Welcome and introduction Chair in the morning: DG AGRI: Mr Mauro Poinelli, HoU H4 Chair in the afternoon: DG ENV: Mr Andrea Vettori, Deputy HoU B The Chair person welcomed the participants, informed about interpretation and introduced the items to be discussed. 2. Adoption of the draft agenda New agenda points 6 and 7 were added. The Committee adopted the draft agenda. 3. Standing Forestry Committee Annual Work Plan 26 DG AGRI presented the outline of the Standing Forestry Committee Annual Work Plan (AWP), which provides the draft agenda for the 4 meetings of the Standing Forestry Committee planned in 26 and outlines a tentative overview of activities in Circular economy DG GROW presented the new Circular Economy Package, which was adopted on 2 December 25. The new Package looks for synergies between environment and business agendas and proposed concrete and ambitious actions where intervention has high added value. It sets 5 Main Areas of Action together with 5 Priority Sectors, also covering biomass. 5. 2 The delegates from Germany and the Czech Republic presented the Integrate and Integrate projects, which aim to collect recent knowledge and best international scientific expertise on the complex relationships, trade-offs and emerging challenges for integrating forest biodiversity conservation into forest management. 6. Update on financial instruments DG AGRI recalled a recent presentation made by the European Investment Bank (EIB) in June 25 and outlined some examples on the use of financial instruments. 7. Inception Impact Assessment of the Renewable Energy Package DG AGRI informed that for each new initiative, the European Commission publishes roadmaps to inform stakeholders and citizens about new initiatives. If an impact assessment is planned, the roadmap is replaced by an Inception Impact Assessment, which sets out in greater detail the description of the problem, issues related to subsidiarity, the policy objectives and options as well as the likely impacts of each option. The Inception Impact Assessment of the Renewable Energy Package will be sent for information to the delegates of the SFC. 8. Forest Information System for Europe JRC presented the current state of play on the development of the Forest Information System for Europe (FISE). 9. Natural Water Retention Measures DG ENV presented the Natural Water Retention Measures, which are multi-functional measures aiming at protecting and managing water resources and have the potential to provide multiple benefits, including flood risk reduction, water quality improvement, groundwater recharge and habitat improvement.. Mid-term Review on Biodiversity Strategy DG ENV provided an overview on how targets of EU Biodiversity Strategy were achieved, with focus on target 3b Sustainable Forestry. So far there was no sign of improvement in the conservation status of Annex I habitats associated with woodland and forest ecosystems.. Report on the mid-term evaluation of the EU Timber Regulation implementation DG ENV presented the current state of play in the review of the EU Timber Regulation and future steps. The Report will provide answers to the following evaluation questions: relevance, EU added value, efficiency, effectiveness and coherence.

AOB a) " th European Forest Pedagogics Congress (Zvolen, 29 September October 25) Slovak delegation The delegate from Slovakia presented the outcomes of the Congress. b) European Commission invests EUR 6.6 million in 96 new environment projects (IP) A brief presentation was made, informing participants on the new 96 projects.
