3 3 EU-LAC Policy Dialogue: Background for the process SOM Brussels (2011): 4 Working Groups (WGs) established: Bioeconomy including food security (AR + FR) ICT for meeting societal challenges (CL + FI) Biodiversity and climate change (CO + ES) Renewable Energies ( (MX + ES) + Cross-Cutting on funding and good practice (MX + PT) WGs defines specific issues and objectives and prepares an implementation plan (Pilot Activities) that will be implemented and reported to the Senior Officials ALCUE NET is expected to follow up the suggestions and recommendations of the SOM WGs

6 6 Project Objectives To establish an EU-LAC platform bringing together actors involved in R&I orientation, funding and implementation, as well as other relevant stakeholders from the public and private sector and the civil society (International Cooperation Travel Grants Scheme) To support EU-LAC S&T Policy Dialogue & the JIRI implementation during by reflecting the suggestions and recommendations of the SOM WGs (SOM Technical Support Secretariat Strategic Impact Strengthening Bi-regional Policy Dialogue on R&I Contributing to consolidate EU-LAC cooperation by supporting the EU-LAC SOM efforts in the 4 selected areas Promoting better use of existing capacities in STI & strengthening partnerships: participation in Horizon 2020 & preparation of joint collaborative projects

7 7 The project will focus on: A. Achieving progress towards joint improvement of key aspects of societal challenges Support coordination of EU research policies and programs with the LAC Region Strengthen complementarities between FP7/HORIZON with other policies/programs Promote synergies between initiatives/projects supported by EU & national programs Design & implement initiatives to bridging the gap between public and private actors Support cooperation on issues related to framework conditions for R&I (IPR) B. Supporting Policy Dialogue at all relevant levels Providing up to date analytical evidence (key players, priorities, gaps, niches) Monitoring & analyzing progress and results of cooperation in R&D, incl. FP7 analysis Supporting the implementation of the dialogue recommendations Make progress on the implementation of the JIRI C. Strengthening cooperation Encourage R&I actors to use FPs as platform for mutual cooperation (+ Innovation) Support participation in events to facilitate the preparation of collaborative activities Support the training and extension of the network of NCP in the region D. Increasing effectiveness and impact Define a communication and dissemination plan of projects' results

8 8 Project strategy: Go beyond policy makers & program administrators to involve EU-LAC research community in the identification of gaps & opportunities in linking R&I to societal goals Identify factors limiting that break through technologies are effectively translated into new products, processes and services, and promote the design and implementation of the policy pathways to remove them Organize the project along the 4 areas identified in the JIRI. Attention to transversal issues across the selected societal challenges (in connection with the JIRI themes) Build on past/on-going experiences: projects and programs (INCONETs, FPs Thematic Projects, Liaison Offices; CYTED, MERCOSUR, UNASUR, CTCAP, etc) to identify the added value of the biregional cooperation for enhancing its scope, scale and impact. Inclusiveness of country/relevant org from both regions. Express needs of diversity of countries, asymmetries - according capacities and possibilities- The project will include a mechanism directed to facilitate adequate experts attendance to the different activities (Travel grants)

9 9 Implementation processes: WP1: Bi-regional EU-LAC Policy Dialogue on Research and Innovation: will provide support to SOM process & JIRI implementation activities in 4 priority themes by contributing to the buildingup of the bi-regional knowledge and innovation area WP2 to WP5: Addressing Societal Challenges through action in the 4 thematic priorities of the Joint Initiative for Research and Innovation components: will develop concrete R&I activities leading up to JIRI implementation. WPs will eventually evolve into biregional cooperation platforms involving relevant stakeholders & undertaking support activities (agenda setting, joint instrument implementation, ) WP6: Capacity strengthening and networking: will provide support for the extension of the NCP network in LAC, building up on the capacities of the 4 Liaison Offices (AR, BR, CL, MX) WP7: Information management, monitoring, evaluation and quality control: will concentrate all information management & diffusion activities, incl. monitoring & evaluation. (inputs from the four JIRI WPs) WP8: Coordination and Management: will manage the project s resources, coordinate partners, committees & platforms, monitor progress and outputs and acts legally, administratively and financially, with the Commission, on behalf of the Consortium
