1 Cibola National Forest and National Grasslands Supervisor s Office OUTREACH NOTICE Albuquerque, New Mexico Cibola National Forest and National Grasslands Natural Resource Planner, GS /12, permanent position The Land of Enchantment (Tierra del Encanto in Spanish) is the nickname for New Mexico because of its scenic beauty and rich history. The Cibola National Forest and National Grasslands offers a unique experience and a diverse landscape across three states that encompasses rural and urban forests, as well as two unique grasslands. The Forest will soon advertise a permanent Natural Resource Planner, GS /12. The duty station for this permanent position is located in the Cibola National Forest and National Grasslands Supervisor s Office in Albuquerque, NM. The Cibola National Forest is in the process of revising its Land Management Plan to address changed conditions, best available science, and new demands and public concerns. The revised plan will be a collaboratively-developed, science-based framework for integrated resource management and for guiding project and activity decision-making. The incumbent serves as Interdisciplinary Team Leader for the preparation, development, implementation and revision of the Forest Plan which involves developing critical path schedules and evaluation techniques, and determining the type, amount, and level of information (inventory) required for the development of management alternatives and for decision making.
2 The incumbent maintains the overall Forest Management Plan that establishes the goals, program emphasis, and coordinating requirements for the total forest land mass. Interprets the goals, objectives, and direction, including the management area prescriptions. Performs supervisory duties 20% or less of the time: Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit s work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations Candidates that bring the following experience or background are especially suited to this position: Knowledge of professional forestry land management principles, practices, and concepts sufficient to perform the full range of duties connected with the land planning process (mix, level of intensity and program emphasis). Knowledge of the laws, regulations, policies, and practices required to complete a Forest Land Management Plan (LMP) in order to plan, implement, and evaluate a process resulting in a LMP that meets all constraints. Knowledge of the interests, major objectives and aspirations of major decision-making public groups and their effects of the development or modification of forest resources. Knowledge of the role and influence of various Government agencies and community interests on the use of forest resources, and the socio-economic impact of a change in direction or emphasis in resource use on neighboring or dependent communities and industries. Familiarity with timber, recreation, range, wildlife, watershed management and soil science and their interrelationships, and complementary and competing influences. Ability to deal effectively with people; capable of conveying information to the public; and able to maintain good relationships with other agencies, Forests, and the general public. Knowledge of supervision and personnel practices and procedures in order to carry out responsibilities and to plan/integrate work schedules to meet unit needs. Knowledge of management principles and practices related to program and workforce planning, supervision and training of employees to promote a well-trained and qualified workforce.
3 This is federal government position (GS /12) with salary in the range of $59,256 to $92,332 based on qualifications. Like most of the National Forests located in the western states, the Cibola National Forest and National Grasslands grew out of lands that originally were known as Forest Reserves. These reserves were first established in the late 1800s and early 1900s as a means of affording protection to natural resources, such as watersheds, trees, and soils. Cibola, pronounced See -bo-lah, is thought to be the original Zuni Indian name for their group of pueblos or tribal lands. Later, the Spanish interpreted the word to mean, buffalo. The Forest Supervisor s Office is located in Albuquerque, five miles north of the I-40 and I-25 interchanges. The Cibola SO employs around 75 permanent full-time employees and a variety of seasonal employees. The Cibola National Forest and National Grassland is in the Southwestern Region (R3), which is comprised of 11 forests in the States of New Mexico and Arizona. Albuquerque is the largest city in New Mexico, is the 38 th largest city in the United States, and has a population of approximately 600,000 people. The city is situated in the central Rio Grande River valley at an elevation of 5,300 feet at the base of the Sandia Mountains, with Sandia Peak having an elevation of over 10,000 feet. The city offers a wide variety of cultural and recreational opportunities, which stem from its rich cultural history and physical setting. Because of its outstanding climate and its close proximity to mountain, desert, river and alpine settings, the Albuquerque area has become a national center for year-round outdoor recreation
4 and known for being able to downhill ski in the morning and play golf or tennis in the afternoon during the winter months. Albuquerque has become known internationally for its Balloon Fiesta every fall which hosts over 800 hot air balloons. Climate: Albuquerque is known for having one of the best year-round climates in the United States--with four distinct seasons, 300 sunny days per year, warm summer days and cool evenings. The summer temperatures average 42 to 100, with some warmer days. Spring and fall temperatures average 43-70, and the winters are fairly mild, with temperatures averaging 23 to 49, with a few colder days. Snow is anticipated in the city only about 5-10 days per year, usually clearing off by mid morning. Albuquerque is high altitude (5,000 to 7,000 elevations) semi-arid with only about 8-10 inches of precipitation a year, most coming as rain during July and August. Cultural & Recreation Opportunities: Additionally, Albuquerque offers hundreds of city parks, four public golf courses, 31 parks with public tennis courts, 17 public swimming pools, 20 community centers, 17 libraries, and six Senior Citizen Centers and over 400 miles of biking routes and trails. Cultural opportunities include: the Albuquerque Zoological Park, Maxwell Museum of Anthropology, All Indian Pueblo Cultural Center, Albuquerque Museum, New Mexico Museum of Natural History, Albuquerque Aquarium and Botanical Garden, Rio Grande Nature Center, Explora Science Center and Childrens Museum, National Atomic Museum, in addition to numerous art galleries throughout the city. Performing arts include: the New Mexico Symphony Orchestra, the New Mexico Children s Symphony, the New Mexico Ballet Company, Albuquerque Little Theatre, Albuquerque Civic Light Opera performing at venues such as the Kimo Theatre, Highland Theatre, Albuquerque Little Theatre, and South Broadway Cultural Center. Traveling shows including off Broadway shows perform regularly at Popejoy Hall on the University of New Mexico Campus. Medical: Area residents have many hospitals serving them. They include: New Mexico Veterans Medical Center, Lovelace Woman s Hospital, Presbyterian Hospital, University of New Mexico Medical Center, Lovelace Medical Center, and Carrie Tingley Childrens Hospital. This is in addition to the many medical clinics, private physicians and other health care professionals. There are also several retirement communities and nursing homes serving the area. Schools: the Albuquerque Public School System having 94,318 students serves Albuquerque. There are 13 High Schools, 13 Schools of Choice (alternative high school), 27 Middle Schools, and 89 Elementary Schools. The school district also offers many programs for students with special needs. There is also a very active Continuing Education Program offered by the University of New Mexico. Employment: The presence of companies such as Intel, Sandia National Labs, and Kirtland Airforce Base has made Albuquerque one of the leading technology centers in the country. Recently, Albuquerque was named one of America s top 10 Family Friendly Cities and the Best Multicultural Mecca by a national family magazine. In addition, General Mills and General Electric also have major facilities in Albuquerque.
