3 SPC s ROLE... SPC ( Technical international organisation 26 members (22 member countries + 4 confounding members); 9 major divisions; Land Resources Division GENETIC RESOURCES (GR) TEAM /CePaCT falls under; GR works closely with the Forestry Team

4 Roles of CePaCT & PTSC of SPC/LRD... MAIN AIM: assist agricultural and forestry development in the Pacific region (22 member countries) through the sustainable conservation and effective use of plant genetic resources I. Center For Pacific Crops & Trees (CePaCT) Established: 1998 (EU & AusAID assistance) Pacific Regional Genebank (For food crops only) ACTIVITIES: Conservation, Utilisation, Virus Indexing, Distribution, Research, Capacity Building/Training, Promotion/Awareness II. Pacific Tree Seed Centre (PTSC) Established: 2010 Pacific Regional Tree Seed Centre (Forest/Tree seeds only) ACTIVITIES: Safe exchange, Research, Capacity building/training and Information Services for priority tree species.

6 Genetic Resources of main concern CePaCT Mainly food crops (roots, tubers and tree crops) Most CePaCT crop collections in MLS of IT (ANNEX 1 crops in blue highlights) CePaCT uses SMTA of IT for germplasm exchange after 2009 Non-annex 1 crops acquired under the Global Crop Diversity Crop regeneration projects require the use of the SMTA SPC used MTA to exchange germplasm prior to 2009 CePaCT collections from both within Pacific (most accns) and outside of Pacific (e.g. potato. 8 Progress on SPC s commitment as FP of IT IT workshop for Non-CP (5 th & 6 th Dec, 2013): In attention: 6 Non-CP, 1 CP, IT secretariat (Dr Daniele Manzella) & NP ABS CDI Manager, Dr Andreas Drew attended, CePaCT senior staffs IT & NP promoted to Agricultural IT focal points IT secretariat also attended NP/ABS workshop and Pacific Steering Committee meeting (25 th -30 th Nov, 2013) Treaty meeting project funded by BSF implemented in Pacific 26 th -30 th May, 2014 Inception and Train of Trainers SPC continues to work with Non-CP Marshall Islands officially a contracting party in October 2014 Vanuatu, Niue, Tonga Cabinet submission for ratification of IT in process for consideration for endorsement

9 Challenges in implementation of NP and IT General lack of knowledge on GR and its potential uses Lack of ABS regulations & awareness in place in most PICTs Inadequate knowledge of NFP on all provisions of both instruments; lack of legal expertise of most NFP NFP usually overloaded with other work; high staff turnover Lack of resources for capacity building and coordination lack of moral understanding, value and awareness that both instruments are tools for global food security to avoid preference of countries of one instrument over the other Some accessions in CePaCT collections now in MLS of IT are from Non-CP and yet they do not benefit from the BSF Need policy discussions on Non-Annex 1 crops Clarification on countries that are territories of developed countries. E.g. New Caledonia

10 Way Forward Treaty and NP continue to work together to mutual implementation of two instruments in the Pacific region FAO and CBD to generate more 3-5 min promotion video on promotion of mutual implementation of two protocols Encourage more meetings of the focal points esp. the non- CPs as a small group is more effective for IT consultation (based on Dec, 13 mtg) NP to have closer contact with relevant teams in SPC (Animal Health, FAME etc) for wider understanding and for a holistic SPC approach to the implementation of both IT & NP Need to have resource personnels from both secretariats to attend regional consultation meetings..
