1 Polk County Forestry Dept 100 Polk County Plaza Suite 40 Balsam Lake, WI Office: POLK COUNTY FOREST TIMBER SALE Spring 2018 Sale maps, descriptions and bid sheets are available online at: Or Google Polk county timber sales Sealed Timber Sale Bid (so marked on the envelope) will be received by the Polk County Forest Administrator on behalf of the Polk County Environmental Services Committee (ESC) for timber stumpage on designated areas of the Polk County Forest. Bids will be accepted up to 12pm (noon) on Tuesday, February 6 th, 2018 at the Polk County Forest Administrator s office, ground floor of the Polk County Government Center, Balsam Lake, WI. Mailed bids must be received on or before Tuesday, February 6 th, Mailing Address: Polk County Forest Administrator 100 Polk County Plaza, Suite 40 Balsam Lake, WI Bids will be opened publicly at 12pm (noon), Tuesday, February 6 th, 2018 at the Polk County Government Center. Sales will be awarded by the ESC at the 9:00am regular meeting on February 7 th, Polk County ESC reserves the right to accept or reject any or all bids determined to be in the best interest of Polk County. BIDS Bids must be made separately for each tract by species and product on the standard form provided or a reasonable facsimile thereof, and must be plainly marked on the outside of the envelope SEALED TIMBER BID, TRACT #. o **Please note the following** Tract can either be bid to a 4 top utilization or whole tree utilization Standing dead must be utilized, downed wood is optional but if utilized, will be paid at the bid rate A bid bond must accompany each bid, payable to Polk County Forest. The amount is listed on each bid sheet and is 15% of the minimum appraised value. o A Certified, Personal, or Cashier s Check, Bank or Postal Money order is acceptable. The bid bond will be returned to unsuccessful bidders. The winning bidder must sign a sale contract and produce a performance bond within 30 days of the bid being awarded by the ESC or the bid bond will be forfeited. Polk County will require a performance bond (15% of minimum appraised value) as a performance security. This amount is the same as the bid bond amount and is listed on the bid sheets. o Bid bonds or Letters of Credit will be accepted for performance bonds Letters of Credit must have an expiration date of December 31, CONTRACTS WILL EXPIRE ON JUNE 30, Contract extensions are not guaranteed.

2 INSURANCE An original certificate of insurance showing proof of worker s compensation coverage or legal exemption and as well as a minimum of $500,000 liability coverage with Polk County included as the named insured is required to be filed with the County s sale file prior to the beginning of any work on the contract area. TRAINING STANDARD Polk County requires appropriate training of its logging contactors. Successful purchasers of Polk County Forest stumpage will need to ensure that the logging contractor complies with the Wisconsin Sustainable Forestry Initiative Training Standard as adopted by the Wisconsin SFI Implementation Committee (SIC). Criteria for the standard can be found at: Documentation confirming completion of the training standard will be required prior to any work on the contract area. Polk County Forest is third party certified. SALES The County reserves the right to either accept mill scale or to scale wood on the site. Sale volumes are estimates and are not guaranteed. Pulpwood is defined as 100 sticks to a 4 top for Aspen, Oak, and Mixed Hardwood. Pine will be to a 3 top. Hardwood sawlogs are defined as being at least 8 long and taken to a 10 diameter inside bark (dib) on the small end. Logs will be scaled at the sale site using Scribner Decimal C log rule. Copies of all mill scale slips shall be provided to the Polk County Forestry Department. Arrangements will be made to scale all saw timber and products for which mill scale slips cannot be obtained.

3 Polk County requires prepayment on all sales before cutting may begin. Payment schedules are listed in the timber sale contract. For all Polk County timber sales located in Sterling Township, only bark free Oak trees or Oak trees with loose bark may be sold to private individuals. The purpose of this restriction is to avoid spreading Oak Wilt to surrounding areas. Wisconsin Forestry Best Management Practices (BMPs) for Water Quality, Wisconsin Forestry BMPs for Invasive Species AND Wisconsin Forestry BMPs for Woody Biomass Harvesting Guidelines will be followed. Rutting and other excessive soil damage will result in ceasing operations. No whole tree harvesting allowed unless otherwise stated on the individual sale map.
