1 Council Chambers Special Session Tuesday, May 29, 2018 EXECUTIVE SESSION Upon a motion by Councilmember Black, which was duly seconded and unanimously approved, the Council went into Executive Session to discuss four matters not on the regular agenda including discussing negotiations incident to proposed contractual arrangements for a Parks Recreation and Tourism related service, discussing negotiations incident to proposed contractual arrangements regarding property near the Textile Corridor area, receiving legal advice concerning a Business License related ordinance, and receiving legal advice concerning annexation related issues. SPECIAL SESSION - 6:00 P.M. Council met in special session with Mayor Gettys, Mayor Pro Tem Pender and Councilmembers Black, Jackson, Oborokumo, and Reno. Councilmember Sutton was not in attendance. Also present were City Manager David Vehaun, Deputy City Manager Jimmy Bagley, Deputy City Manager Steven Gibson, and City Attorney Paul Dillingham. Municipal Clerk Anne P. Harty was not in attendance and Teresa Starnes served as Municipal Clerk. Matthew Kreh from WRHI was also in attendance. RECOGNIZED YOUTH SERVICE LEAGUE Mayor Gettys and the City Council recognized participants of the Youth Service League. The Youth Service League is designed for middle-school aged young people who volunteer to work for the City of Rock Hill, Rock Hill School District and various community agencies. The Youth Service League provides young people with training and positive direction during a critical time in their development. The goal of the Youth Service League is twofold - to teach Rock Hill s youth about the benefits of volunteerism and leadership through actual experience and to utilize the talents of our youth for the betterment of the community. Each student was required to donate at least 35 hours to complete the program and many volunteers donated more than the required 35 hours. In 2017, the Youth Service League students donated approximately 2,700 hours to the community over an 8-week period. Patti Panetti, Youth Program Coordinator, presented the item to the City Council. APPROVED MINUTES OF REGULAR SESSION OF MAY 14, 2018 unanimously approved, approved the minutes of Regular Session of May 14, 2018.

2 ORDINANCE TO AMEND CHAPTER 30, VEHICLES FOR HIRE AND APPENDIX A, FEE SCHEDULE OF THE CODE OF THE CITY OF ROCK HILL CONCERNING WRECKER SERVICES First Reading An ordinance entitled AN ORDINANCE TO AMEND CHAPTER 30, VEHICLES FOR HIRE AND APPENDIX A, FEE SCHEDULE OF THE CODE OF THE CITY OF ROCK HILL CONCERNING WRECKER SERVICES was given first reading upon a motion by Councilmember Pender, which was duly seconded and unanimously approved. The Rock Hill Police Department uses a rotation schedule for wreckers called out to Police investigation sites or to accident sites when there is no specific wrecker requested by the party involved in the accident. In 2009, the City Council set the maximum rate for a standard tow at $110 and that maximum rate has remained unchanged. To reflect current wrecker company costs, staff recommended increasing the maximum to $150, representing a 3.5% increase per year since Chris Watts, Police Chief, presented the item to the City Council. Brian Hall, Carolina Collision, addressed the City Council regarding this item. APPROVED PLANNING COMMISSION RECOMMENDATION REGARDING PETITION M BY FAIRLAWN VILLAS TO REZONE APPROXIMATELY 7.46 ACRES AT FAIRLAWN COURT AT HERLONG AVENUE AND ADJACENT RIGHT-OF-WAY FROM RESIDENTIAL CONSERVATION DISTRICT I (RC-I) IN YORK COUNTY TO MULTI-FAMILY RESIDENTIAL (MFR). THE SUBJECT PROPERTY IS PROPOSED TO BE ANNEXED INTO THE CITY OF ROCK HILL. TAX PARCELS & TO -060 Upon a motion by Councilmember Oborokumo, which was duly seconded and unanimously approved, approved Planning Commission recommendation regarding Petition M by Fairlawn Villas to rezone approximately 7.46 acres at Fairlawn Court at Herlong Avenue and adjacent right-of-way from Residential Conservation District I (RC-I) in York County to Multi-Family Residential (MFR). The subject property is proposed to be annexed into the City of Rock Hill. Tax parcels & to Staff has been in discussions with residents of Fairlawn Villas for several months in anticipation of the annexation of the adjoining properties along Herlong Avenue. Now that both of those parcels have been annexed, Fairlawn Villas has signed an annexation petition. The use of the property (multi-family) is permitted in the proposed MFR zoning district. Annexation of properties to fill in gaps in the City Limits promotes greater efficiency in City services and reduces jurisdictional issues. The Planning Commission recommended approval of the proposed MFR zoning at their May meeting by a vote of 5-0 (Graham absent, one vacancy).

3 APPROVED A PETITION FOR ANNEXATION TO THE CITY OF ROCK HILL OF HERLONG AVE/FAIRLAWN CT AREA LYING ADJACENT TO THE CITY LIMITS OF THE CITY OF ROCK HILL, S.C. AS SHOWN ON MAP DATED MARCH 19, 2018 unanimously approved, approved a petition for annexation to the City of Rock Hill of Herlong Ave/Fairlawn Ct area lying adjacent to the city limits of the City of Rock Hill, S.C. as shown on map dated March 19, This is the annexation petition for Fairlawn Villas. ORDINANCE TO AMEND CHAPTER 7, ANNEXATIONS, OF THE CODE OF THE CITY OF ROCK HILL, SO AS TO PROVIDE FOR THE ANNEXATION, ZONING AND WARD DESIGNATION OF HERLONG AVE/FAIRLAWN CT AREA LYING ADJACENT TO THE CITY LIMITS OF THE CITY OF ROCK HILL, S.C. This ordinance will enact the MFR zoning for Fairlawn Villas as recommended by the Planning Commission.

4 APPROVED A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROCK HILL FOR THE CLOSING OF A PORTION OF EDEN TERRACE EXTENSION TO VEHICULAR AND PEDESTRIAN TRAFFIC Upon a motion by Councilmember Pender, which was duly seconded and unanimously approved, approved a Resolution of the City Council of the City of Rock Hill for the closing of a portion of Eden Terrace Extension to vehicular and pedestrian traffic. The original approval and subsequent amendments of the Riverwalk PD Master Plan included the anticipated re-routing of the southern end of Eden Terrace Extension as it traversed the Riverwalk property. Residents of the Eden Terrace Extension area have access through the Riverwalk public road system to the signalized intersection at Riverwalk Parkway and Cel-River Road. The developer is now ready to plat the property. This action approved the final closing of the old right-of-way, which will revert to the Greens of Rock Hill, the owner of both sides of the former road in this area. Bill Meyer, Planning and Development Director, presented the item to the City Council. APPROVED UPDATE OF STRATEGIC PLANNING FOCUS AREAS, GOALS, OBJECTIVES AND PERFORMANCE MEASURES FOR THE NEXT THREE YEAR PERIOD unanimously approved, approved an update of strategic planning focus areas, goals, objectives and performance measures for the next three year period. The City has utilized strategic planning as the primary method to align resources with predetermined initiatives since Updated every three years, the FY19-FY21 strategic plan is the City s 6th consecutive plan. Feedback for this plan was obtained from the January City Council Strategic Planning Retreat, citizen feedback from the national citizen survey and focus groups, surveying of local businesses, and surveying of employees. As a result, staff recommended the new focus areas of Serving, Engaging, and Growing for the fiscal year 2019 through 2021 Strategic Planning period. The strategic plan is an active document and serves as a reminder to employees and the community that the bar is set high for quality, knowledge, and timeliness. City Council reviewed the goals, objectives, and performance measures associated with the focus areas during the first budget workshop. Staff recommended approval of the 2019 through 2021 Strategic Plan. Lisa Brown, Strategy and Performance Manager, presented the item to the City Council. ANNOUNCED SMARTSWITCH WINNER This month s SmartSwitch winner, chosen at random by computer, is Susan Tucker. This customer will receive a $100 credit on their next utility bill. CITY COUNCIL COMMITTEE REPORTS There were no City Council committee reports.
