, 76 seaweed species, 5 sea grass species, 4 lobster species, 97 molluscs, and 11 species of echinoderms.

MEE IMPLEMENTATION (Case study in Cu Lao Cham Marine PA) Target resources: Fringing reefs; Seagrass bed; Lobster; Abalone; Sea snail (cellana); Giant clam etc. Currently the MPA MB is proposing include mangrove forests and nesting grounds of turtles in the list of target resources. Zoning plan: Core zone (strictly protected zone); Ecological rehabilitation zone; Tourism development zone; Sustainable exploitation zone; Community development zone and Buffer zone.

9 Cham Island MPA Threats to target resources Overfishing Coral exploitation for lime production (before 1994) Harvesting of reef fish Natural disasters such as storm Pollution: oil spill Run-offs via Thu Bon River etc. Rapid tourism development since 2009

10 MEE in Cham Island MPA Key stakeholders involved in management of the MPA: governments, local communities and private sector. Planning documents used in daily management activities: Management plan ( ), annual work plan. Programme areas prioritised in MP: Education and communications; research and monitoring; Enforcement and Surveillance; Stakeholder engagement. Management plan implementation: since MEE: the management effectiveness has been evaluated using indicators i.e. percent of activities laid out in the Management plan has been achieved. In addition, effectiveness sometimes can be assessed based on the coverage of reefs and the degree of community participation

11 MEE in Cham Island MPA The MEE results contributed to strengthen management of this MPA: promote local communities and tourists protect MPA Lessons learned in there: should mobilize the participation of communities to MEE because they have an important role for sustainable management of this MPA. Plan for MEE: will be carry out each year that base on objective of management plan

IUCN GREEN LIST USING Apply the Green List Standard in Vietnam: - EAGL (Green List Exper Group) is established and trained - Indicators are being adapted by expert - Sites are selected for further steps (Van Long, Cat Tien) Challenges: - Understanding of Green List standard and their benefit - Financial and human resources to apply GL

14 4. OTHER INTERNATIONAL STANDARDS Using the SMART tool to manage information of PAs Think to apply the RAPAM, HoE, to evaluate the PA/WH management effectiveness.

15 5. RECOMMENDATION IUCN should develop the general criteria for application of Green List Cooperate with Governments to support the nomination GL and maintain them after recognition. Establish the platform for PAs in GL to share information and exchange experience on management of PA effectively.
