2 Public Meeting Held Pursuant to the Planning Act 6:30 p.m. Zoning By-Law Amendment Page 2 of 6 The following is a Public Meeting report to the Planning Committee regarding an application for a zoning by-law amendment submitted by the City of Kingston Recreation & Leisure Services Department and Ventin Group Architects on behalf of City of Kingston, with respect to the subject site located at 15 Grenadier Drive. This report describes the proposed application and includes an overview of the relevant policies and regulations that will be evaluated as part of a future comprehensive report. It is proposed to establish the Kingston East Community Centre on the subject site, which includes a one-storey, 1,865 square metre building, with a 230 square metre outdoor splash pad area, outdoor lounge area, hard and soft landscaping, and a parking area for up to 52 vehicles. The subject site is designated Open Space in the Official Plan and is zoned I (Institutional Zone) and D (Development Zone) in Zoning By-Law Number 32-74, as amended. The proposed zoning by-law amendment will establish a site-specific I (Institutional) Zone on the subject property. The proposed I zone will address specific development standards such as the establishment of a parking rate specific to the community centre use, permission for overflow parking off-site at La Salle Secondary School, and is intended to ensure the proposed accessory uses are permitted as part of the community centre. Proposed uses include a fitness studio, washroom and changeroom facilities, a gymnasium and storage space, an indoor walking track, common lounge space, a kitchen and server, drop-in child care centre, multi- purpose rooms, reception area and staff room, office spaces and a waiting and lounge area. Previous reports to Council have described the public consultation and site selection process for the Kingston East Community Centre. Council Report Number , which was approved by Council at their meeting on March , recommended Grenadier Park as the location for the future east end community centre. The property is also the subject of an application for Site Plan Control approval under the Planning Act (File Number D ). An application has been submitted and is currently under review. 3 Page 3 of 6 Councillor Neill, Chair, called the public meeting regarding the application for a Zoning By-Law Amendment 15 Grenadier Drive to order at 6:34 p.m. Youko Leclerc, FOTENN Consultants Inc., conducted a PowerPoint presentation regarding the application for a Zoning By-Law Amendment 15 Grenadier Drive, a copy of which may be obtained by contacting the City Clerk s Department. Pursuant to the requirements of the Planning Act, a notice of the Statutory Public Meeting was provided by advertisement in the form of signs posted on the subject site 20 days in advance of the Public Meeting. In addition, notices were sent by mail to all 71 property owners (according to the latest Assessment Rolls) within 120 metres of the subject property. A courtesy notice was also placed in The Kingston Whig-Standard on September 25, Ms. Lambert informed the Committee that no items of correspondence had been received regarding the application. Councillor Turner inquired if a park and ride would be included as part of the application. Mr. Leclerc responded that a park and ride is not included in the application as one currently exists in the area. Councillor Oosterhof inquired why a two-storey building was not considered, with a portion of the building being rented to enable cost recovery. Mr. Leclerc responded that the rationale for a one-storey building was a result of the Official Plan directing that the scale of the building be minimized. Mr. Follwell added that public input did not seek a larger building, and that recreation facility space is not typically rented at market rate. The Chair afforded members of the public with an opportunity to speak. Frank Dixon, 495 Alfred Street, Apartment 2, expressed support for the design of the application. He sought further details regarding the size and potential uses for the gymnasium and track. Mr. Dixon inquired if a second-storey could be added to the building in the future. Ray Molleson, 13 Windfield Crescent, expressed concern with the proposed civic address for the application. He stated that a civic address of Grenadier Drive would encourage people to access the property from Grenadier Drive, which is not possible. He suggested that the civic address be changed to reflect the shared entrance with La Salle Secondary School. Jacqueline Mondoux, 104 Point St. Mark Drive, inquired as to how close the application would encroach on the Highway 15 expansion. She expressed concern with traffic flows at the intersection of Highway 15 and La Salle Secondary School and for potential

4 conflicts with the nearby Kingston Transit bus stop. Ms. Mondoux stated that the application did not contain sufficient parking spaces. Page 4 of 6 Mark Murphy, 36 Grenadier Drive, spoke to the history of neighbourhood opposition to the location of the proposed recreation centre, stating that many residents would prefer to keep the park in its current state. He expressed concern that the remaining park area would also be subject to eventual development. In response to Mr. Dixon s questions, Dan Wojick, Ventin Architects Inc., stated that the gymnasium would accommodate basketball, volleyball and pickleball. He stated that a design that would allow the addition of a second-storey was not considered. In response to questions regarding the civic address, Ms. Venditti stated that a change in civic address could be considered, and that any potential change would need to be in compliance with the civic addressing by-law. Mr. Leclerc stated that the widening of Highway 15 will not impact the location of the building as it is located a sufficient distance away from the road. Regarding traffic concerns, Mr. Leclerc cited a traffic study conducted for the application, stating that the application will not cause any further impact to the current traffic situation. Mr. Follwell added that project staff is working in coordination with City Engineering staff with respect to the Highway 15 expansion project. Regarding potential development of the remaining greenspace, Mr. Follwell stated that the intention is to add play structures and other amenities to complement the application. Councillor Turner inquired if turn lanes could be added to the entrance and exit of the application. Mr. Follwell stated that the additional of turn lanes could be examined. Councillor Oosterhof sought confirmation that there would be no access to the application from Grenadier Drive. Mr. Leclerc confirmed that there would be no access from Grenadier Drive to the application. Councillor Neill inquired about the zoning for the greenspace area of the property. Ms. Lambert answered that the remaining greenspace is zoned open space under the Official Plan and would require an amendment if development were to be proposed for the property. The public meeting regarding the application for a Zoning By-Law Amendment 15 Grenadier Drive adjourned at 7:11 p.m.
