6 Regional Councillor Report Submitted by: Colleen Jordan, Regional Councillor Wards 3 & 4 Date: Sept.22, 2011 Regional Council Sept. 21, 2011 During the Sept.8, 2011 Health and Social Services Committee meeting a presentation was received from Ben Earle, Manager of Community Development Council Durham regarding the report, Giving Voice to Poverty in the Region of Durham. This report was a joint initiative between Mr. Earle and Dr. Shahid Alvi, a professor at the University of Ontario Institute of Technology. The report was funded by the Regional Municipality of Durham, Social Services Department, Social Investment Fund The purpose of the report was to develop a local assessment of the poverty experience in Durham that would inform local policy and service practice while also contributing to provincial and federal dialogue on poverty amelioration and eradication. From the research, a number of recommendations were made including; the need to support local health promotion activities that recognize the social determinants of health; an examination of local housing policies and development planning to provide a diversification of new housing; the need to educate the public about the realities of poverty; the importance of economic investment in the community, etc. The final recommendation was the proposal of a community driven and regionally supported Poverty Committee for Durham. This committee would be tasked with the coordination and support of local efforts to assess and reduce conditions of poverty and the development of strategic actions based on the results and recommendations of the report. It is suggested the committee be community driven and include representatives from Regional government, local civil society organizations, educational institutions and researchers, persons with lived experience and members of the community at large.

7 THE CORPORATION OF THE TOWN OF AJAX BY-LAW NUMBER A By-law to authorize the permanent closure of unopened road allowances on Church Street South and Montgomery Park Road Extension [Parts 1, 2, 3, 4 on Plan 40R-26750] WHEREAS the Municipal Act, 2001, as amended, provides that municipalities may pass by-laws for the closing of a highway; and, WHEREAS it is deemed expedient and in the interest of the Corporation of the Town of Ajax that that the road allowances known as Church Street South, south of Clements Road to Montgomery Park Road and Montgomery Park Road, east of Church Street South to its terminus, be permanently closed; and, WHEREAS, in accordance with the provisions of the Town of Ajax Public Notice Policy (By-law , Appendix B ), notice of this By-law has been published once each week for four successive weeks in the News Advertiser, a newspaper published in the Town of Ajax; NOW THEREFORE the Council of the Corporation of the Town of Ajax enacts as follows: 1. THAT the unopened road allowances known as Church Street South, south of Clements Road to Montgomery Park Road and Montgomery Park Road, east of Church Street South to its terminus, identified as Parts 1, 2, 3, 4 on Plan 40R be permanently closed; and, 2. THAT the Mayor and Clerk be hereby authorized to execute all documentation necessary to give effect to this By-law; and, 3. THAT this By-law shall come into force and take effect upon registration with the local Registry Office. Read a first and second time this Twenty-eighth day of September, Read a third time and passed this Twenty-eighth day of September, Mayor D-Clerk

8 THE CORPORATION OF THE TOWN OF AJAX BY-LAW NUMBER A By-law to authorize the conveyance of road allowances on Church Street South and Montgomery Park Road Extension [Parts 1, 2, 3, 4 on Plan 40R-26750] from the Corporation of the Town of Ajax to the Toronto and Region Conservation Authority WHEREAS on January 24, 2011, Council of the Corporation of the Town of Ajax approved a recommendation to close unopened road allowances on Church Street South and Montgomery Park Road Extension [Parts 1, 2, 3, 4 on Plan 40R-26750]; and, WHEREAS Council also approved the conveyance of these road allowances from the Corporation of the Town of Ajax to the owners of the abutting lands, Toronto and Region Conservation Authority, in order to facilitate continued protection and restoration of this Environmentally Significant Area; NOW THEREFORE the Council of the Corporation of the Town of Ajax enacts as follows: 1. THAT the Town of Ajax convey the following road allowances to the Toronto and Region Conservation Authority: i) Church Street South, south of Clements Road to Montgomery Park Road and Montgomery Park Road, east of Church Street South to its terminus, identified as Parts 1, 2, 3, 4 on Plan 40R-26750; and, 2. THAT the Mayor and Clerk be hereby authorized to execute all documentation necessary to give effect to this By-law. Read a first and second time this Twenty-eighth day of September, Read a third time and passed this Twenty-eighth day of September, Mayor D-Clerk

9 THE CORPORATION OF THE TOWN OF AJAX BY-LAW NUMBER Being a By-Law to confirm the proceedings of the Council of the Corporation of the Town of Ajax at its regular meeting of September 26, 2011 WHEREAS Section 5 (3) of the Municipal Act, 2001, as amended, provides that municipal powers shall be exercised by By-law, unless the municipality is specifically authorized to do otherwise; AND WHEREAS it is deemed expedient and desirable that the proceedings of the Council of the Corporation of the Town of Ajax at this meeting be confirmed and adopted by By-law. NOW THEREFORE, BE IT ENACTED AND IT IS HEREBY ENACTED as a By-law of the Corporation of the Town of Ajax by the Council thereof as follows: 1. That the actions of the Council at its regular meeting held on the 26 th day of September, 2011 and in respect of each motion, resolution and other action passed and taken by the Council at its said meeting, is, except where the prior approval of the Ontario Municipal Board or other body is required, hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this By-law. 2. That the Head of the Council and proper officers of the Corporation of the Town of Ajax are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain appropriate approvals where required, except where otherwise provided, and to affix the Corporate Seal of the Corporation of the Town of Ajax to all such documents. 11 Town of Ajax Council September 26, Delegation and Petitions/Public Hearings 4.1 Ontario Public Library Week October 16 to October 22, 2011 Ms. D. Bright, Chief Librarian & Executive Officer, noted the theme for 2011 Ontario Public Library Week to be Your library, a place unbound. She indicated that the Ajax Public Library currently provides for a variety of services with which to serve residents including access to e-books, various research databases and a language learning line. She thanked those who have supported the library and invited everyone to participate in the various upcoming events. The Mayor officially proclaimed October 16 to October 22, 2011 as Ontario Public Library week in the Town of Ajax. 4.2 Ajax Public Library Summer 2011 Writing Contest Winners Ms. S. Dodge, Ajax Library Information Services Coordinator, provided details with respect to the 2011 Summer Writing Contest. Ms. Dodge, Councillor Crawford and Mayor Parish presented a certificate and prize to the following contest winners. Splash!" Fiction & Poetry Contest Fiction: Gurpreet Bhelay Poetry: Jenn McVesh 4.3 Customer Service Week October 3 to October 7, 2011 Ms. L. Soulliere, Customer Service Coordinator, presented details in association with Customer Service Week which would be held from October 3 to October 7, She noted that it was an internationally recognized event designed to recognize the importance of customers and honor those who provide exceptional service to them. She advised that various activities would be held in conjunction with the weeklong event. Mayor Parish officially proclaimed October 3 to October 7, 2011 as Customer Service Week in the Town of Ajax. 5. Correspondence The following items of correspondence were attached for Council s information: i) Town of Ajax: Proclamations issued by the Mayor s Office ii) Ministry of Citizenship and Immigration: June Callwood Outstanding Achievement Award for Voluntarism in Ontario C.
