3 Introduction ASEAN ICT Master Plan 2015 (AIM 2015) has identified e-service as the key factor to enhance ASEAN service abilities towards economic sustainability, the growth and integration of ASEAN. However, the status of e-services in public sector or e-government services development among ASEAN Member States are currently different in terms of various composition levels such as technological level, standardization of data and information level, security level, and depth of services level according to variant factors: Technology; ICT Human capital; level of services and information interoperability; political; ICT infrastructures; and preparedness of users. Thus, expedition shall apply to minimize the gaps to support the contribution towards ASEAN integration, enhanced peoples quality of life and growth of ASEAN to reach ASEAN Vision. ASEAN e-government Strategic Plan 2020 is an initiative for the development of the e-government services for ASEAN Member States. The Strategic Plan focuses on the development of mutual Shared Services to facilitate Cross- Border People and Goods Movement activities. It is also as a guideline for e-government development in each ASEAN Member State regarding of each ASEAN Member State s development status and requirement basis. 2

4 Vision Goals ASEAN will navigate commonized understanding among member states and each government agencies to supports e-government service development. ASEAN will develop e-government services as the core of integration to enhancing facilitation of cross-border of goods and people movement. ASEAN will provide an appropriate telecommunication infrastructure development to enable effective use of e-government services which empowered to cross-border people and goods movement facilitation and related activities. Outcome e-government services shall enhance facilitating the cross-border of goods and people movement among ASEAN. 3

5 ASEAN e-government Strategy and Recommendation In order to support the various status of e-government services development within ASEAN Member States, the stepping style guidelines for ASEAN e-government which comprise of 3 development strategies and 2 recommendations to be adopted and each ASEAN member state can apply the suitable action steps and continue further steps to reach each strategic target. AESAN e-government Development Strategy 1. Define e-government Provision Plan The clear statement in goals, objectives, and milestones in e-government development, it will navigate communized understanding of supports among Government agencies in term of provision planning. The effective plan shall be accompanied with given actions or tasks to achieve with timeframe indicated. Establish e-government Plan include with clearly define Goals and Objectives Define roles and responsibilities of stakeholders on national e-government strategies development Define benchmarks and criteria of justification on national e-government development ASEAN Connected e-government Provision Plan in each Member State Establish National e-goernment Interoperability Plan Define National e-government Interoperability strategies Define National e-government Interoperability strategies for connected ASEAN ASEAN Common e-government 2. Develop Online Services Component The online e-services component is tool to access Provide one-way e-communication Services Provide two-way e-communication Services Provide Transactional e-services Provide Connected services Government service. ASEAN e-government service development is the core integration initiative. The initial e-government services development will be focusing on enhancing facilitation of cross-border services people and goods movement and related activities. 4

6 There are 4 areas of e-government services for enhance facilitation of Cross-Border People and Goods movement among ASEAN Member States, which are Registration, Permits and License, Revenue Generation, and Social Return. Strengthen ICT Infrastructure The telecommunication infrastructure is the one of the major e-government fundamentals. e-government Connectivity and Accessibility The improvement will result in communication ability leverage and GDP growth. The solid infrastructure is the important fundamental in further development of e-government services and Develop broadband infrastructure Provide Secure access channels Expand Telecommunication and Internet Network coverage to rural area Promote free internet for e-government services access Increase security and bandwidth Promote the direct connection of telecommunication channels among other ASEAN Member States mitigate scalable constrain handle service concurrent growth. 8 ASEAN e-government Development Recommendation 1. Enhance Laws and Regulation to Support e- Government Laws and Regulations must be provided to support electronic activities in e-government services utilization and all electronic transactional processes which being conducted from ICT applications and operation in order to support all the range from initial to mature state. Establish the laws and regulations for electronic transactions to support the basic delivery of one-way Law and Regulation to facilitate e-government Services Establish the laws and regulations for electronic transactions to support the intermediate delivery of twoway communication Establish the laws and regulations for electronic transactions to support the enhance delivery of e-services and e-solutions Laws and Regulation to support electronic activities in e-government services utilization and all transaction processes are classified into 3 classes, based on the e-government services providing from initial to mature state below: Foundation: At the initial state of e-government services utilization, one-way or simple two-way e-communication between government and citizen is established. Therefore the Law and Regulations; related to the electronic savings and electronic disclosure are necessary in order to promote the user confidence in e-government services. Intermediate: At the intermediate state of e-government utilization, two-way communication between government and citizen is established. Therefore the Law, Regulations, and Policies; related to the electronic evidence (including Foundation) are necessary in order to promote the user utilization in e-government services. Enhance: At the mature state of e-government utilization, e-services and e-solutions can be provided to citizens and foreign investors with cut across the departments and ministries in a seamless manner. Therefore the Law, Regulations, and Policies related to the seamless electronic transaction (including Foundation and Intermediate) are necessary in order to promote the user engagement in e-government services. 7

Develop ICT Human Capital Assess professional qualification Prepare the policies for professional certification and qualification examination Regional-wide Professional Certification Recognition Promote the professional certification The ICT Human Capital development aims to leverage citizen s skill and competency in ICT, and strengthen ICT workforce. An identical acceptance criterion of training and certification must be benchmarked on regional recognition among ASEAN Member State. Leverage Information and Communication Technology Education Prepare the ICT facilities Prepare the policies for education sector to promote effective use of ICT environment. Prepare the ICT facilities such as computer and internet and include in requisite education course at least in all primary school level Embed ICT course within every faculty with ICT utilization Produce computer science specialist in Telecommunication, Information technology, Network communication, and Programming 8

10 Implementation Timeline and Milestones From 3 strategies and 2 recommendations of development actions, each domain can be described below as implementation timeline; Strategies Timeline and Milestones Define e-government Provision Plan the e-government development provision plans are appropriate to be established in Year 2014 in order to serve public services development with thoroughly detailed planning and the e-government interoperability can be establishing within Year 2017 corresponding to e-government online services interoperability among ASEAN Member States. Develop Online Service Component there are 15 ASEAN common e-government service applications to enhance the facilitation of cross-border people and goods movement activities required to be done and begin to interoperate. There is a milestone to complete the development of ASEAN common e-government service applications in Year In continuity development of e-government service beyond Year 2020, ASEAN Member States shall be able to implement e-government service interoperability aligned with ASEAN Technical Architecture Framework for e-government Interoperability. Strengthen ICT Infrastructure There are two sub categories in development which are broadband telecommunication infrastructure, and mobile and wireless telecommunication infrastructure. The milestones of completion in both sub categories are within year Recommendation Timeline and Milestones Enhance Laws and Regulations to support e-government the development of laws and regulations is specified to implement continuously. ICT Human Capital the ICT Human Capital is developing corresponding to the ASEAN ICT Master Plan , which the recommendation is specified to implement continuously. 9

11 Conclusion ASEAN e-government strategic plan vision is Empowering Collaborated e-government to support economic sustainability, the growth and integration of ASEAN. It provides opportunities for new partnerships to develop ICT landscape related to enhance cross-border people and goods movement activities supporting for the integrated economic community. It is essential for all ASEAN member states to carry out with the appropriate direction and timely manner to support the integration of ASEAN. When the Strategic Plan is fully implemented, the e-government services will become an essential engine for enhance cross-border people and goods movement growth for ASEAN economic community benefit, and integrated to global recognition community and become an initiative model to other ASEAN public services development. 10
