1 The NaUKMA and FSU Jena Master s program in German and European Studies Call for Applications: DAAD-Study trip to Germany 2017 Energy Policy as Security Policy in Times of Crisis!? Developments in Germany and the European Union 18 November - 26 November 2017, Berlin/Jena/Erfurt Deadline: 15th October 2017, details below. With the kind assistance of the German Academic Exchange Service (DAAD) and the Foreign Office of Germany, the Joint-German Master-program "German and European Studies" at the Kyiv-Mohyla-Academy offers twelve fully funded travel-bursaries for - Ukrainian students enrolled in Bachelor programs in the third or fourth year - with high English language skills (knowledge of German is an advantage) - and an interest in entering the Jena-Mohyla double Master-program in German and European studies, after finishing their B.A. For more information about the program, see or facebook.com/dsg.naukma/ or about the study trips from last year:

2 Topic Since the oil crisis in 1973/74, energy security has become a key component of political action and political objectives. Energy security issues include various perspectives in the discussion. While on the one hand energy supply and dependency are the main issues, a further strand focuses on the relationship between energy supply and environmental protection as well as the finite nature of energy resources and questions on a sustainable use. Both perspectives, however, cannot be viewed independently. Moreover, they are of grand actuality and more important than ever. Especially within the last 20 years, it became clear that energy security within Europe and the European Union is an important issue. Thus, questions of energy security are also in the focus of the German foreign and security policy and bring about various challenges. The European Union imports roughly a third of its fossil fuels from Russia. Above all, the escalation between Ukraine and Russia in winter of 2006 has shown that the energy supply of the member states of the European Union is influenced by a multitude of factors. This is only an example of how energy supply is increasingly linked to security policy issues. However, energy security is not an easy discussed issue within the European Union. The design and implementation of a common energy policy has been proved to be very difficult. Differences in the energy mix and the energy policy preferences of the individual member states hinder an agreement on priorities and concrete measures. Meanwhile, the realization of a common energy market and an EU external energy policy posed a huge challenge. The aim of the study trip is to examine the relationship between energy (and energy supply) and security. Especially with regard to current debates on climate change, the construction of a new pipeline in the Baltic Sea (North Stream 2) and sanctions by the US against Russia, questions on European and German energy policy are on the hand. In this

3 way, the study trip is dedicated to question European and German energy policy. Thus, the debatable topics include EU-Russia relations and European energy security, member state perspectives on energy security, German-Russian relations and energy security and the European Energy Union. In addition, questions on the structure of energy supply in Germany, the conflicting field of energy supply and environmental as well as climate protection, alternative energy resources and the German energy transition should be raised. In order to complete the picture, the study trip aims at linking the above-mentioned topics to the developments in and chances for Ukraine regarding energy and security issues. Requirements during the trip: Each of the dedicated Ukrainian Bachelor students has to prepare a short presentation (20-25 minutes) about a particular issue corresponding with the topic of the study trip or a comprehensive summary of the meetings. Further information will be provided in advance. Furthermore, every student is expected to write a final report about the findings, results and personal impressions of the trip.

4 Funded parts of the study trip: Accommodation and meals in modest youth hostels (dormitory with shared rooms and facilities) in Berlin, Jena and Erfurt Full transportation costs for travelling from Kyiv to Berlin and from Berlin to Kyiv (airplane or train) Train trips from Berlin to Jena, Erfurt and from Jena All meals in Germany Possible visa costs Not funded: Travel insurance Personal expenses in Germany If you are a German-speaking (at any level) student in the third or fourth year enrolled in Bachelor programs and would like to join the group, please send your brief and precise application. You are also encouraged to apply, when you only have good English knowledge. The knowledge of German is no precondition for the application! Please send the following documents: 1. Application form (Application form - Energy Security 2017), 2. CV (English or German) (Europass recommended) and 3. a short motivation letter (1-2 pages) (answering the question why you are interested in this topic) until 15 th October 2017, to Thea-Marie Schatz <thea-marie.schatz(at)uni-jena.de>. Please merge all these documents into one PDF file using your name as the file's title. The 's subject line should say "Study trip to Germany YOUR NAME". The application deadline is 15 th October 2017.

5 No applications will be accepted after this date. Please indicate your visa (Do you already have an biometric passport?) and financial situation in your application. Warning! Please be aware, that it is the participants' own responsibility to make all arrangements with the university instructors to avoid any problems that can eventually arise because of the participants' absence from studies in Ukraine. Organizers of the program can provide proof of participation letters, but will not engage in making individual arrangements. Please, bear in mind that the selected participants are obliged to participate in all academic activities both in Kyiv and in Jena.
