Climate Change and California s Family Forests Turtle Bay Exploration Park June 17, 2009 Bob Rynearson W.M. Beaty and Associates, Inc.

California Forestland Ownership Private non-timber Government Private - zoned for timber production Forest Service BLM NPS CA State etc. Roughly one-third of California is forestland.

California Private Forestland Status Private - zoned for timber production Wood products primarily building materials (dimensional lumber, plywood etc. ) other: energy, cosmetics, furniture, medicines etc. Family owned 100-year sustainability plans 3 rd Party Certified (FSC, SFI, Tree Farm etc.) Growth exceeds harvest by approximately 2:1 Millions of seedlings planted every year Strictest Forest Practice Rules and review

Community Support Forest products industry fund county government services Property taxes paid directly to counties Yield taxes paid to both state and counties schools particularly dependent

Private Forestland Regulation

Private Forestland Regulation Cost increases 1,200 percent since 1975 Avg cost: $40,000 per plan Landowner THP Cost Comparison (Preparation, Administration, Mitigation and $23.1 million Proposed New Fees) $80.00 $70.00 $60.00 Proposed $50.00 $40.00 $30.00 $20.00 $10.00 Calif. Oregon Washington Total $ Cost / Thousand Board Feet of Timber Harvest

Climate Benefits from Forest Management: Standing forest inventories (increasing inventory and/or maintaining land in forest cover vs. brush or other land uses) Storage in solid wood products Renewable bio-energy from manufacturing waste & landfill storage directly related to timber products Forest slash used to generate renewable energy that displaces fossil fuel emmissions Wood products substitute for building materials that have much higher carbon footprint (e.g. concrete & steel)

Wood as a Green Building Material Energy Efficient (mostly made with solar energy & manufacturing waste products offset the use of fossil fuels to generate electricity) Carbon storage Minimal overall environmental impact Renewable Recyclable Biodegradable Durable

Life Cycle Analysis (LCA) Comparison: Wood to Concrete Total Structure 60 Concrete vs Wood Design (%) % Embodied Energy 31% Global Warming Air Emissions Water Emissions Solid Waste Source: Consortium for Research on Renewable Industrial Materials (2005).

LCA Comparison: Wood to Steel Total Structure 350 Steel vs. Wood Design (%) % 26% -50 Embodied Energy Global Warming Air Emissions Water Emissions Solid Waste Source: Consortium for Research on Renewable Industrial Materials (2005).

LCA Comparison: Carbon footprint of 3,500 Various Floor Systems kg of CO 2 per 768 sq. ft. 3,000 2,500 2,000 1,500 1, Steel Concrete Lumber Lumber Wood I-joists Wood Dimension Joists Concrete Slab Steel Joists Floor Type Source: Consortium for Research on Renewable Industrial Materials (2005).

Beaty Managed Lands: Overall Ownership Objectives Provide annual income + increase forest value over time (by harvesting less than growth, thinning, reforestation etc.) Grow Large Trees sawlogs (fiber and fuel chips produced as by-products or as products of stand improvement treatments) Sustain/Increase timber yield, aesthetics, soils, watershed, water quality, riparian habitat, wildlife, forage, and recreation etc. (FSC certified w/ 100- Year SYPs) Minimize risk of catastrophic losses from fire, pathogens and insects

W.M. BEATY & ASSOCIATES, INC. also harvested 1 Billion Bd. Ft. & several hundred thousand tons of fuel chips 1 Billion Bd. Ft. Grown under WBA mgt. initial inventory + 30 years 2 Billion Bd. Ft current inventory

Mixed conifer stand in NE Shasta Co. where management has increased forest structure, timber volume, growth and average tree size over time.

High stocking levels = stagnating trees, insects & fire hazard

Smaller, weaker trees selected for biomass harvest # 17

Thinned eastside stand: increases individual tree vigor & growth & reduces impacts from wildfire

Increase Forest Inventory & Structure by timely reforestation after wildfire Wildfire in Modoc County 10-year old plantation after wildfire

SOME LESSONS LEARNED (OR RE-CONFIRMED) Must have a good plan & the commitment of all partners to follow through with the timely implementation of each sequential step over a multi-year project. Quality control and oversight at each step is critical to success. Need good seed that is adapted to the site. Access to a well supplied and diverse seed bank is important. Need good quality nursery stock and quality control during storage, handling and planting of seedlings. Control of competing vegetation is critical to success. Cannot rely on normal rainfall patterns. Non-industrial ownerships: higher costs/acre for many reasons. Many willing to pay 25% for conifers but not oaks 82

SOME LESSONS LEARNED (OR RE-CONFIRMED) Reforestation Project = Long term fuel management project Timely reforestation after wildfire: Reduces costs Reduces impacts to soils and environment Increases the available acres (e.g. steep & rocky sites) Faster net carbon gained in most accounting protocols Opportunities for artificial regen. of blue & live oaks (on nonconifer sites), but not needed for black oak (conifer sites) Ponderosa pine success is good over wide range & variability in PPT and site conditions (w/ weed control!). Active management is needed to increase (or even maintain) acres of conifer forests in interior California Revisions to improve CCAR Forestry Protocols. 83

Important Lesson for Reforestation in interior Calif.: EARLY WEED CONTROL IS CRITICALLY IMPORTANT 15 years after Wildfire destroyed forest Planted + weed control Planted & no weed control 84

15 YEAR-OLD PLANTATION Established after wildfire in Northeastern California Both areas were planted after the same wildfire but: NO WEED CONTROL WEED CONTROL BLM plantation w/ no weed control Private plantation w/ weed control 85
