1 Page SPECIAL MEETING OF COUNCIL AGENDA Thursday, February 11, :00 PM Greenstone Council Chambers, 1800 Main Street, Geraldton Ward CALL TO ORDER DISCLOSURES OF INTEREST INTRODUCTION This Special Meeting of the Municipality of Greenstone Council has been called and is being held in accordance with the Section 240(a) of the Municipal Act, 2001 S.O. 2001, c.25, as amended, which states in part that the head of council may at any time summon a special meeting... PURPOSE The purpose of this Special Meeting is to consider an agreement with Ontario Community Infrastructure Fund including an application to the Small Communities Funds, that must be submitted prior to the next regular meeting of Council and to discuss and consider the DRAFT 2016 Operating and Capital Budget for the Municipality of Greenstone. 3 MEMO To: Council From: EDO Subject: For Your Decision: Small Communities Fund Application - Geraldton Ward Water Line Rehabilitation Phase II Date: February 10, 2016 Issue Greenstone has been invited to submit a Stage 2 application for the Geraldton Ward Water Line Rehabilitation Phase II project. Facts The Small Communities Fund (SCF) is a joint Federal and Provincial Infrastructure Fund. Communities are expected to contribute 1/3 of the project costs with the remaining balance being split between the Government of Canada and Province of Ontario. Greenstone was previously successful under this program for the Geraldton Ward Main Street Sewer Upgrade. An Expression of Interest was submitted to the SCF in September 2015 for the Geraldton Ward Water Line Rehabilitation Project Phase II. The Municipality has now been invited to submit a full application (Stage 2). The application is due February 12, 2016, and a Council Resolution is required. A total of km of the existing water main system was installed in the 1940s without any protective coating. Over the years the system has been slowly deteriorating, resulting in unpleasant taste, odour, poor colour, and staining properties as well as an increase of iron and other contaminants in the drinking water. In 2013 and 2014, the Municipality completed Phase I of the relining program (7 km). The results were 100% effective at eliminating the issues noted above. Phase II will focus on the areas currently in most urgent need of repair. This project will enable the Municipality to rehabilitate roughly 4 km of deteriorating water lines currently in most need of repair (please see attached map.) As part of the re-lining, iron carbuncles and other contaminants currently in the line will be removed and the lining of the pipe with cement will ensure they do not grow back (see attached pictures.) The project will improve health and safety of area residents by providing clean drinking water. Ongoing maintenance costs will also decrease as short-term remedial solutions will no longer be needed. This project will also extend the life of the water line by years. Total Project Cost (net of applicable HST) $1,650, Provincial Funding $550,000 (33.33%) Federal Funding $550,000 (33.33%) Municipal Contribution $550,000 (33.33%) Analysis If funding is not received, the Municipality will either have to pay for the project completely on its own or not complete the project. 1/2 Page 3 of 10

4 The Municipality committed to the completion of the relining of the water mains under a previous application for funding for Stage I (which was successful in receiving funding). Not completing the project will result in continued health and safety risks as well as ongoing maintenance costs. How does this tie in to the Strategic Plan? 91.5% of residents identified a need to invest in physical infrastructure (water, roads, sewer, etc.) This project meets the Strategic Objective Ensure the Municipality s capacity to effectively deliver services and manage municipal resources while maintaining fiscal sustainability. Recommendation That Council pass a motion supporting the application to SCF for the Geraldton Ward Water Line Rehabilitation Phase II project. Comments 2/2 Page 4 of 10

10 THE CORPORATION OF THE MUNICIPALITY OF GREENSTONE BY-LAW 16-XX Being a By-law to authorize the execution of a Funding Agreement under the Ontario Community Infrastructure Fund Application Based Component (OCIF) between Her Majesty the Queen in Right of Ontario, as represented by the Minister of Agriculture, Food and Rural Affairs, and the Corporation of the Municipality of Greenstone (OCIF AC2-0104) WHEREAS the Municipal Act, 2001, S.O c. 25 as amended, Section 22 authorizes Councils of local municipalities to pass by-laws to enter into agreements with the Province of Ontario; AND WHEREAS the Government of Ontario (Ontario Minister of Agriculture, Food and Rural Affairs OCIF AC2-0104) has created the Ontario Community Infrastructure Fund (OCIF) to provide stable funding to help small communities address critical core infrastructure needs in relation to roads, bridges, water and wastewater; AND WHEREAS the OCIF will further strengthen municipal asset management practices within small communities and help small communities use a broad range of financial tools to address critical infrastructure challenges and provide long-term support for rehabilitation and repair of core infrastructure; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF GREENSTONE ENACTS AS FOLLOWS: 1. THAT the Mayor and the Clerk be authorized on behalf of the Municipality, to execute, and to affix the Corporate Seal of the Municipality, as per Schedule A attached and forming part of this by-law.
