Pages 5.1 Regular Council Meeting Minutes for the July 17, Public Presentations That the minutes of the Regular Council Meeting held July 17, 2017 be adopted as circulated. 6.1 Presentation and Report - Economic Development Officer Nelson Silveira Unfinished Business RE: Community Improvement Plan in Essex and Harrow. That the report presented by Nelson Silveira, the Economic Development Officer, providing Council with an overview and results of the Community Improvement Revitalization Grant Program for Essex and Harrow, be received. 8. 2 RE: June 2017 Building Report That Report Building , dated July 17, 2017 providing Council with a summary of building activity in the Town of Essex for the month ending June 30, 2017 be received. 8.2 Fire Department Report RE: Auxilium Group Software Purchase Agreement By-Law 1632 Being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Essex and Ontario Limited (Operating as Auxilium Group) That Report Fire , dated July 20, 2017 prepared and submitted by Rick Arnel, Fire Chief, entitled "Auxilium Group Software Purchase Agreement" recommending that Council approve the purchasing of the Datalynk software system and enter into a service agreement with the provider of the system at a cost of five hundred dollars per month, plus harmonized sales tax and it be funded through Capital project "Fire Master Plan" FD ; And that By-Law 1632 being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Essex and Ontario Limited (Operating as Auxilium Group) be read a first and second time and provisionally adopted on August 8, Planning Report RE: Proposed Essex Centre Community Improvement Project Area Expansion. By-Law 1629 Being a by-law to enlarge the Community Improvement Project Area of the Essex Centre Community Improvement Plan. That Report Planning dated August 8, 2017 prepared by Jeff Watson Policy Planner and submitted by Chris Nepszy, Director of Infrastructure and Development entitled "Proposed Essex Centre Community Improvement Project Area Expansion", recommending that Council approve the expansion of the Essex Centre Community Improvement (CIP) Project Area to incorporate Heritage Park, a portion of the former Canadian National Railway corridor and the properties at 87 Station Street and 91 Scratch Street as described in said Report, be received and approved; And that By-Law 1629 being a by-law to enlarge the Community Improvement Project Area of the Essex Centre Community Improvement Plan be read a first, second, and a third time and finally passed on August 8, Planning Report Page 2 of 7

3 RE: Jordy Warkentin Billboard request By-Law 1628 Being a by-law regulating the erection of signs in the Town of Essex and permitting the erection of a permanent off-site advertising ground sign (billboard) at 2849 County Road 50. That Report Planning , dated August 8, 2017 prepared by Jeff Watson, Policy Planner and submitted by Chris Nepszy, Director of Infrastructure and Development entitled "Jordy Warkentin Billboard Request (Ward 3), be received and approved; And that permission to erect a permanent off-site advertising ground sign (billboard) at 2849 County Road 20, west of Iler Road be granted with the provisions noted in the report; and further that Council declares a moratorium on new commercial advertising billboards within the Town; And That By-Law 1628 being a by-law regulating the erection of signs in the Town of Essex be read a first and second time and provisionally adopted on August 8, Verbal Report - Chief Administrative Officer (Interim) 55 Update on the completion of Street B re: Moir Crane 9. 4 RE: Reply to Town's concerns with respect to reporting requirements for pleasure boaters entering Canadian waters. Providing Council an update that efforts are underway to alleviate private boater requirements with Bill S Bill Fair Workplaces, Better Jobs Act, Correspondence received from: Association of Municipalities Ontario (AMO) Communications dated July 19, 2017 RE: AMO Submissions on Bill 148, and Ontario Municipal Human Resources Association (OMHRA) providing a copy of OMHRA's submissions on Bill 148 by way of correspondence to the Standing Committee on Finance and Economic Affairs, Eric Rennie, Cerk dated July 21, 2017 RE: Bill 148 Both documents are provided to Council for their review of Bill 148 the Fair Workplaces, Better Jobs Act, Union Water Supply System, Joint Board of Management 71 RE: August 2, 2017 Agenda 11.2 Correspondence to be considered for receipt and support City of Owen Sound Resolution Committee Meeting Minutes RE: Support Resolution - Request for Economic Impact Analysis That the copy of correspondence from the City of Owen Sound to the Premier of Ontario, dated July 19, 2017 notifying the Premier that they support the Ontario Chamber of Commerce's request that an Economic Impact Analysis be done of the proposed reforms to the Employment Standards Act, prior to implementation, be (received/received and supported). And that if Council choses to support the City of Owen Sound's resolution a letter of support be sent to Premier Kathleen Wynne, Taras Natyshak, M.P.P. for Essex, Association of Municipalities of Ontario and the City of Owen Sound. That the Committee Meeting Minutes listed in agenda item 12 together with any recommendations noted therein be received and adopted as circulated Essex Police Services Board- May 11, 2017 and June 1, Arts, Culture and Tourism Committee - July 12, Personnel Committee - July 17, Committee of Adjustment - July 18, Page 4 of 7

Financial Operating and Capital Budget Forecasts 138 By-Law 1633 Being a by-law to adopt the Operating and Capital Budget Forecasts which were adopted in principle by Council on June 12, That the Capital and Operating Forecasts be received; And that By-Law 1633 being a by-law to adopt the Operating and Capital Budget Forecasts be read a first, a second and a third time and finally passed on August 8, Operating Report and 2017 Capital Report New Business 15.
