2 Community and Development Services Page 2 of 4 Report No. CDS Purpose of Report The purpose of this report is to request Council s consideration of a new street name for the Ridgeway-by-the-Lake Subdivision Phase 2, and to keep in reserve two additional street names for future phases of the subdivision. Background In November 2007, the Street Naming and Wayfinding Committee received a request for approval of street names from developer Rob Mills on behalf of the Ridgeway-by-the- Lake Subdivision Phase 2. The developer submitted the following street names for approval: Driftwood Road or Avenue Sandstone Road Creekside Road The Committee met on November 28, 2007 to discuss this matter. The Committee was supportive of the proposed street names, but felt that they could not approve them since they were not in the existing Approved List of Street Names as per By-law The developer was encouraged to approach Council directly for approval. Schedule A to By-law 15-04, being a by-law to adopt a street naming policy for the Town, sets out the procedures to be followed when requests for new street names, and changes to existing street names, are proposed. If a developer s requested street name is not on the Approved List of Street Names, the Policy states that Planning Staff are to prepare a report for Council s consideration, based on the Street Naming and Wayfinding Committee s recommendation. With regard to this particular request, Staff felt it prudent to present both sides of the matter in this report. Position of the Previous Town Council It is noted that the previous Council discussed street name issues sometime in late 2005-early 2006, although no formal record can be found in the Council Minutes. It has been suggested that the Council of the day requested that all new street names be chosen from the existing list of approved street names, in response to concerns from veteran s groups that new street names were not reflective of the historic names, places and events of the community. At that time, Council refused two street name requests for other subdivisions in Fort Erie that did not appear on the existing list (Black Creek Meadows and Crystal Ridge Landing). Neither of these subdivisions has yet proceeded to registration, and the developers may be back before Council with similar requests for street naming.

3 Community and Development Services Page 3 of 4 Report No. CDS Analysis The Street Naming and Wayfinding Committee is responsible for making recommendations to Town Council regarding requests for new street names (usually associated with new subdivision development) and changes to existing street names (usually associated with public safety concerns). In 2004, Council passed By-law 15-04, which set out procedures when such requests are received. In addition, a List of Approved Street Names was developed, taking into consideration historical persons, places and events, native cultural themes, environmental and natural themes and agricultural themes. As per the approved policy, developers are encouraged to select from the approved list, however if a developer wishes to choose a name that is not found on the list, the policy directs that Staff is to investigate whether or not there are any conflicts or issues with the proposed names, and then bring the names to the Committee for consideration. Staff is then directed to prepare a report for Council s consideration. Council may then choose to accept or refuse the requested street name(s). Section 6.0 of the Policy sets out the criteria to be considered when choosing a street name. In short, the name should not be offensive to the general public, the name should not be a duplicate (or sound like a duplicate) of an existing street, and names should be assigned in accordance with an appropriate theme in developments. For the subject request, the developer has chosen three names that do not appear on the current list of approved names, and therefore the Committee was unable to recommend approval. The proposed names are: Driftwood Sandstone Creekside As only one of these names would be required for the Phase 2 subdivision at this time, the two additional names may be reserved for future phases of the subdivision. The developer suggested Driftwood Road for the current Phase 2 project (see map attached as Appendix 1 ). Staff suggests Driftwood Trail, as the thoroughfare does not meet the policy s definition of a Road. The developer is in agreement with the proposed suffix Trail. The names chosen represent a natural lakeside theme for Ridgeway-by-the-Lake, and they do not conflict with existing street names in the municipality. Financial/Staffing Implications All costs associated with signage of streets are at the developers expense, and are covered through the Subdivision Agreement.

4 Community and Development Services Page 4 of 4 Report No. CDS Policies Affecting Proposal By-law sets out the policy and procedures for the adoption of street names. The names proposed by the developer do not appear on the list of approved street names, however they do no conflict with the general policies. Comments from Relevant Departments/Community and Corporate Partners The request was before the Street Naming and Wayfinding Committee in November The Committee is made up of Town Staff including members of Planning, Engineering and Fire Services, as well as a member of Town Council. There were no conflicts noted with existing street names in the municipality, and no public safety concerns noted. Alternatives Council could elect to approve the submitted street names, or alternatively to deny the requested names and direct the developer to choose from the existing list of approved names. Conclusion Staff understands the importance of choosing historically significant names for streets, as it assists in creating a legacy for important persons, places and events in the history of the Town. There are situations where the municipality itself has an opportunity to name or rename streets in recognition of this (i.e. the recent renaming Garrison Road to Veterans Way). This, however, should be considered in relation to the opportunity to provide a cohesive theme for land developments through street naming. The preamble of the Street Naming Policy states, in part, Many housing subdivision developers consider street names important to the marketing of their houses. Street names should thus be chosen with sufficient care and street naming must be subject to the approval of the Municipality through an established process and set of criteria. The submitted names continue to follow the natural lakeside theme for the subdivision as begun with the approved Ridgeway-by-the-Lake Phase 1, and the names chosen do not conflict with existing street names in the municipality.
