1 MINUTES OF THE 8 th SUB-TECHNICAL WORKING GROUP ON GOVERNANCE OF REDD+ I. Time and location Time: 13:00-17:00, Tuesday, 13 th September Venue: Flower Garden, 46 Nguyen Truong To, Ba Dinh, Ha Noi. II. Participants Vietnam REDD office, Forest Protection Department, Representatives of the programs, projects, internal and external non-governmental organizations, and the members of Vietnam REDD+ network, participants of Ha Tinh Province. III. Chair Chairman: Mr. Nguyen Ngoc Thanh - FPD IV. Content - Introduction of PGA indicator framework of Ha Tinh Province. - Consult with stakeholders on the PGA indicators and output of progress (contribution of PGA for REDD + in Vietnam). V. Conclusion After hearing the presentations and discussions of participants, the chairman from FPD concluded as follows: - The set of current indicators of two issues of deforestation and forest degradation, not reflect the whole picture of REDD +. Need to expand the aspects of governance issues for the set of PGA indicators to associate with the REDD+ activities, which approved in the PRAP of 4 provinces (Ha Tinh, Lam Dong, Lao Cai, Ca Mau), therefore the results of assessment may reflect the full picture of forest governance in REDD +. This request received the high uniformity and 1

2 consensus of the participants, including participants of Ha Tinh Province presenting in the meeting. - All participants in meeting agreed on the clear definement of forest governance assessment for REDD + and associated with the process of building Safeguards Information System for REDD + in Vietnam. - Due to the expansion of the aspects, the necessary time to expand the set of PGA indicators is expected to extend at least 3 months. - The experts group will discuss specifically with UNDP and the Forest Protection Department to adjust the next steps and implementation plans revise. DISCUSSION Issues discussed The contribution of PGA for SIS and SOI: - PGA contributes to the SIS and reports SOI, involving to Safeguard (b) and (d). Near future PGA is component of the SIS and SOI. Experts group have to connect with the Safeguard group on transparent and efficient criteria (b), and participation (d). PGA indicator framework: - Need to clarify the concept of governance in the forestry sector, the 3

4 transparent and efficient criteria. Also, some criteria are duplicate. It should be added for better. - The comparison of governance in the provinces is not necessary at this time, because the purpose of PGA is detecting vulnerabilities of forest governance and offer suggestions to help better forest governance. - Need to research more the set of current indicators to clarify transparency and where the level of transparency, to clarify the stakeholders understand how the legal framework. The set of current indicators have not shown this clarity. - Forest land allocation is a major subject, quite complex and the provinces want to receive support. Especially, forest section is temporarily assigned to the management of CPC. This issue involves policy comes, how to FLA, why not allocation,... so this is an important indicators needs to include. - The set of current indicators needs more statistical indicators. The Provincial Forest Protection Department has to offer, such as forest area, forest fires... - The set of current indicators considers two priority governances for REDD+ (deforestation and forest degradation), currently lacking appreciation of aspects to raise carbon stocks. When this report completed, the conclusion will not be making a conclusion on forest governance in Vietnam generally, but only stopped in governance for 02 priority issues of deforestation and forest degradation has been identified here only. In terms of state management, the Vietnam Administration of Forestry will not support this proposal. So further, expansion of aspects for governance s assess content can be broader and more appropriate indicators for REDD + forest governance in the provinces are doing. 4
