GOALS FOR TITLE 13 MODIFICATIONS Grow canopy cover Integrate existing intent and framework with modifications Increase flexibility for differing land uses to accommodate density Capture tree quality as well as quantity Protect intended tree canopy 2

GOALS FOR TITLE 13 MODIFICATIONS Credits including mature tree retention Organization Other modifications (not tree related) Urban Forestry Program Overview 9/7/11 10/5/11 Today 12/7/11 1/4/11 Policy Summary & Current Practices Staff Rec. Landscaping Draft Language 3

GROW CANOPY COVER From 19 to 30% Start thinking in terms of canopy cover city-wide Modify our landscaping regulations to canopy cover requirements by site/land use Add credits for canopy cover enhancers (more on that shortly) More weight to retention of qualifying existing trees 4

FLEXIBILITY Require canopy cover percentage (at maturity) by site/land use Separate canopy cover for rights-of-way Require canopy cover percentage (at maturity) for all on-site parking lots In-lieu fees by canopy cover percentage Credits by canopy cover percentage 11

QUALITY AND QUANTITY Require canopy cover percentage (at maturity) by site/land use Credits for evergreens List of tree species in the Urban Forest Manual addressing quality in the following terms: Diversity (type and genera) Pest susceptibility Invasiveness Climate adaptability Minimum soil volume requirement by mature tree size 12

PROTECT INTENDED CANOPY Require irrigation (3 options) Landscape Management Plans Clarify language and enforcement practices on replacement of dead or damaged trees (including pruning mistakes) Urban Forest Manual establishing standards to be referenced by code for planting and growing trees 13

CREDITS Retention of existing tree canopy X% site canopy cover = Y% for qualifying retained canopy Green Roof X sq ft of green roof = Y sq ft of tree canopy Increased soil volume for right-of-way/parking lot trees % site canopy cover per right-of-way/parking lot tree Planting evergreen (where appropriate) X% site canopy cover per evergreen tree planted Use of permeable pavement around trees X sq ft of permeable pavement = Y sq ft of tree canopy Stormwater credits (not Title 13) 14

URBAN FOREST MANUAL (UFM) Design Standards for Placement Sample Tree Protection Plan Design Standards for Clearance Landscaping standards and examples in the UFM create a user-friendly and less resource intensive design / review process 15

ORGANIZATION Standards in current Title 13 moved (adapted as necessary) to the UFM UFM adopted by reference in Title 13 Worksheets for site canopy cover Tree planting and care standards universal for all development Landscape types (perimeter strip, screening, etc.) located and described in UFM but required by zoning per Title 13 16
