2 Forest Land Classification Town Hall Meeting Sen. Johnson, Rep. Boone to join ODF at town hall meeting to discuss Fire Protection Assessments State Senator Betsy Johnson and State Representative Deborah Boone have asked the Oregon Department of Forestry to join them in hosting a town hall meeting on Feb. 4 in Seaside to discuss the Astoria District s Fire Protection Assessments for wildfire protection. ODF Presentation: What is Forest Classification and Forest Patrol Assessment? Who was involved in the Forest Classification Process? How was my land classified? Appeals.
3 Forestland Classification & F o re s t Pa t ro l Assessments Forestland Classification The classification process identifies which lands are forestland within a protection district and subsequently receive firefighting protection from ODF. Forest Patrol Assessments Lands classified as forestland which require wildfire protection are charged this assessment. Current Landowner Rate (FY17) Astoria: $1.21/ acre Minimum assessment: $18.75 Improved Lot Surcharge: $47.50 Powell Road Fire, August 1 st 2016
4 Forestland Classification Purpose of Forestland Classification Develop an ACCURATE classification process and corresponding assessment rolls. To develop EQUITABLE forestland assessment across the state and in our case for Clat so p County. No new revenues to the Forest Protection District To allow INVOLVEMENT of local interests (County Government and Local Landowners) in the process.
5 Forestland Classification The Clatsop County Forestland Classification Committee was established and had its first meeting in October of Committee Members: Appointed by Clatsop County Commissioners: Michael Bunch, Small Woodland Owner Will Caplinger, Industrial Forester Hans Mulder, Elsie-Vinemaple Fire Department Appointed by OSU Extension Service: Jim Reeb Appointed by Oregon State Fire Marshall: Chief Ron Tyson, Olney-Walluski Fire Department (Chair) Appointed by Oregon Department of Forestry: Neal Bond, ODF Representative

7 FLC Public Meeting & Hearing Purpose What is the purpose of the Public Meeting? We conducted public meetings to share the Classification Committee s findings with landowners of the County in Ast o r ia (May 2 nd ) and in Seaside (May 6 th ) of What is the purpose of the Public Hearing? The Public Hearing is a mandatory and formal process that must occur prior to implementation of the findings of the classification effort. This hearing is a time when interested persons can make comments to the proposed classification. This hearing was conducted at the Clatsop Community College on May 23, Clatsop Community College Fo l l o wing t he hear ing t he committee considered all the comments and thereafter mad e its final classification. The Official Forestland Classification of properties in Clatsop County was recorded July 8, 2016 by Clatsop County.

10 Forest Land Classification Appeal Process How can a landowner appeal the findings of the Classification Committee? Any owner of land classified under ORS or and who is aggrieved by the classification may, within 30 days after the date of the order making the classification, appeal to the circuit court for the county. The appeal shall be taken by serving the notice of appeal on the secretary of the committee and by filing such a notice with the county clerk. The Official Forestland Classification of properties in Clatsop County was recorded July 8, 2016 by Clatsop County. No written or oral testimony was received at the public hearings.
11 Forestland Assessment Appeal Process Forestland Assessment and Appeal Process subject to ORS to , (2), and Oregon Administrative Rule The Board of Forestry authority is limited to: Does the landowner own the land Is the tax lot correctly identified Has the land been classified by a classification committee Is t he a c reage c o r rec t Does the landowner have a Board approved individual forest protection plan (None exist ) OAR
