3 A Stewardship Contract? A tool to help achieve land management goals for National Forest System lands while meeting local and rural community needs Collaboration must be a part of project planning and continue throughout the life of the project including monitoring Southern Blues Restoration Coalition (Blue Mountain Forest Partners & Harney County Restoration Collaborative) critical to success

4 Why Use Stewardship Contracting? Ability to bundle contracts into one Ability to trade goods for services Ability to retain receipts Ability to use multiyear contracts up to 10 years Ability to evaluate potential contractors for best value on technical approach, past experience and benefit to local communities

5 Types of Stewardship Contracts Integrated Resource Timber Contract (IRTC) Product Value > Cost of Restoration Work Generates receipts that can be used on another stewardship contract Administered by Timber Contracting Officer similar to a standard timber sale

6 Types of Stewardship Contracts Integrated Resource Service Contract (IRSC) Product Value < Cost of Restoration Work Product value offset the cost of doing restoration work AND additional funds are needed Does not generate receipts that can be used on another stewardship contract Administered by Acquisitions Contracting Officer similar to a standard service contract (i.e. pre-commercial thinning, weed control)

7 Malheur 10 Year Stewardship Contract Evaluation Criteria: Benefit to Local Community significantly more important than price (Malheur Forest in Grant and Harney County) Main contract award contractor bids prices for each work task to be completed (No specific units just items) Subsequent task orders negotiated (work and cost) Task order negotiation includes Contractor's cost breakdown for specific work under task order Market research from similar projects in the geographical area Comparing task order costs to the Contractor's unit prices from the base contract

8 Malheur 10 Year Stewardship Contract Integrated Resource Service Contract (IRSC) (Product Value = Restoration Work) Product = Saw Logs Restoration work could include: Biomass Removal Pre-commercial Thinning Slash piling Mastication Fire line construction Culvert Placement (Fish Passage) Aspen and Riparian exclosure fencing Pile Burning Weed Spraying Road related work

9 Malheur 10 Year Stewardship Contract Contract award to Iron Triangle, LLC located in John Day, OR on September 6, 2013 Many local sub-contractors to assist with both the logging and restoration work Task Order #1 - product removal/restoration work on a total of 8,833 acres (Marshall Devine, Jane and Soda Bear Projects Areas) 226,682 Tons of Saw Logs (75%) and Biomass (25%) will be removed (Approximately 38.5 mmbf), 2 Years to Complete the Work

10 Malheur 10 Year Stewardship Contract Future Task Orders Malheur will offer at least one task order each year for 10 years two years for completion Stewardship Contract will be the tool to accomplish at least 70% of timber target and restoration work for the Malheur Restoration work accomplished varies with product value and other funding available The Southern Blues Restoration Coalition (BMFP and HCRC) are very interested in supporting the 10 Year Stewardship Contract with increased capacity and commitment

11 Outcomes Fire Resiliency 71% of the Malheur NF is in the Frequent/Low Severity Fire Regime (1.2 million acres across the Forest) Several Studies, including one completed on the Malheur, have found that the 500 year period prior to aggressive fire suppression, these lands burned on average every 12 YEARS (On average more than 100,000 acres Per Year)

16 Outcomes - Restoration Conifer Thinning to Release Aspen Every $1 million spent on watershed restoration in Eastern Oregon national forests creates approximately 15 jobs, generating $500,000 in total income, $1.1 million in total industrial output, and $25,000 in state tax revenue
