Vol., 3 (6), , 2012 Available online at www. irjabs.com ISSN X 2012 Making efcient the forest conservation system (From the viewpoint of Guilan natural resources employers) Mohammad Hadi Asgari Department of Business management, Tonekabon branch, Islamic Azad, University, Tonekabon, Mazandaran, Iran Corresponding Author dr_mh_asgari@yahoo.com Abstract The importance of conservation and protection of forest as a main part of ecosystem, major preventing factor from disorganization of natural balance circle, soil erosion and an effective element in water renement and air ventilation is obvious for everyone in the present time. but this God-given entity, because of overdeveloping of farmland and seasonal pasture,non-organized(unplanned) utilization(harvesting) of trees for fuels,unwise usage has been unjustly ignored and destructed.a surface glance on this issue will lead us to a conclude that thousand of hectares of natural resources elds especially surrounding the cities and villages besides the roads are in critical if not endangered conditions. Based on these, a study was done under the title of the survey of making efcient the forest conservation system in Guilan province from the view point of Guilan natural resources employers.this study aims at nding answers for following questions : What are effective methods of making efcient the forest conservation system? And how can it be fully used by considering its actual and potential facilities? The purpose of this study was the survey and analysis of making efcient the forest conservation system from the view point of Guilan natural resources employers. This research intended to come up with the following detailed objectives: a) The investigation and survey of ways of activating and making efcient the forest observation system, recognition of obstacles, limitation and potential and actual facilities. b) Conservation forest as a basic constituent of life and socio-economy activities and the main factor of production and agriculture. c) Balancing various ecosystems and conserving plant genetic reservoirs. d)principled and true connection between environment and human beings by using responsible human resources, appropriate instrument, suitable nancial level related rules and the cooperation of related organization. the method of research was eld-descriptive.population size for this research were all of Guilan natural resources employers entailing,157 experts (93 certied experts,28 under-contract experts and 36 master experts)and 219 guards (59 rangers, 99 woodsmen,28 master woodsmen and 33 director woodsmen)and 8 persons as manager of Guilan cooperation companies which were totally 384 persons. The sampling for this research was categorical random sampling. Statistical samples for present study have been determined by using of Kerjeci and Morgan s table determined 196 persons. Two methods were used for data collections for the study namely library and eld (questionnaire) method. The instrument for data collection was a questionnaire, made of 34 5-item questions based on Linkert scale. The collected data in this research have been analyzed by descriptive statistic (frequency distribution table, graph, calculation of frequency and frequency percentage and referential statistics (2). The results revealed that all hypotheses had been accepted, in other words there was signicant, meaningful and positive relationship between responsible labor force (human resources), having appropriate instrument, appropriate investing, approving proper rules for forest conservation and commitment in their implementation,
2 and coordination among related organizations as independent variable and efciency making conservation system as a dependent variable. Keywords: forest conservation, responsible labor force, appropriate investment, accurate implementation of rules, cooperation among organization Introduction The climate variation and habitat features, in Iran, has set the ground for growing the most valuable species, whether industrial or genetic ones major of which has been traced out in the northern zones of Alborz mountains. Iranian north forest, Hirkani forest, has the most valuable broadleaves species which are really important commercially industrially but unfortunately has been intensively distracted by forest dwellers for getting access to farmland establishing gardens, houses,and pastures(mosadegh,1996). Guilan province has hectares having hectares Guilan province because of its precipitation and high moisture has various woodlands. The forestry area of Guilan is hectares or38.38% of its total area extended from Astara to Chaboksar. It goes without saying that it plays a great role in agriculture, climate, ecosystem conservation and recreational zone. By the same token, unsurprisingly it has a great place in small and large-scale industry in terms of wood production (Bavaghar, 1997). Therefore it is inevitable to have a scientic comprehensive hindsight and evaluation in precise conservation of forest. on-organized and irregular harvesting, abusing natural recourses, specically, forest and ranges, industrial development,technological progression,has strongly raised the flag of conservation,rehabilitation,recreation,principled harvesting for reaching sustainable development,henceforth conservation is a common-accepted idea for almost everyone(rezaii malek, 2002). By increasing in the number of population and progression of technology the rate of forest destruction has been increasing. The main cause of this destruction are deforestation for crating property, increasing agricultural products, pruning, cutting, all in accordance with the living conditions and traditional stockbreeding in the north of Iran, deforestation for pasturing, using woods for fuels, wood smuggling for living due to the price of this good in the market and etc. it is obvious that this destruction rate (trend) in woodland dwellers is growing, hence lots of villagers or even citizens considers forest as a resources which can be utilized under some circumstances (Majnonian, 2000). However they don t pay attention to its consequences and ignore the role of trees in preserving ecological and environmental balance in the region. So our natural resources is in death live stage all attempting to save it through an organized plan,to save it for recreation,recruitment, and its development by emphasizing that they are not only as one the great genetic reservoirs of our country but also as an life quality index for people: it is a hindrance against sedimentation at the back of seas dams thus should be targeted as an long-term program. Henceforth the importance of environmental and economical issues and a deep understanding to the importance of renewable resources give birth to the conservation, recreation and development of these resources (Khosroshahi, 2004). Based on the aforementioned cases, this study was conducted under the title of a survey of ways of making efcient the conservation forest system in the view point of Guilan natural resources employers. Following hypotheses was made and tested for carrying out the study. a) There is a meaningful relationship between responsible labor force(human resources) and making efcient the forest conservation systems b) There is a meaningful relationship having appropriate instrument and making efcient the forest conservation systems c) There is a meaningful relationship between appropriate and accurate investing and making efcient the forest conservation systems d) There is a meaningful relationship between coordination among forest related organization and making efcient the forest conservation systems e) There is a meaningful relationship between precise approve and implementation of forest conservation rules and making efcient the forest conservation system Methodology This is an applied and descriptive study in terms of purposes and method respectively. The selection of method in any study depends on the nature of topic, the purpose of the study, made-hypotheses, ethical issues, considerations underlying the topic of study, and the extent (scope) of facility implementation.(naderi, 1995). Therefore, regarding the topic, the eld descriptive method was used. In this study, due to the nature and
3 purposes of the plan, the quasi-experimental, posttest-only design (one stage primary empirical study) was used. The population sizes for this study were all of employers in Guilan Natural Recourses organization which were 384 people. The sample volume, according to Morgan s table, was estimated 196 people. Also for sampling noncategorical random sampling was used. Instrument for data collection was a questionnaire consisting of 34 multiple choice questions (ve-item). Its reliability and validity were targeted by experienced experts and - coeffecient, Kronbakh (r =0.85) respectively. The analysis of data was done at two levels, descriptive and inferential statistics. At level of descriptive, frequency distribution table, bar graph, frequency, frequency percentage and at the level of inferential 2 were used respectively. Findings First hypothesis: there is a relationship between responsible labor force (human resources) and making efcient the forest conservation system. There has been considered 9 factors related to rst hypothesis:1) recognition and awareness 2) job conscience 3) physical ability 4) education and awareness-raising 5) passing theoretical courses 6) passing practical courses 7) using native labor force 8) supplanting retired or red labor forces 9) the scope and extent of education. From the viewpoint of employers there is no relationship between responsible labor force (human resources) and making efcient the forest conservation system. (H0) From the viewpoint of employers there is a relationship between responsible labor force (human resources) and making efcient the forest conservation system. (H1) n=101 interval condence = %95 = 5 % The results taken from question 1-9 of questionnaire related to rst hypothesis are inserted table: Ni in the following 2=28.46 df=k-1» df= 4 2 df, = 2 4 & 5% 2==9.48» from table Therefore H0 is rejected.statistically there is a meaningful relationship between responsible labor force (human resources) and making efcient the forest conservation system at level of95%. 2 = =9.48
4 Second hypothesis: there is a relationship between appropriate instrument and making efcient the forest conservation system. There has been considered 5 factors related to second hypothesis: 1)wireless(mobile) equipment 2) getting access to vehicle 3) having weapons 4) existence of helicopter 5)using(..) From the viewpoint of employers there is no a relationship between appropriate instrument and making efcient the forest conservation system. (H0) From the viewpoint of employers there is relationship between appropriate instrument and making efcient the forest conservation system. (H1) n=101 condence interval = %95 = 5 % Ni = df, = 2 4 & 5% 2==9.48» from table Therefore H0 is rejected.statistically there is a meaningful relationship between appropriate instrument and making efcient the forest conservation system at level of 95%. 2 = =9.48 Third hypothesis: there is a relationship between proper investment and making efcient the forest conservation system. There has been considered 7 factors related to third hypothesis: 1) proper approving and allocation of budget 2) budget allotment 3) the role of investment in determination of forest borderlines 4) using spiritual and material rewarding 5) awareness and encouraging people in investing 6) budget allotment so as to clarifying the conservational problems 7) punctuality in paying fees and salaries of employers. From the viewpoint of employers there is no a relationship between proper investment and making efcient the forest conservation system. (H0) From the viewpoint of employers there is relationship between proper investment and making efcient the forest conservation system. (H1) n=101 condence interval = %95 = 5 %
5 Ni 2= df, = 2 4 & 5% 2==9.48» from table Therefore H0 is rejected.statistically there is a meaningful relationship between proper investment and making efcient the forest conservation system at level of 95%. 2 = =9.48 Fourth hypothesis: there is a relationship between approving and precise implementation of forest conservation rules and making efcient the forest conservation system. There has been considered 7 factors related to fourth hypothesis: 1) reforming and implementation of existing rules 2) familiarization of labor force (human resources) with the rules of conservation 3) the implementation (feasibility) of existing rules 4) reforming the rules 5) familiarization of forest dwellers and people to the rules 6) extent and scope of rule implementation 7) propagation and education and familiarization of people to the rules. From the viewpoint of employers there is no a relationship between approving and precise implementation of forest conservation rules and making efcient the forest conservation system. (H0). From the viewpoint of employers there is relationship between approving and precise implementation of forest conservation rules and making efcient the forest conservation system. (H1). n=101 condence interval = %95 = 5 % 2= df, = 2 4 & 5% 2==9.48» from table
6 Therefore H0 is rejected.statistically there is a meaningful relationship between approving and precise implementation of forest conservation rules and making efcient the forest conservation system at level of 95% 2= =9.48 Fifth hypothesis: there is relationship between forest-related organization s coordination and making efcient the forest conservation system. There has been considered 6 factors related to fth hypothesis:1) Coordination with Agricultural Jehad ganization 2) Coordination with Environmental ganization 3) Coordination with other constructing organizations 4) Coordination with stockbreeding 5) Coordination with Agricultural Education and Propagation of Agricultural Jehad ganization 6) Coordination with Rural industries of Agricultural Jehad ganization. From the viewpoint of employers there is no a relationship between forest-related organization s coordination and making efcient the forest conservation system. (H0). From the viewpoint of employers there is relationship between forest-related organization s coordination and making efcient the forest conservation system. 7 The northern forests of Iran are, not only national genetic reservoir, but also they are national wealth. In this case, it s worth mentioning that, these forests are in inappropriate conditions in terms of conservational issues. These forests have been overused in such a way that creating lots of concerns among forest policy makers. That s why conservation and recreation are expensive task, and time-consuming processes, demanding much more budget on the part of country. All of above- mentioned points are evidences which support a Marchforward action toward continues production and sustainable development. For reaching to these goals, an organization can t be in the summit of it capacity, unless it gets access to responsible, expert human resources, effectual technology, adequate investment and observing(obeying) the rules.at present time all experts are unanimously aware of the role and importance of labor force(human resources),as the most important factor in the development of country, emphasizing decisively that,by training young generation will lead to technological and industrial progression. No study has been carried out in this area so far. This study as an avant-guard indicates that in dealing with the ve hypotheses made in study following results has been taken. First hypothesis it: can be said there is a meaningful relationship between responsible labor force (human resources) and making efcient the forest conservation system. Also it was concluded that, job conscience, physical ability, education and awareness-raising and supplanting retired or red labor forces is so effective in making efcient the forest conservation system. Second hypothesis: it can be argued that there is a meaningful relationship between appropriate instrument and making efcient the forest conservation system. Also being equipped with wireless (mobile) equipment and getting access to vehicle for conservation guards play a great role in making the forest conservation system. Third hypothesis: based on analyses it was found that, there is a meaningful relationship between proper investment and making efcient the forest conservation system. Factors, such as, proper approving and allocation of budget, awareness and encouraging people, investment in determination of forest borderlines and punctuality in paying fees and salaries of employers has been considered play role making efcient the forest conservation system. Fourth hypothesis: testing hypothesis showed that there is a meaningful relationship between approving and precise implementation of forest conservation rules and making efcient the forest conservation system. There have been considered 4 factors related to fourth hypothesis: 1) familiarization of labor force (human resources) with the rules of conservation 2) the implementation (feasibility) of existing rules 3) reforming the rules 4) familiarization of forest dwellers and people to the rules in making efcient the forest conservation system. And nally in dealing with the Fifth hypothesis it was revealed that there is meaningful relationship between forest-related organization s coordination and making efcient the forest conservation system. Inbetween organization s coordination (stockbreeding, Education and Propagation and Rural industries is effective in making efcient the forest conservation system.
