3 BACKGROUND OF ILUA I PROJECT The ILUA I project was conceptualized to assist institutions involved in land use planning by developing and strengthening their capacity to collect, compile, process and disseminate reliable up-to-date information to policy makers; The first phase of ILUA was from ; Plan and carry out national land use assessment; Develop up-to-date integrated land use information system; and Set up a long term land use monitoring system.

4 BACKGROUND OF ILUA I PROJECT Focused on collection of both biophysical data in forest ecosystems and socio-economic data from the local people. The data collected formed the base for generating national statistics, support biomass mapping, national reporting and policy review.

7 ILUA I PROJECT OUTPUTS Land cover/land use maps covering the entire country; Land cover change maps; ILUA I final Report (Statistics and analysis on forests, crops and livestock). Contribution to the Pan Tropical Mapping of Biomass in collaboration with Woods Hole Research Centre.

8 ILUA I PROJECT CONTRIBUTION TO NATIONAL POLICY PROCESS The review of the National Forestry Policy of Zambia now has the New National Forestry Policy of Inter-sectoral policy review: Policy Review Report contents: Forestry and other sectors, policy relevant findings; Livestock and forestry link.

9 BACKGROUND OF ILUA II PROJECT The ILUA II will build on the successes and endeavor to fill the gaps identified during the implementation of ILUA I. The second phase of ILUA will cover the period 2010 to 2013; The main outcome: strengthened capacity of Zambia in implementation of the Sustainable Forest Management (SFM) policy and REDD and the support to sustainable development and Millennium Development Goals (MDGs).

10 ILUA II PROJECT OUTPUTS The outputs of the project are as follows: Output 1: Effective means of dissemination and utilisation of the information for multi-sectoral dialogue. Output 2: Improved capacity in collecting and analysing forest resource and forest related information for SFM, REDD monitoring and GHG reporting.

11 BACKGROUND OF UN REDD PROJECT The MTENR through Forestry Department is implementing a 3 year UN REDD programme with support from the three UN agencies that are part of the partnership (FAO, UNDP and UNEP). The project is in the Readiness Phase; The UN-REDD programme aims at building capacity of stakeholders to ensure the country is ready for the post 2012 Kyoto protocol climate change regime.

12 BACKGROUND OF UN REDD PROJECT During this Readiness Phase of the REDD+ Programme, Zambia will undertake the following activities: I. Develop a National Strategy to reduce deforestation; II. Develop a robust and transparent national forest monitoring system for the monitoring and reporting of the REDD + activities;

13 BACKGROUND OF UN REDD PROJECT iii. Develop a national forest reference emission level and/or forest reference level. iv. A system for providing information on how the safeguards on local community and forest biodiversity are being addressed and respected throughout the implementation of the REDD+ activities while respecting sovereignty;

17 CONTRIBUTION OF ILUA II TO THE REDD PROCESS The main contribution of ILUA II will focus on the following UN REDD programme activities: Develop a robust and transparent national forest monitoring system for the monitoring and reporting of the REDD + activities; Develop a national forest reference emission level and/or forest reference level.

18 PROGRESS MADE SO FAR Developed a plan for pilot sites selection in key vegetation types of Zambia and Lidar Data Acquisition (Selection of Pilot Sites; Conduct Sample Assessment for Carbon Stocks in Selected Pilot Sites; RS and LiDAR Testing method development; Training course in LiDAR and RS). Undertook a review of IPCC guidelines on GHG emission estimation with experts from UNFCC.

19 CONCLUSION ILUA projects have increased our understanding of land cover dynamics and carbon stock in the country.
