12 Zero Net Deforestation and Forest Degradation No net forest loss through deforestation and no net decline in forest quality through degradation. Deforestation (or forest loss/conversion): Conversion of forest to another land use or ecosystem type, or long term reduction of tree canopy cover. Including conversion of natural forest to tree plantations, agriculture, pasture, water reservoirs, or urban areas; but excludes logging in areas where the forest is expected to regenerate naturally or with the aid of silvicultural measures. Forest degradation: Changes within the forests that negatively affect the structure or function of the stand or site, and thereby lower the capacity to supply products and/or ecosystem services.

19 What are governments committing to? PUBLIC In developed countries, public authorities are major consumers of goods and services, spending an average 12 % of GDP (17% in the EU). PROCUREMENT The public sector is a major purchaser of wood for a number of uses: building and civil construction, office and outdoor furniture, office paper and packaging (e.g % of office furniture in the UK and between % of timber sales affected, directly or indirectly, by central government policy). POLICIES At least 26 countries, mostly in the EU, currently possess some form of timber procurement policy at central government level and the evidence suggests that they are having a positive effect on increasing market share for verified legal and sustainable timber.
