1 District of Fort St. James Minutes of Regular Meeting No Wednesday, February 28, 2018 District Office, 477 Stuart Drive West, Fort St. James, BC In Attendance Council Staff Others Councillor Brenda Gouglas, Chair Councillor Dave Birdi Councillor Judy Greenaway Councillor Kris Nielsen Kevin Crook, Chief Administrative Officer Steven DeRousie, Fire Chief Caledonia Courier 5 Members of the public Call to Order Councillor Gouglas called the meeting to order at 7:00 p.m. 1.0 ADOPTION OF AGENDA 1.1 Adoption of the Agenda Moved by Councillor Nielsen and seconded by Councillor Birdi That Council adopt the agenda for Regular Meeting No as amended. 2.0 DELEGATIONS AND PRESENTATIONS 2.1 Heritage Classic Barbara Geernaert and Trevor Sprague presented their plans for hosting the Heritage Classic Hockey event in Fort St. James and Nak'azdli in January The event will see the Cariboo Cougars and the Vancouver NE Chiefs play games in both the Fort Forum and at the Nak'azdli outdoor rink. They are working towards getting Rogers Hometown Hockey involved. They requested in kind assistance from the arena staff. The delegation left the meeting at 7:30 p.m. 3.0 MINUTES 3.1 Minutes of the Regular meeting Page 1 of 9

2 Moved by Councillor Greenaway and seconded by Councillor Birdi: That Council adopt the minutes of Regular Council Meeting No , held Wednesday February 14, 2018 as read on this day; and, That such minutes as read set out all the business before Council that day and fully and properly record all of the resolutions and bylaws passed and adopted by Council at that meeting. 4.0 BUSINESS ARISING FROM THE MINUTES 4.1 Utility Billing 4.2 BC Hydro CAO Crook reported that the cost of an additional online services module for MAIS would be $1,500 to set up and $3,000 per year maintenance. Councillor Gouglas has ed Bob Gammer of BC Hydro concerning Point On Wave, but has not yet heard back from him. 4.3 Acting Mayor Appointment of an acting Mayor will be discussed at the next regular meeting. 5.0 VERBAL REPORTS 5.1 Councillor Birdi Report Public Works meetings Budget meetings Community Bus serving the region, operated by Binche, is now operational New Community radio station is now on the air at 97.1 FM and online Fishing Derby is being planned for June 29-July Councillor Gouglas Report Judged David Hoy Science Fair Budget meetings Northern Health board meeting/roundtable Regional District budget meeting 5.3 Councillor Greenaway Report Budget meetings Advanced Care Planning Public Works interviews Page 2 of 9

That Council give second reading to "Zoning Bylaw Amendment No. 33, Bylaw No. 989, 2018." 6.2 KDL Bike Park Agreement Report Council suggested edits to the agreement, which will be amended and brought forward to the next meeting. 6.3 Heritage Classic Report Received. 7.0 OTHER REPORTS 8.0 CORRESPONDENCE 8.1 Germansen Landing Road - Meeting invitation Councillor Greenaway intends to go to this meeting. There is another one planned on Nak'azdli. A teleconference is also being planned. Council approves placing a petition Page 3 of 9

4 prepared by Sharon Sims on this topic to be made available at the municipal office, and shared on the municipal Facebook page. Direction to send a copy of the letter from Council on this topic to the newspaper. 8.2 Murray Ridge - Donation Request Moved by Councillor Birdi and seconded by Councillor Greenaway: That Council contribute Fort St. James hat and mitts to the Murray Ridge Mount Everest Challenge. 8.3 Northern Development Initiative Trust - Grant Writer Funding Received. 8.4 Town of Oliver - Alberta BC Trade War Received. 9.0 BYLAWS 9.1 Freedom of Information and Protection of Privacy Bylaw No. 895, 2018 Moved by Councillor Nielsen and seconded by Councillor Greenaway That Council adopt "Freedom of Information and Protection of Privacy Bylaw No. 985, 2018.". 9.2 Water, Sewer and Garbage Rate Bylaws Council requested that the Utility Billing statement form be revised to include an application for the senior discount, and directed staff to determine ways to publicize the utility rate increases and the reasons behind them.
