All interested bidders/contractors are hereby informed to submit their quotation in sealed envelope to Office of the Ministry or via (info@moca.gov.so) not later than 04 June 2018 at 3:00 pm. It shall remain the responsibility to ensure that your quotation will reach the address above on or before the deadline. Following is the technical specification. Please take note of the following requirements and conditions concerning to the construction works of renovation of offices. 2 Special conditions of contract Cancellation of PO/Contract if the completion is delayed by 30 days or quality of the work is unsatisfactory Conditions for release of Written acceptance of the works by the ministry and civil payment engineer consultant based on full compliance with RFQ requirements Contact person for inquiries (only written inquiries9) Mr. Mohamed Abdullahi Mohamed Director of Administration and Finance of the Ministry Telephone: or REQUIREMENTS 1.0 Language 1.1 All documentation shall be in: English 2.0 Evaluation of Bids (i) Compliance with the technical specifications provided (ii) Vendor must be able to deliver within the delivery lead time stipulated (iii) Vendor must be an authorized dealer/ distributor able to enforce warranty on the equipment Preliminary Examination: Prior to the detailed evaluation, the Ministry will determine the substantial responsiveness of each Bid to the Request for Quotation (RFQ). A substantially responsive Bid is one which conforms to all the terms and conditions of the RFQ without material deviations. 2.2 The Ministry will examine the bids to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed, and whether the bids are generally in order Arithmetical errors will be rectified on the following basis: If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the Bidder does not accept the correction of errors, its Bid will be rejected. If there is a discrepancy between words and figures the amount in words will prevail A Bid determined as not substantially responsive will be rejected by the ministry and may not subsequently be made responsive by the Bidder by correction of the nonconformity. 3.0 Evaluation of Bids: Determination of compliance with the Solicitation Documents is based on the content of the Bid itself without recourse to extrinsic evidence.

3 Evaluation Criteria 1.1 Compliance with pricing conditions set in the RFQ. 1.2 Compliance with Special and General Conditions specified by these Solicitation Documents. Following documents be submitted: Latest Company Profile 1.4 Valid Certificate of registration issued by Somali Federal Government 4.0 Award of Purchase Order 4.1 Award Criteria: The procuring entity will issue the PO and contract to the lowest and qualified vendor. The Ministry reserves the right to accept or reject any quote, to annul the solicitation process and reject all quotes at any time prior to award of contract, without thereby incurring any liability to the affected vendor(s) or any obligation to provide information on the grounds for the purchaser s action. 5. Identification of Quotation: The vendor shall ensure that the quote is on their letter head and / or their quote is stamped Anti-Terrorism clause: The Contractor agrees to undertake all reasonable efforts to ensure that none of the Ministry funds received under this Contract are used to provide support to individuals or entities associated with terrorism and that the recipients of any amounts provided by the ministry hereunder do not appear on the list maintained by the Security Council Committee established pursuant to resolution 1267 (1999).
