Minutes of the Regular Meeting of Council held March 21, 2017 RES #113/17 Seconded by Councillor Walters That the Minutes of the Regular Meeting of Council held March 21, 2017 be adopted as circulated. A2. Adoption of Agenda with Addition of Late Item RES #114/17 Moved by Councillor Walters That Council adopt the agenda as amended with the addition of late item J1.

A/P Computer Cheque Listings RES #115/17 Seconded by Councillor Walters That the accounts payable computer cheque listings March 23 and 30, 2017 be received for information. C1b. Travel to 62nd Annual North Central Local Government Association (NCLGA) AGM & Convention - May 3 to 5, 2017 RES #116/17 That pursuant to the report of the Executive Assistant dated March 30, 2017, Council approve registration, travel and associated expenses for Mayor and Council to attend the 62nd Annual North Central Local Government Association (NCLGA) AGM and Convention being held May 3 to 5, 2017 in Terrace, BC, as per Council policy. C2a. Zoning Amendment Bylaw No Trevor & Jo-el Pitre - South Lakeside Residential (R- 8) Zone to Comprehensive Development 26 (CD-26) Zone to 117 Paxton Road RES #117/17 That pursuant to the report of the Development Services Technician dated March 17, 2017, Council give second reading to the Zoning Amendment Bylaw No. 2257; and further, Staff be directed to issue notice of the application to surrounding property owners and tenants within a 100 metre radius of the subject property and a Public Hearing be scheduled for April 25, 2017 at 7:00 PM in the Council Chambers of the City Hall.

Restrictive Covenant Proctor Street RES #118/17 That pursuant to the report of the Development Services Technician dated March 28, 2017, Council release Title Document No. CA being a restrictive covenant from the subject property, located at 907 Proctor Street, due to successful completion of the public notification process. C2c. Development Permit Application - DP # Charter Bus Lines of BC (Royal City Charter Coach Lines Ltd.) - Construction of Bus Garage Murray Drive RES #119/17 That pursuant to the report of the Development Services Technician dated March 24, 2017, Council accept the Development Permit application from Charter Bus Lines of BC on behalf of Royal City Charter Coach Lines Ltd. for the construction of a bus garage on Lot 7, District Lot 8843, Cariboo District, Plan 26239, located at 1125 Murray Drive, and accept the proposed parking variance for a partial gravel parking lot at the rear; and further, Staff be directed to issue notice of the application to surrounding property owners and tenants within a 100 metre radius of the subject property and the application, comments and recommendations be brought back to Council for further consideration at the April 25, 2017 Regular Council Meeting.

Pavement Rehabilitation Street Selection RES #120/17 Seconded by Councillor Zacharias That pursuant to the report of the Engineering Technologist dated March 30, 2017, Council direct Staff to proceed with planning for tender and paving of various City-wide streets using mill-and-fill rehabilitation in accordance with the Pavement Management Plan, subject to budget approval. C4a. McDonald's Bicycle Rodeo - May 6, 2017 RES #121/17 That pursuant to the report of the Recreation Coordinator dated March 20, 2017, Council and the community be encouraged to attend McDonald's Bicycle Rodeo on Saturday, May 6, 2017 at the Canadian Tire parking lot from 11:00 AM to 1:30 PM.

Municipal Regional District Tax (MRDT) Councillor Nelson declared a conflict of interest as a local hotel owner and left the meeting at 6:08 PM. RES #122/17 Moved by Councillor Zacharias That pursuant to Committee of Whole Council Report # , Council provide a letter of support to the Cariboo Chilcotin Coast Tourism Association as follows: On behalf of the City of Williams Lake, this letter is confirmation that the Mayor and Council having met on April 4, 2017 support the request of Cariboo Chilcotin Coast Tourism Association to be named the eligible entity and thus be the recipient of the 3% Municipal Regional District Tax (MRDT) collection in the Cariboo Chilcotin Coast accommodation areas for a five-year term. E1(b). Letter from Local Hotel Owners re Municipal Regional District Tax (MRDT) RES #123/17 Moved by Councillor Zacharias That the letter from six local hotel owners dated March 31, 2017 regarding the Municipal Regional District Tax (MRDT) be received and referred to the Cariboo Chilcotin Coast Tourism Association. Councillor Nelson returned to the Council Chambers at 6:19 PM.

6 April 04, 2017 Regular Council Meeting Minutes Page 6 F1. 1st Annual "Mayfest" Event - Saturday, May 27, 2017 RES #124/17 Moved by Councillor Walters That the letter from the Sacred Heart Catholic School PSG Council dated March 16, 2017 be received and Council and the community be encouraged to attend their first annual "Mayfest" Event, being held Saturday, May 27, 2017 in the field and parking lot of the school. F2. City of Vernon re Petition to Remove GST Being Charged on Carbon Tax RES #125/17 Moved by Councillor Zacharias That the letter from the City of Vernon dated March 30, 2017 be received and Council support their petition to stop the Federal government applying GST to the provincial carbon tax. G1. Proclamation - "Mental Health Week" RES #126/17 Moved by Councillor Walters Seconded by Councillor Zacharias That pursuant to the request of the Canadian Mental Health Association - Cariboo Chilcotin in their letter dated March 24, 2017, the week of May 1 to 7, 2017 be proclaimed "Mental Health Week" in the City of Williams Lake, pursuant to City policy.

LATE ITEM Transit SuperStar Nominations RES #127/17 That the information and nomination package from BC Transit for the 2016 Transit SuperStar Awards be received, the information be shared on the City's website and the community be encouraged to participate. K1. Council Information Package RES #128/17 That the Council Information Package for April 4, 2017 containing the following be received for information: March 24, CRD Board Highlights. L1.
