2 Page 2 of 5 Delegations/Presentations Library Services Delivery Review Seconded by Councillor Wise That the presentation by Glenn Loo, Managing Principal of St. Clements Group Inc. regarding the final report of the Library Services Delivery Review be noted and received. CC Matters for Consideration Library Services Seconded by Councillor Isbester That the October 3, staff report re: Library Services Delivery Review (Director, Community & Development Services, Manager, Library Services) be noted and received; That County Council receive the Library Services Review report entitled The County of Lennox and Addington Libraries The Centre of Learning, Engagement and Vitality and adopt the recommendations in principle; That staff prepare a series of reports relative to implementation for County Council s consideration. CC Ambulance Service Enhancements Seconded by Councillor Schermerhorn That the October 4, staff report re: Ambulance Bases Project (Chief Emergency Services) be deferred; That Council initiate steps leading to the closure of ambulance service currently located at Denbigh; That the implications of the closure of the County Ambulance Service be reviewed prior to proceeding with further ambulance service enhancements in the County. 4 Page 4 of 5 Ontario Community Infrastructure Fund Moved by Councillor Smith That the October 4, staff report re: OCIF Infrastructure Funding Program (Director, Financial & Physical Services, Manager, Roads and Bridges) be noted and received; That the County submit an application under the OCIF Top-Up Component for the reconstruction of County Road 27 from 1.0km north of McGill Road to 0.4km south of County Road 14. CC Hot Mix Paving Program Seconded by Councillor Yanch That the October 4, staff report re: 2017 Hot Mix Paving Program Engineering Assignment (Manager, Roads and Bridges) be noted and received; That the firm of G.D. Jewell Engineering Inc. be engaged to provide design and contract administration services for the County's 2017 Hot Mix Paving Program at the same rates for these services as included in the County's 2016 Hot Mix Paving Program. CC Maintenance Agreement Moved by Councillor Bresee Seconded by Councillor Wise That the October 4, staff report re: Agreement for the Construction and Maintenance of County Roads & Bridges (Director, Financial & Physical Services, Manager, Roads and Bridges) be noted and received; That approval be granted for the Warden and CAO/Clerk to enter into an Agreement for the Construction and Maintenance of County Roads and Bridges based on the attached draft agreement, subject to approval of the draft agreement by each of the local municipalities. CC Recruitment Process - Chief Administrative Officer/Clerk That the October 3, staff report re: CAO Recruitment Plan (Chief Administrative Officer/Clerk) be noted and received; CC

5 Page 5 of 5 That Bill Bishop HR Consulting Services be engaged to assist Council with the process to recruit a CAO as per the plan outlined in Mr. Bishop s correspondence of September 30, By-Laws Ontario Community Infrastructure Fund A By-law to Authorize the Execution of an Ontario Community Infrastructure Fund Formula-Based Component Agreement Between the County of Lennox and Addington and Her Majesty the Queen in Right of Ontario as represented by The Minister of Agriculture, Food and Rural Affairs was introduced. On motion, the by-law was given three readings, numbered 3354/16, signed by the Warden and Chief Administrative Officer/Clerk, sealed and finally passed. Confirmation of Proceedings A By-law to Confirm the Proceedings of the Council of the Corporation of the County of Lennox and Addington at its Meeting held on Wednesday, October 12, 2016 was introduced. On motion, the by-law was given three readings, numbered 3355/16, signed by the Warden and Chief Administrative Officer/Clerk, sealed and finally passed.
