APPROVAL OF THE AGENDA MOVED BY: COUNCILLOR MARTIN SECONDED: COUNCILLOR NAULT That the agenda be approved as amended: One Item to be added under 8. In-Camera and that under the authority of Section 90 (1) of the Community Charter, the public be excluded from the in-camera (closed) meeting to allow Council to hold discussions related to (j) information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act.

MAYOR'S MESSAGE Discussion Item: No Documentation Mayor Hamilton informed everyone that she and Councillor Day had just attended the Association of Vancouver Island Coastal Communities Convention held in Nanaimo, and advised that they will be bringing forward a report to an upcoming meeting of Council. Mayor Hamilton noted that, sadly, on April 5 th, West Shore RCMP Detachment RCMP Constable Sarah Beckett was killed in a car crash while on duty. On behalf of the City of Colwood, Council and staff, Mayor Hamilton offered heartfelt condolences to her family, friends and colleagues. Mayor Hamilton informed everyone that a regimental service will be held April 12 th, at the Q Centre, and that it is anticipated several thousand uniformed personnel will take part in a march along Sooke Road to the Q Centre in her honor. She noted that although the service does not start until 2:00 p.m., Sooke Road will be closed between the casino and Wale Road to all vehicular traffic starting at 11:30 a.m. Mayor Hamilton thanked all of those who have gone above and beyond in planning and providing equipment, labour and other services for the funeral service including: RCMP and Municipal Police Forces Office of Protocol Island Tent and Events Pacific Audio and Visual Costco Dodd s Furniture BC transit BC Ferries Coast Environmental Juan de Fuca Seniors Thrifty Foods Quality Foods Pepsi Bottling Group Sysco Fairway Market Colwood Wilson s Transportation WSP and Recreation Department of National Defence Numerous Local Businesses on Island Highway affected by the road closure City of Langford Staff City of Colwood Staff, including Public Works and the Fire Department

Adopt: That the following minutes be adopted as presented: Regular Meeting of Council - March 29, Special Meeting of Council - April 6th, Public Hearing Minutes - March 22, Bylaw No (Land Use - Miscellaneous Amendments) 4.2. Receive: MOVED BY: COUNCILLOR MARTIN SECONDED: COUNCILLOR TRACE That the following minutes be received: Cycling Advisory Committee - March 7, Transportation and Public Infrastructure Committee - March 7, Report of Public Hearing - Bylaw No March 22, PRESENTATION Ms. Christina McLean and Ms. Jenny Byford Canadian Cancer Society, BC and Yukon Division Re: Radon Testing Vancouver Island [Duration is 10 minutes, including question and answer period] [Following the presentation, Council is asked to consider the Society's request for support in communicating the radon testing project through channels most appropriate for our community. Recommendation for consideration: That the City of Colwood provide support to the Canadian Cancer Society's 2016 Vancouver Island "Radon Testing Project and Awareness Campaign" by using various communication tools available to Staff to inform Colwood residents of the project.] Ms. Christina McLean and Ms. Jenny Byford of the Canadian Cancer Society, BC and Yukon Division, provided a presentation on Radon Testing Vancouver Island. They explained that it is a community based research project to determine radon levels within homes. Radon is a radioactive gas that occurs naturally when the uranium in the soil and rock breaks down. Radon is invisible, odourless and tasteless and can enter a home through bedrock, well water, cracks in the foundation, windows, fittings, and so on.

4 Minutes of Regular Council Meeting - Monday, April 11, 2016 Page # 4 Ms. McLean and Ms. Byford provided an overview of the project and the testing. They currently have funding to test 140 homes within Colwood and they anticipate having the results available by June The request of the residents that are selected for the testing is to leave the equipment undistributed within their home for three months and to fill out a survey. It was noted that if levels of radon are high, the cost is usually no more than $3,500 to rectify the deficiencies. MOVED BY: COUNCILLOR DAY That the City of Colwood provide support to the Canadian Cancer Society's 2016 Vancouver Island "Radon Testing Project and Awareness Campaign" by using various communication tools available to Staff to inform Colwood residents of the project Presentation - Mr. Graeme Bethell, President, Pivotal IRM Inc. Re: Request for "Expression of Support" for Advanced Gasification Demonstration Project and Funding Application [Referred from Special Meeting of Council held April 6, Duration is 10 minutes, including question and answer period] [Council is asked to consider the request to provide a letter of support for the Pivotal IRM Inc. advanced gasifier demonstration project "pilot plant" as part of their federal funding application, which would be the first phase of a commercial demonstration plant. The location of the pilot plant is to be determined, though the Saanich Peninsula and a site in Langford are preferred. Colwood is not committing to this as a technology, nor committing to providing funds or permits. Council's support would be solely in the form of an expression of support for the funding application. Recommendation for consideration if supportive of the request: That the City of Colwood support the Pivotal IRM Inc. federal funding application for an advanced gasifier demonstration project "pilot plant" with the caveat that any plant contemplated for construction in a location that affects the City of Colwood or its air shed, including locations outside Colwood's boundaries, must include meaningful consultation with the City of Colwood and must meet, at minimum, the air quality standards established by the Ministry of Environment.] Mr. Graeme Bethell, President of Pivotal IRM Inc., provided a brief presentation on his request for an "Expression of Support" for Advanced Gasification Demonstration Project and Funding Application. Mr. Bethell provided an overview on the innovation of advanced gasification that uses steam to turn a wide range of wastes and biomass into heating, cooling and electricity etc. It was noted that the emissions are similar to a natural gas boiler. An overview was provided on existing plants that are small, quiet and easily movable, and the implementation steps, feasibility study, physical testing, and management and strategic partners.

5 Minutes of Regular Council Meeting - Monday, April 11, 2016 Page # 5 Mr. Bethell explained they are seeking a letter of support for the grant application for their project, though he cannot say where the plant would be located at this time. It was questioned what regulations are required in British Columbia. Mr. Bethell explained that it is similar to the Dockside Green project and noted that there are approximately 15% c02 emissions. Concerns were raised over air quality and the need for a mechanism for Colwood residents to have input on the air quality. It was noted that air quality falls under the Ministry of Environment and the Vancouver Island Health Authority, which have a plan for air quality working collaboratively. The Chief Administrative Officer explained the motion is not intended to create bylaws to set emissions standards; it is to provide a venue for other municipalities to have input into gasification plants that are not located in the jurisdiction the facility is located within. MOVED BY: COUNCILLOR MARTIN SECONDED: COUNCILLOR TRACE That the City of Colwood provide a letter of support to Pivotal IRM Inc., in their application for federal funding for an advanced gasifier demonstration project "pilot plant" with the caveat that any plant contemplated for construction in a location that affects the City of Colwood or its air shed, including locations outside Colwood's boundaries, must include meaningful consultation with the City of Colwood and must meet, at minimum, the air quality standards established by the Ministry of Environment.]; and Council endorse all Capital Regional District host communities supporting a joint emissions standards committee regarding gasification plants within the Capital Regional District. 5. CORRESPONDENCE REQUIRING COUNCIL DIRECTION No documentation provided for consideration 6. NEW BUSINESS 6.1. TRANSPORTATION AND PUBLIC INFRASTRUCTURE COMMITTEE Recommendation: Accelerating the Electrification of the Transportation Sector [Referred from the Transportation and Public Infrastructure Committee Meeting held April 4, 2016] MAY Councillor Jason Nault, Chair of the Transportation and Public Infrastructure Committee, provided an overview of the Committee's April 4, 2016 discussion regarding accelerating the

He explained that the City received an open letter from a group of electric vehicle advocates with recommendations to support electric vehicle use in order to reduce community and corporate greenhouse emissions. The City of Colwood has already implemented many of the recommendations with the exception of an amendment to the zoning bylaw to include that chargers be installed within new developments. The Committee recommended the change to the Land Use Bylaw be referred to the Planning and Land Use Committee. MOVED BY: COUNCILLOR NAULT That the City of Colwood send forward a petition to the Province of British Columbia to grant authority under the Local Government act to expressly enable municipalities to use their local zoning bylaw to require Zero Emission Vehicle infrastructure in new construction by making wording changes in Division 13, Section 525, Subsection 1 (a) and (b) as shown below underlined and in italics: 1. A local government may, by bylaw, do the following: a. require owners or occupiers of any land, or of any building or other structure, to provide off-street parking and loading spaces, including spaces specifically for use by disabled persons, and zero emission vehicles for i. the building or other structure, or ii. the use of the land, building or other structure; b. establish design standards for spaces required under paragraph (a), including standards respecting the size, surface, lighting, numbering of the spaces, and infrastructure requirements for parking and charging zero emission vehicles; and 2. The current instructions to staff to require plug-in electric vehicles be considered for every vehicle purchase and use the most cost effective option considering the lifetime costs of the vehicle from purchase to disposal by the City; and 3. That the issue of electric vehicle chargers being installed in new developments be referred to the Planning and Land Use Committee to consider changes to the Land Use Bylaw to accommodate this proposal.

7 Minutes of Regular Council Meeting - Monday, April 11, 2016 Page # Recommendation - Sign Requirements under the Traffic and Highways Bylaw No [Referred from the Transportation and Public Infrastructure Committee Meeting held April 4, 2016] STR Councillor Jason Nault, Chair of the Transportation and Public Infrastructure Committee, provided an overview of the Committee's April 4, 2016 discussion regarding sign requirements under the Traffic and Highways Bylaw No MOVED BY: COUNCILLOR NAULT SECONDED: COUNCILLOR DAY That Bylaw No. 1134, cited as Traffic and Highways Bylaw No. 1134, 2010, be amended as follows: 1. Phase out permitting any developers' signs on public property; and 2. In the case of the expiry time of permits to install signs in a public right of way: i. Change the time allowed in the bylaw before a sign permit must be renewed through Council to one year; and 3. In the case of the amount of fees to be charged for having a sign in a public right of way: i. Increase the fees by 15% on adoption of the bylaw and stipulate a 15% per year increase in fees each year until 2020 and at the rate wage inflation thereafter. NOT VOTED ON DUE TO AMENDING MOTION. Council discussed phasing out developer s signs on public property and how it would be not beneficial to economic development as it is way-finding to new developments. Other options were discussed such as advertising on bus shelters, benches and private property. It was noted that the proposed fee increase do not come close to current market rates, and that the current fees are $19.83 per month for a 2x6 sign whereas commercial advertising companies charge $ per month. MOVED BY: COUNCILLOR DAY SECONDED: COUNCILLOR LOGAN That the motion be amended by removing the following from the main motion: 1. Phase out permitting any developers' signs on public property; and OPPOSED: COUNCILLOR NAULT The City Engineer, Michael Baxter, explained that the rationale for the 15% increase to the

8 Minutes of Regular Council Meeting - Monday, April 11, 2016 Page # 8 fees was that it will eventually be increased to market rate without imposing a sudden change in fees to the developers. MOVED BY: COUNCILLOR NAULT SECONDED: COUNCILLOR DAY That item 3. of the main motion be changed as follows: 3. In the case of the amount of fees to be charged for having a sign in a public right of way, the fees be increased to $109 per month for a 2x6 sign and $218 per month for a 4x6 sign. DEFEATED.
