4 Item 7a(i) CITY MANAGER SUMMARY: The City Manager is an appointed position that shall be appointed or dismissed by a Majority of the City Council, and who serves at the pleasure of the City Council. The City Manager is the Chief Administrative Officer for the City. They shall direct all Department Heads and oversee the daily operations of the City. The compensation to be paid the City Manager for services rendered by said manager, shall be set by the City Council in the contract between the City Manager and the City. RESPONSIBILITIES/TASKS: Attends all meetings of the City Council Draw and sign vouchers upon the depositories, which voucher will be countersigned by the City Clerk; and keep a true and accurate account of the same, in accordance with the City Code. Shall prepare and submit to the Council once each month a statement of all finances, receipts, and disbursements, unless otherwise directed by Council. Shall provide administrative services as required by the Council. See that all laws, provisions of this Charter, and acts of the Council, subject to his/her direction and supervision are faithfully executed. Coordinate with the City Clerk and Department Heads and submit the annual budget, budget message and capital programs to the Council in the form prescribed by general law. Submit to the Council and make available to the public a complete report on the finances and administrative activities of the City at the end of each fiscal year. Keep the Council fully advised as to the financial condition and future needs of the City and make recommendations to the Council concerning the affairs of the City. Perform such other duties as are specified in the City Charter, or adopted by Ordinance or Resolution, or which may be required by the Council. Maintains community respect through good public relations and by keeping residents informed of City progress and policies. Discusses problems and complaints concerning City operations with the taxpayers or refers to the appropriate official for action. Directs media relations activities. These responsibilities/tasks are not to be construed as a complete statement of all duties performed. Employees are required to perform other job related duties as required. QUALIFICATIONS: Experience working with laws and administrative policies governing municipal activities and of operations of municipal government Proven ability to delegate authority and responsibilities to subordinate department heads/staff and to maintain an effect organization. Demonstrates ability to express oneself clearly and in writing and orally, and to appear before groups of taxpayers and the Council to present date and programs which enhance the continued efficient operation of the City. Ability to think and act strategically Superior Communication Skills Ability to work collaboratively, engage and inspire others, and develop a rapport with many diverse people and groups, including citizens, staff, Council members, and other elected officials. Ability to work flexible hours, including evenings and weekends. Must be able to travel as needed. Must possess computer skills to include Microsoft Word, Excel, Outlook and other aspects of Office 365.

5 EDUCATION (OR EQUIVALENT EXPERIENCE): Bachelor s Degree in Public Administration, Business Administration, or a related field. 5 years experience as a Manager/assistant Manager in a City or County Government, or an equivalent combination of education and experience in managing a full- service organization. Advanced degree in applicable field preferred. CLASSIFICATION: FLSA Exempt Salary (negotiable).

6 Item 7a(ii) City Manager, City of Crestview, Florida (population 25,001) Posting Date: October 9, 2018 Deadline: November 26, 2018 Salary Range: Negotiable The City of Crestview, Florida, (population approx. 25,001) is a diverse community located within Okaloosa County in Northwest Florida and serves as the County seat. The City limits, encompasses approximately 17 square miles. Crestview is located at the junction of three major highways which resulted in its acclaimed designation as the Hub City of Northwest Florida. This allows its residents to travel less than 30 minutes to the sugary white beaches of the Emerald Coast and has easy access to prime hunting and fishing in the region s state and national forests. The military has a significant presence in our community with Duke Field, Eglin Air Force Base, and Hurlburt Special Operations, employing military and civilian personnel. These installations are essential to the continued long-term economic vitality of this area. Most recently the 7 th Special Forces Unit and Joint Strike Fighter Personnel have joined our area. The City of Crestview is governed by a 5-member City Council plus Mayor, currently operating under the Mayor/Council form of government with approximately 235 full time employees. The council and mayor are elected by the city at-large and in precincts and serve staggered 4-year terms. The electorate of the City recently approved a referendum to amend the City Charter to move to a Council/Manager form of government. The city provides a wide range of governmental services and utilities, including fire and police services, parks and recreation, sanitation, water, sewer, planning, building, zoning, code enforcement and community development. The City Manager in keeping with Council direction is responsible for the overall direction of the City. This position requires the exercise of independent judgment in the performance of the duties of the office Work is performed with discretion and latitude in the conduct of city operations. BASIC REQUIREMENTS Education: Bachelor s degree in Public Administration or related field or a Bachelor s degree with ICMA-CM certification. Experience: Five (5) years experience in local government administration or an equivalent combination of education and experience in managing a full- service organization.
