2 Telephone: Mobile phone: Implementing agency: The Centre for Scientific Research and Technology Transfer, Tay Bac University has 41 official staff (1 doctor, 3 postgraduates, 15 masters of sciences and 22 engineers), most of them are mainly lecturers of the Faculty of Agriculture and Forestry, Forestry Resources and Environment Management, Tay Bac University. One of the key tasks of the Centre is to transfer, train progresses of technical sciences to the local community. The Centre is located at North West region where ethnic minority communities are living so that one of the strong points of the Centre is a rural community developing activity. With more 6 years of experience, some typical themes and projects which we have contributed to the community are to develop local vegetables of kinds for mountainous areas people of Son La province, to preserve and develop bathing remedy for post-delivery women of Chieng Bom commune, Thuan Chau district; to build a model of energy efficient stove for mountainous region people of Thuan Chau district; to enhance competence and strengthen participation in building the culture against corruption in the community; to research applications. 5. 3 The socio-economic situation of the community: Co Ma commune located at Thuan Chau district, Son La province is an exceptionally difficult commune of Thuan Chau district. With the area of 67.5ha, the population of 4,38 people, the commune has 2 ethnic groups including H'mong and Thai (in which: H'mong occupies 9%, Thai occupies 1%). Former farming practices stay existence, the cultivation is underdeveloped, mainly extensive farming but not intensive farming, any fertilizer and pesticide are not used to improve productivity of crop plants. Techniques of pricking holes and dropping seeds or digging holes and dropping seeds that make crop plants develop naturally based on fertility of the soil waste labour force but the productivity is not high, the community fails to take command of cultivation harvest, the production is insecure and unstable. The main cultivation is fields in the mountains, areas of paddy fields are very small and unremarkable. Per capita food income is 16kg/year. The animal husbandry in families is naturally self-supplying. Over 7% of households are hungry for 4-6 months every year. The hard and deprived community life results in deforestation, burning off land for cultivation which is popular for compatriots of various ethnic origins here as well as other places in the North West mountainous region. This has considerably influenced on the environment as well as resulted in flash floods and landslide in mountainous regions and floods in lowlands and resulted in large losses of wealth, materials and people in our country. Forest areas in our country are considerably decreased in mountainous region provinces. Their maize growing which is to cultivate in the way of "shaving the head" of maize trees up to hilltops results in the situation that almost all areas of hills and mountains are cultivated only for 4-5 years, then its is impossible to grow corn again. This causes great loss of environment and economy. Thus, an urgent issue is now stated that it is necessary to design agriculture and forestry production orientation on sloping lands. This ensures the food security to 3

4 bring economic efficiency and to cover grasses for bare lands and bald hills to limit the climate change which is an urgent issue now. Objectives: Helping the H'mong ethnic group know about sustainable farming technique on the sloping land contributing to supply of diversified foods and foodstuffs and improvement of their life, hunger elimination and poverty reduction, reduction of risks in the production and increase of the food safety level. Restricting traditional deforestation, burning off land for cultivation situation is to plant a kind of food-tree on the high sloping land (on the hilltop) for environmental protection, land protection, resistance of erosion and wash-out causing land degeneration which results in landslide, flash floods in mountainous areas and heavy rains converging on lowlands. These consequences result in floods in lowlands and influences on the environment and general economy of the whole country. Creating employment for inhabitants when bringing the model of sustained cultivation on the sloping lands into and restricting social evils and help the community more development contributing to improvement of their life through the model of combined agriculture and forestry Putting the degenerated and exhausted areas those are being used into sustained use bringing environmental and economic efficiency. Increasing the areas of covering of grasses for bare lands and bald hills of the locality in particular and of the whole country in general decreases greenhouse effect. Diversifying types of agricultural and forestry product such as: bee's honey, wood, fresh fruits, foods including corn, rice, bean, vegetables and flowers Enhancing sense of land and environmental protection of inhabitants Preserving land resources, water resources and biological diversification Bringing interests seen by inhabitants in the short term and interests in the long term through the model Innovation: In order to bring environmental efficiency, increase areas of 4

5 covering of grasses for bare lands and bald hills to restrict drought and flood problems, the project directly assists inhabitants with the farming technique on sloping lands effectively and directly instructs them the technique at their fields in the mountains. My project doesn t directly give money to inhabitants like other projects but directly instructs the technique and supplies them with sapling and other materials. Beneficiaries are the H'mong ethnic group community. They live in exceptionally hard economic area. They rarely access to scientific and technological information and rarely know new knowledge in agricultural production, thus our purpose is to help them both bring higher economic and environmental and environmental. The project brings interests to ethnic group communities in many aspects: economy and environment, creates employment for inhabitants Specific results and direct impacts: Direct beneficiaries: The H'mong ethnic group community of Co Ma commune, Thuan Chau district, Son La province. Indirect beneficiaries: Other communities of ethnic group of the commune and other localities in the whole North West mountainous areas Measurability: We shall assess results of the project by interviewing inhabitants' opinions before deploying the project and after completing the project and having an input test and an output test of the project. Organizational and financial sustainability: Our centre has ever participated in many projects so we have much experience of managing the project. Deploying the project has characteristics such as low cultural standard; some people are illiterate so during implementation, the project shall meet some difficulties; however with working experience and living with inhabitants here for a long time, we clearly understand their manners and customs so that we shall try my best to obtain the highest efficiency. After completing the project, I shall implement popularization and development of this project at other populated areas in the North West region. 5

6 Replicability: This project is suitable for conditions and demands of the locality. Through the theory and practice, it is found that efficiency of this model is higher in many aspects: environment, economy, biological diversification, gen sources protection of local trees than the model cultivated by them according to the traditional model, so that the project can be replicated in the commune and other areas next to Thuan Chau district in particular and the North West in general. Like people at Co Ma commune, other localities of Northern mountainous provinces where main terrains are high sloping hills and mountains and farming practices of ethnic groups here have the same characteristics so areas of bare lands and bald hills are more and more increasing; planting under the model of sustainable combined agricultural and forestry is more and more urgent. Thus, after being successful, this project shall be replicated at other localities with the same natural conditions. Feasibility: The idea is easy for implementation, simple technique is appropriate for local demands and conditions and situation of the locality. Building the project is originated from demands of the local community as well as desire and expectation of the whole society and shall be implemented under the orientation of access with participation, so that feasibility of the project is very high. Any other details you would like to add that would help us better understand your initiative: The project is different from implemented projects: The project brings interests to ethnic group communities on many aspects: economy, environment and create employment for them. Reality: increasing areas of covering grasses of bare land and bald hills, restricting shifting cultivation of wandering hilltribes, deforestation, burning off land for cultivation, bringing economic efficiency to ethnic groups, restricting flash floods, landslide in mountainous areas, floods in lowlands are urgent issues which is required 6

7 to do immediately in the next time for mountainous and hill lands at Co Ma commune in particular and other land areas in the North West region in general. Being a lecturer of the subject on farming technique on the sloping land, I understand that the real life of the H'mong ethnic group community mainly depends on fields in the mountains, they lack of the knowledge about land and forestry protection. I would like to increase areas of covering grasses of bare lands and bald hills in order to increase environmental efficiency because now they mainly plant corn on the sloping land. III.
