2 Request for Proposal The St. Clair County Regional Education Service Agency Board of Education will accept bids for mobile device cases. This bid can be viewed at: Purpose/Objective St. Clair County RESA has issued this Request for Bids to obtain competitive bids from qualified bidders in a public forum for the purchase of carrying cases for certain portable computer devices. Bidders may submit questions regarding this RFP in writing to: Computer Case Bid Dennis Buckmaster St. Clair County Regional Education Service Agency (RESA) 499 Range Road, PO Box proposal@sccresa.org All questions regarding this request should be directed in writing to the above address prior to 4:00 p.m., July 2, After this date, the questions and answers will be posted on the St. Clair County RESA website. No questions will be accepted after this date. All bidders are responsible for ensuring that their response conforms to any of RESA s answers to those questions posted. Questions and answers as posted on the website will be considered part of the bid documents, and bidders submitting bids agree to comply with new information that may be provided. 3 General Information All bids must be submitted and received in a sealed envelope by St. Clair County RESA by 3:00 p.m., on July 6, 2018 at which time there will be a public bid opening. No bid will be accepted after 3:00 p.m. on July 6, Please label your sealed envelope as follows: Computer Case Bid Dennis Buckmaster St. Clair County Regional Education Service Agency (RESA) 499 Range Road, PO Box 1500 Required Documents Bidders are required to include in their bid the following documents: Itemized list and pricing of each item bid Familial Affidavit of Bidder (copy attached) Iran Economic Sanctions Act (copy attached) Failure to complete these documents shall result in disqualification of a service award. The forms are included and may be found on the St. Clair County RESA website: Awarding of Business The St. Clair County RESA reserves the right to accept or reject any and all bids, in whole or part, to waive any irregularities in the bidding process and to negotiate contract terms in its sole discretion and in its best interest. The decisions of the St. Clair County RESA are final and vendors have no right to appeal any such decisions. Vendors must include line item pricing and may include additional options to the extent possible in order to better facilitate the needs of SCCRESA while being conscious of budget under this proposal. Although price may be a significant factor in the selection of the successful vendor, it is only one of many factors that will be considered. SCCRESA staff will evaluate all bids based on multiple factors including but not limited to price and projected delivery dates. St. Clair County RESA Page 3

Specifications Due to a very tight timeline on this project, SCCRESA has already done significant research ahead of this bid. The listed cases are cases that have been preselected to meet specific needs. While vendors are welcome to offer alternate bids, the base bid is specific to the cases listed and preference will be given to bids meeting this requirement. SCCRESA is anticipating an initial purchase in excess of 4000 cases but may choose to include more than one of the following cases in their purchase based on specific needs. SCCRESA may also choose to order additional cases in follow up order and desires a set price good for at least 180 days. Line item pricing is required as well as indications of any tiered price drops that may apply to certain quantities. Any accessories or options that are available should be priced separately as an add on option. In the event that alternate bids are offered any information and samples, need to be included with the bid so SCCRESA can determine quickly if the alternate bid is a better match for our needs. The cost to prepare the bid and any costs not expressly included in the bid are the responsibility of the bidder.
