BACKGROUND UNDP partners with people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. 2 and local insight to help empower lives and build resilient nations. UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. NAWA CITA, the nine priority agenda of the Jokowi-Kalla Government, highlights good, clean, effective and democratic governance as one of the main agenda points to be included in the national development plan. This involves continuing bureaucratic reform, institutional strengthening, improving capacity and integrity of civil servants and ensuring public participation in decision-making process. Strengthening forest governance is no exception. In the RPJMN, strengthening forest governance will focus on the establishment of forest management units (FMUs), acceleration of boundary delineation, gazettement of the entire forest area and larger forest allocation for local communities. Improved governance is perceived to be one of the enabling conditions for the rehabilitation of degraded land in the forest watershed improvement efforts, the increase in revenue from the forestry sector, biodiversity preservation and for the overall success of combatting climate change. Although some improvements have been and are being made by government and other forest governance actors still needs to be strengthened considerably at all levels. The 2014 Forest Governance Index reveals the a comparable pattern to findings in the 2012 Forest Governance Index when it comes to the unequal distribution of benefits; performance in settlement of tenurial conflicts; and handling of customary forest claims in state forest areas. Transparency and integrity of forest management is still a major weakness characterized by the persistence of corrupt practices; lack of systematic efforts to address such practices; and lack of consistent law enforcement using administrative, criminal, and civil laws at an ad-hoc basis against license holders who violate the laws or conduct unauthorized activities in forest areas. UNDP is committed to providing timely, high quality support to Minister and Ministry of Environment and Forestry to strengthen and institutionalize forest governance systems and structures. Strengthening forest governance is one of the keys to lift millions of people out of poverty; hence the importance of forest governance goes beyond the reduction of greenhouse gasses from the land and forestry sector. Around 50 millon people in Indonesia depend their livelihood from forest and its ecosystem. It is also necessary condition to save the loss of biodiversity, home to some of the world s greatest biodiversity, including 17 percent of the world s bird species, 16 percent of its reptiles, 12 percent of its mammals and 10 percent of flowering species. 1 Notably, the Bornean and Sumatran orangutans, primates endemic to the Indonesian archipelago, are seriously threatened by the loss or fractionalization of their forest habitats To this end, UNDP seeks to hire a consultant to support the implementation of Participatory Governance Assessment Project-UNDP Indonesia. Under the overall guidance of the Technical Adviser for Natural Resource Governance, the Senior Specialist will produce 1 Convention on Biological Diversity: Indonesia Country Profile.

3 specific deliverables contributing to the project outputs. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES Scope of Work Under the guidance of Technical Advisor, the consultant is tasked to: Providing technical support to PGA Project in relation to PGA support to follow up KPK action plan and Forest Governance Index findings as well as recommendation for Riau Province Providing technical support to PGA Project in relation to PGA support to the development of forest planning addressing Jambi Forest Governance Index findings and recommendation for Jambi Province Providing technical support to PGA Project in relation to PGA support to the development of the integration of the environment quality index and the forest governance index for Ministry of Environment and Forestry Providing technical support to PGA Project in relation to the development of new natural resource governance initiatives such as biodiversity governance, extractive industries and pollutant governance Providing technical support to PGA Project in relation to the development of policy brief on the progress of certainty over forest areas, fairness over forest resources, transparency over forest management and capacity over law enforcement Providing technical support to PGA Project in relation to the development of PGA quarterly monitoring report Providing technical support to PGA Project in relation to the development of Bali Nusra Forest Governance Index Prepares project work plan and oversees the day-to-day project implementation Conducts regular monitoring to ensure achievement of targets Expected Outputs and deliverables Deliverables/ Outputs Target Review and Approvals Required 1. Draft extended project document is in place 2 Days Other Requirements: In addition to the scope and responsibilities stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks will be delegated by UNDP Senior Management who will ensure that these ad hoc tasks do not impede on the incumbent s ability to meet contractual obligations/deliverables. All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of UNDP and are required to be submitted to UNDP Senior Management for archiving.

WORKING ARRANGEMENTS Institutional Arrangement a) Technical Advisor will directly supervise the Contractor, and he/she will be directly reporting to/seeking approval/acceptance of output from technical advisor of PGA Project. b) The Contractor is expected to liaise with the Ministry of Environment and Forestry in the course of performing the work c) The project will be able to provide any facilities, support personnel, support service, or logistical support, what they will be, and at what stage of the work. Duration of the Work: 51 Days within October December 2015 Duty Station: The contractor will be based in Jakarta Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis. No Destination Frequency Duration/days N/A IV. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master s Degree (M.A.) in Environmental Science, Economics, Financial Management, Public Administration or a closely related field. II. Experience: Minimum 3 years of relevant experience in public administration in Indonesia especially linked to environmental management, financial affairs, economic development, and related policy matters. Proven expertise in policy formulation and track record of engagement with government in particular and line ministries. Proven advocacy experience Strong understanding of Indonesian government systems and agencies involved in policy making, economic and development planning, as well as political issues and relevant key players. Familiarity with UNDP or UN system is an asset. Fluent in written and spoken English, Indonesian native speaker. EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodology: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum P Technical Criteria A: qualification requirements as per TOR: 1.
