1 Town of Hartford Comprehensive Planning Visioning Workshop Results November 17, 2006 Workshop Conducted: September 19, 2006 Hartford Town Hall 37 Participants Station # Station Title 2 Mapping Future Residential Growth 3 Visual Preference Surveys 4 Community Goals Are We Still On Target??? 5 Visioning Statements 6 Parting Words

2 Station 2 Results Hartford Workshop - Group 1 (7 participants) Natural and Agricultural Resources chosen to preserve: Critical Species Habitat Natural Areas Primary Environmental Corridors Secondary Environmental Corridors Isolated Natural Resource Areas Upland Woodlands Prime Agricultural Lands from 2020 POSP Group 1 decided a 1 acre/dwelling unit was appropriate for the Town of Hartford. The members of the group chose not to map areas for future residential growth, but their comments were documented. The following are comments provided by Group 1: Residential development should be concentrated in areas close to the City and coordinated with traffic patterns. 1 acre lots will not compromise the way the Town looks now. Now it s 35 acres; it should be 1 acre.

4 Station 2 Results Hartford Workshop - Group 2 (6 participants) Natural and Agricultural Resources chosen to preserve: Critical Species Habitat Natural Areas Primary Environmental Corridors Secondary Environmental Corridors Isolated Natural Resource Areas Upland Woodlands Prime Agricultural Lands from 2020 POSP Group 2 decided to map low density residential growth inside the planned sewer service areas of the City of Hartford and Village of Slinger. The 2005 estimated population for the Town of Hartford was 4,016 people. For Group 2, densities defined by the group along with the areas mapped and the average number of persons per dwelling unit (2.7 persons) were calculated to produce an increase of 969 people which sent the population to 4,985, which is 186 people more than the projected population for the year The densities defined by Group 2 were: Low: 2 acres/dwelling unit Rural: 7 acres/dwelling unit 969 People 969 Low density yielded an increase of 969 people within 718 acres. Because areas mapped for low density suited the projected population for the year 2035, rural density was not mapped. The following are comments provided by Group 2: Protect it all. Want to be able to sell less than 35 acres. Need critical mass, a certain number of acres, to keep an agricultural community. Keep traffic down to allow for large farm equipment.

6 Station 2 Results Hartford Workshop - Group 3 (14 participants) Natural and Agricultural Resources chosen to preserve: Critical Species Habitat Natural Areas Primary Environmental Corridors Secondary Environmental Corridors Isolated Natural Resource Areas Upland Woodlands Prime Agricultural Lands from 2020 POSP Group 3 decided to place future residential growth along or near the existing municipal boundaries of the City of Hartford and Village of Slinger. The 2005 estimated population for the Town of Hartford was 4,016 people. For Group 3, densities defined by the group along with the areas mapped and the average number of persons per dwelling unit (2.7 persons) were calculated to produce an increase of 2,284 people which sent the population to 6,300, which is 1,501 people more than the projected population for the year The densities defined by Group 3 were: Low: 1 acres/dwelling unit 2,284 People 2,284 Low density yielded an increase of 2,284 people within 846 acres. Because areas mapped for low density suited the projected population for the year 2035, no other densities were mapped. The following are comments provided by Group 3: Town lost land in last 5 years to annexation. Want to have higher density close to City to use water/sewer but stay in Town. Group began with a density of 3 acres/dwelling unit but were short of the projected population. Group change density to 1 acre/dwelling unit and exceeded the projected population.
