COMMITTEE SECTION (TRANSPORT AND TOURISM) 16.1 Functions of the Section: The Committee Section (Transport & Tourism) deals with the work pertaining to the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture and provides all the necessary secretarial assistance in the discharge of its Parliamentary responsibilities. The Committee consist of thirty one (31) Members of Parliament i.e. ten (10) from Rajya Sabha and twenty one (21) from Lok Sabha. Rules 74 to 92 and 268 to 277 of the Rules of Procedure and Conduct of Business in Council of States, apply to this Committee The following Ministries fall within the purview of the Committee:- (a) MINISTRY OF CIVIL AVIATION (b) MINISTRY OF CULTURE (c) MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (d) MINISTRY OF SHIPPING (e) MINISTRY OF TOURISM The functions assigned to the Committee, as enumerated in Rule 270 supra, are- (i) consideration of Demands for Grants of the related Ministries; (ii) examination of Bills pertaining to the related Ministries when referred to the Committee by the Chairman or the Speaker; (iii) consideration of Annual Reports of the related Ministries; and (iv) basic long-term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon Term of the Committee: The previous Committee which was constituted on 1 st September, 2014, continued upto 31 st August,. The Committee was re-constituted w.e.f. 1 st September, under the Chairmanship of Dr. Kanwar Deep Singh, M.P., Rajya Sabha for a period of one year with 9 Members (one vacancy) from Rajya Sabha and 21 Members from Lok Sabha Consideration of Demands for Grants (-2016): The Committee examined the Demands for Grants for the year in respect of the concerned Ministries and presented five Reports to Parliament during the Budget Session In the course of examination of Demands for Grants (-2016), the Committee heard the Ministry of Civil Aviation and Ministry of Tourism on 30 th March,, Ministry of Culture and Ministry of Shipping on 31 st March,. The Committee heard the views of Ministry of Road Transport and Highways on the 8 th April, Action Taken Reports - Action Taken Replies on the recommendations/observations contained in the 218 th to 223 rd Reports of the Committee were received during the year Examination of the Bills During the year, (i) the National Waterways Bill, ; and (ii) the Merchant Shipping (Amendment) Bill, were referred to the Committee on 21 st May, and 26 th August, respectively for examination and report within three months. The Committee presented/laid the reports on the National Waterways Bill, on 12 th August, and Merchant Shipping (Amendment) Bill, on 1 st December, (Lok Sabha) and 2 nd December, (Rajya Sabha) During the year, the Committee has examined and considered the Anti Hijacking Bill, 2014, which was referred to the Committee in the year 2014 to report within 144

The Committee examined and finalised Report was presented to the Houses of Parliament on 11 th March, Consideration of General Subjects: During the year, the Committee held in-house discussion/heard views of the Secretaries and official of the organisation on the following subject/matters:- (i) Issues related to Infrastructure lending in roads sector; (ii) Development of Budhhist Circuit in the country; (iii) Functioning of Air (iv) Process of finalisation of Memorandum of Understanding signed by the Shipping Corporation of India and the Result Framework Documents of the Major Ports (v) Functioning of National Highways Authority of (vi) Pricing of Air-tickets; (vii) Public Private Partnership in Road Sector; (viii) Maintenance, upkeep, encroachment of our monuments and ancient sites; (ix) Security at Airports in (x) Overall Functioning of the Cultural Institutions under the Ministry of Culture; (xi) Problem and issues relating to transportation and road safety in the country; (xii) Air connectivity to sites in Budhhist Circuit; (xiii) Road Safety; (xiv) Implementation of the Recommendations of the High Powered Committee (HPC) on Cultural Institution; and (xv) Fellowships, Scholarships and Grants administered by the Ministry of Culture Sub-Committees: No Sub-Committee was constituted by the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture during the year Tours/Visits: During the year, the Committee undertook two study visits to (i) Kolkata, Mumbai & Kodaikanal from 31 st May to 7 th June, ; and (ii) Mumbai and Kochi from 12 th to 18 th October, s and Reports: - The Committee held, in all, 23 meetings during the year as per the details given below spread over 35 hours 49 minutes, whereas in the year 2014, 10 meetings were held, which spread over 17 hours and 03 minutes. All the work of the Section relating to drafting of reports, notices, minutes and other communications is being done on these computers. The staff of the Section is trained to work on these computers. All these Computers have been linked with Local Area Network (LAN) and Internet facilities. This Section is making optimum use of the computer facilities provided to the Section. The Section is regularly feeding and updating the data in the Committee Software and Rajya Sabha Website. The notice of the Committee meetings, reports, background notes etc. are being sent through to the Members of the Committee. The Section also sends SMS about the meetings of the Committee to the Members. DMIS software is being used for diarizing and tracking of the receipts Budget Allocation/Expenditure: An amount of Rs.2,00,000/- was sanctioned for refreshment/lunch for the financial year -2016, out of which Rs.1,01,251/- was incurred from 1 st April to 31 st December,. An amount of Rs.19,449/- was also incurred from 1 st January to 31 st March, and remaining balance amounting Rs.1,22,043/- was surrendered for the financial year An amount of Rs.15,00,000/- was sanctioned for Study tour Budget (Members-Domestic Travel Expenses) for the financial year -16 out of which Rs.2,73,791/- was incurred from 1 st April to 31 st December,. Further, an amount of Rs.2,86,497/- was also incurred from 1 st January to 31 st March, for the financial year and remaining balance amounting Rs.7,13,503/- was surrendered for the financial year An amount of Rs.3,00,000/- was sanctioned for Study tour Budget (Members- Office Expenses) for the financial year -16, but only Rs.22,605/- was utilised in period of April-December,. There was no expenditure incurred in the January-March, Period under this Budgetary Head. An amount of Rs.2,00,000/- was sanctioned for Study tour Budget (Staff-Domestic Travel Expenses), but an amount of Rs.1,19,045/- was utilised from 1 st April-31 st December,. An amount of Rs.87,633/- was incurred between period 1 st April to 31 st December, and remaining amount of Rs.1,12,367/- was surrendered under this Budgetary Head Inspection Report: The Annual Inspection of the Section was conducted on the 28 th July,. The observations/suggestions made by the inspecting officer were duly followed in the section Training of the Staff: Smt. Catherine John L., Assistant Director has participated in Training Programme on Parliamentary Procedure and Office Procedure level OL-1 for Assitant Director/ Executive Officers from 2 nd to 6 th November,. Shri Sanjay Kumar Sahani, Sr. Clerk and Smt. Kusum Lata, Jr. Clerk participated in training programme on 151

9 Office Procedure-Preliminary Action on a Receipt and Filing System arrangement of different types of documents in the file pagination and serial numbering, flagging-linking of files merger of part files-title of a file- how to give file numbers organised from 2to 6 th February, Miscellaneous work: In addition to the work referred to above, the Section also dealt with other miscellaneous work such as liaisoning with the concerned Sections i.e. Interpreters, Reporters, Parliament Security Service, Electrical and Sound Departments, Air-conditioner, Horticulture of CPWD and Ministries concerned, during the meetings of the Committee. Settlement of the refreshment bills on account of expenditure incurred during the Committee s meetings and tour related Bills were also undertaken by the Section. The Committee Section also informed the meeting dates and venue telephonically as well as through and SMS to the Members. Other miscellaneous correspondence received in the Section were suitably disposed off. Newspaper clippings pertaining to the Committee were sent to officers and selected clipping were sent to related Ministries for comments. The Section also makes available the information on the RTI applications pertaining to the section and ensures timely submission of replies. Circulation of the printed reports from 203, 204, 206, 209, 213, 214, 215 & 217 (both in English & Hindi), 210 th, 216 th, 218 th, 219 th 221 st & 222 nd (English only), 198 th (Hindi only) was done during Goals and Achievements: The main goal of the Section was to provide timely Secretarial assistance in an efficient and effective way to the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture and it provided all its support for achieving the goal. 152
