Saskatchewan Heavy Construction Association Conference: Regina, November 16-17, Dennis Moore attended and reported it was a very informative and worthwhile event. Road Updates/Concerns: (Note: Owen Genert, MHI in attendance to report.) Division #1: #47 S of Estevan: Owen Genert again noted that maintenance to the concrete mine crossing on Hwy 47 is the responsibility of Westmoreland coal, and that he spoken with them regarding repair options. He plans to contact them again regarding the slump areas that are creating safety issues. RR Crossings E of Bienfait: Owen Genert reported having contacted CN and CP rail but noted it is difficult to get a response from rail officials. #361: Dennis Hull noted that #361 Alida to #9 continues to be washboard from one end to the other and could use twice the maintenance it is getting to keep it in good condition. Owen Genert stated that unfortunately funding allows only a limited amount of maintenance. Line Painting: The confusing lines at the junction of #9 and #13 east of Carlyle will be reviewed by MHI traffic engineers; lines have been scrubbed out and repainted. #9N of Kenosee: Owen Genert noted he had contacted MHI Traffic Engineers regarding the Red Barn parking safety concerns but has not had a response to this date. He has also discussed the concern with the owners of the Red Barn. Division #2: Twinning -- Bienfait to Estevan: Dennis Moore reported that the twinning has been completed in a timely and efficient manner by local contractor (KPCL) and the final product appears excellent. Division #3: Mowing #47: Chris Baran reported that willows have been mowed along #47. Owen Genert noted that MHI s Grenfell crew has been doing the work, trying to address problem areas. Pipestone Bridge: Repairs have been done; paving will be completed in Division #4: #48: Concern expressed regarding the continuing deterioration of #48. Chairman Secretary Date

8 SETPC 2 October 24, 2017 WORKSHOP: The informative Fall Workshop held October 24, 2017 at the Kenosee Inn was well received. MHI: Alan Lindsay was in attendance and thanked the SETPC and Owen Genert for the cooperation that has been extended him throughout the past year. A special meeting was called for December 12, 2017 to complete a Needs and Options template for MHI. Economic Development Update: Elroy Trithardt spoke to issues in the Saskatchewan economy. Report is attached. SARM: Bill Huber gave a comprehensive report speaking to the following: October 17, 2017 wildfires in western Saskatchewan and funds being raised; Marijuana legislation to be in effect July 1, provinces will be responsible for setting up policing, costing millions; White Paper on taxation SARM sent a lobby group to Ottawa asking to extend consultation period one year; Rural policing more farm theft coverage required, asking for four more dedicated RCMP officers; Carbon Tax fight continues consequences for farmers; Sask Scrap Tire under new format and new partnership; Canadian Grains Council delegation to Ottawa, program to continue under new name; SARM offices have moved to new location, Grand Opening December 7, 1 p.m. NEXT REGULAR MEETING Tuesday, February 27, :30 a.m. Carlyle Town Office. The EWC is comprised of elected or appointed municipal representatives who have been nominated and elected to the Executive Committee at the Annual General Meeting held each year in March. For more information, call Judy Riddell, Administrator, (306) ECONOMIC DEVELOPMENT REPORT NOVEMBER 2017 Elroy Trithardt This month s report will concentrate entirely on Saskatchewan. POPULATION Sask. population continues to increase, with the July 1, 2017 number of residents being 1,163,930. This represents an increase of 13,000 above the previous July 1 report. The growth primarily results from natural increases and more international migration. During the most recent reporting quarter, the province experienced negative inter-provincial migration of -1,814 persons. EMPLOYMENT The number of employed persons in October 2017 was around 4,000 lower than in the October 2016 report. Sectors experiencing lower employment were Agriculture, Health Care, and Education. On a positive note, key indicators of potential growth, were observed with some increases in Construction and Manufacturing. AGRICULTURE The most recent six months data indicates that farm cash receipts have declined 5.4 per cent. Although marketing opportunities affect sales and the data reflects mainly the previous year s crop, the sales are down 6.1 per cent for crops and 24.8 per cent for livestock. Somewhat offsetting this situation is the amount of Direct Payments received by Sask. farmers. The six-month total was $717 million. These payments compare to the same category receipts of $335 million for the similar period last year. The category includes Agri- Stability, Agri-Invest and Crop and Hail Insurance payments. At this stage of the report it primarily represents payments calculated for last year s crop. RETAIL SALES Sask. retail sales are 3.7 per cent above last year. Canadian retail sales are up 8.5 per cent. Leading sectors were Motor Vehicles, Food Stores, and General Merchandise. Sectors in decline were Electronics, Furniture, and Sporting Goods. The Consumer Price Index for both Sask. and Canada remains well below two per cent, indicating that there is no immediate threat of increased inflation and no need for corrective interest rate adjustments. HOUSING STARTS Sask. dwelling construction starts are down 4.3 per cent to 1,553. The Yorkton region reported 10 dwelling starts and the Estevan region reported eight. However for Estevan, the previous report indicated only one start. MINERAL PRODUCTION Mineral production for the period January to August, 2017 was generally positive. The exception, Uranium - which declined 10 per cent, has made recent headlines with the announced 18 month closure of key Cameco facilities. There was some good news with other natural resource production. Natural Gas was up 3.0 per cent, Crude Oil was up 5.7 per cent, and Potash was up 16.5 per cent. CONCLUSION As noted earlier, there has been some rebound in employment in Manufacturing and Construction. Employment growth in these key sectors, combined with some increase in most natural resource production, should result in improved provincial GDP in the near future. Chairman Secretary Date

12 CITY OF ESTEVAN POLICIES AND PROCEDURES MANUAL POLICY # SUBJECT: Signage at Estevan Leisure Centre BACKGROUND The City of Estevan requires the need for a signage policy at the Estevan Leisure Centre for user groups and staff. The demands of different organizations that use the facility require posters and other forms of marketing their events in an organized and fair structure to all. PURPOSE This policy will ensure control of who, what and how events are being promoted within the facility: To reduce the confusion of who can promote their event and where to post To help staff have a guidelines and direction on what is acceptable and unacceptable To provide guidelines for the organizations in the facility who post content within the Leisure Center without proper consent. GOALS 1. Ensure better organization of the facility and ensure better direction for event organizers. PROCEDURES City of Estevan s policy on the posting and distribution of printed matter at the Estevan Leisure Centre aims to facilitate communication among members of the community in accordance with this basic principal. This statement sets limits as to who may post and distribute printed matter, what may be posted or distributed, and where and how it is to be posted or distributed. For the purposes of this policy, printed matter shall include, but not be limited to, advertisements, banners, posters, stickers, chalk markings or drawings, brochures and periodical publications (circulars, newsletters, newspapers, tabloids, magazines, glitter).

13 City of Estevan Policies & Procedures Manual Policy # Page 2 Procedure Who may post or distribute? 1 The request for posting and distribution of printed matter shall be limited to, but can include the following: Current User Groups/Organizations of the Estevan Leisure Centre may use; community bulletin boards, Interior poster boards for events held within the facility (i.e. Estevan Tennis Club, Estevan Mermaids, Estevan Minor Hockey, etc.). External Organizations with a reserved facility rental or sponsorship through the City of Estevan may use the community billboards, external digital billboard and interior poster boards for events held within the facility (i.e. Blood Donor Clinic, Festival of Trees, etc.). Community Organizations may post on approved community bulletin boards. 2 The individual or organization responsible for disseminating the information shall be identified on all materials. Anonymous communication shall not be permitted. What may be posted or distributed? 3 All materials posted on electronic or poster boards shall comply with City of Estevan policies and procedures along with all relevant Provincial and Federal legislation. Acceptable posted items include; Events within the facility Programs within the facility Prohibited are as follows; Printed matter believed to demean or expose to ridicule individuals or groups based on, but not limited to, grounds of sex, sexual orientation, race, ethnicity, national origin, creed or disability; Printed matter obscene in nature; Printed matter that would incite hatred or violence. 4 Advertising related to private, commercial activities shall not be permitted unless sanctioned under City of Estevan policies, contracts, leases, licenses or other agreements. The design and location(s) must be approved by City Manager. 5 Individuals or groups wishing to post or distribute materials in a language other than either of Canada s official languages must have an English translation within the material being posted. 6 Any other realms of marketing must be approved by the City of Estevan Manager Where may material be posted or distributed?

14 City of Estevan Policies & Procedures Manual Policy # Page 3 7 Materials shall be posted only on community boards, or designated locations without prior written consent from the City of Estevan Marketing Department. Materials must not be posted on any other surface, including, but not limited to, walls, columns, doors, windows, floors, elevators, building exteriors, sidewalks, windows and trees, without the approval of City of Estevan Marketing Department. 8 Poster kiosks, mobile signs, sandwich boards, informational banners and all other types of temporary outdoor signs in hallways shall not be permitted, except as provided in #9 below for special events and awareness campaigns. Special Events and Awareness Campaigns 9 Special events or awareness campaigns involving the posting or distribution of materials in areas which would not normally be permitted shall be subject to the prior authorization of the Marketing staff or his or her designate. Authorization 10 Prior authorization to post or distribute materials must be obtained at the relevant departmental office, hereinafter referred to as the authorizing department. 11 Any material posted or distributed in contravention of policies shall be removed and discarded. The individual or organization shown as the sponsor in the temporary sign shall assume responsibility for the violation and shall be responsible for the costs of removal and disposal or repair. 12 Individuals or groups who post or distribute material in contravention of this policy may have their posting or distribution privileges suspended. Where to post your community event 13 There are three bulletin boards inside the Estevan Leisure Centre. Material must be approved by Leisure Services staff prior to hanging. 14 If your club or organization is hosting an event within the facility you have the opportunity to advertise your event name, date and time on the electronic billboard outside the facility. There are specific rules to this advertising. Please contact Marketing and Communications to inquire. 15 If your club or organization is hosting an event within the facility you have the opportunity to advertise your event on the Tourism Estevan events calendar as well as the opportunity to be shared on City of Estevan operated social media channels. Please contact Marketing and Communications to inquire. 16 If your club or organization is hosting an event within the facility you have the opportunity to advertise on the free standing event signs that are at the West entrance to the Estevan Leisure Centre and the South entrance to the Power Dodge Ice Centre. Posters must have event name, time, place, contact information. You can submit your poster to be posted one month prior to the event start date to the Marketing and Communications team. Posters must be hung at least one week prior to event starting in order to be hung. Space is on a first come first serve basis.

Shane Bucsis, Water and Wastewater Superintendent RE: Water Treatment Plant Treatment Chemical Tender 2018 ITEM OR INQUIRY A public tender opening was held at City Hall at 3:00 PM Tuesday, December 5, 2017 for the treatment chemicals used at the WTP. BACKGROUND AND DISCUSSION Univar submitted tenders but it does not meet our guidelines for a valid submission. All of their pricing was subject to change and was not fixed from January 1 st 2018 to December 31 st. We will be switching the form we feed Potassium Permangate this year. For this reason we needed both solutions to be available from one vender. Cleartech was the only vender able to be able to supply free flowing crystals and saturator crystals. All prices include taxes and shipping. All low bids are within the amounts we have budgeted for 2018 Deposits are not included and are returned when the containers are returned. All Chemicals must be certified as NSF for water treatment.

A 6% increase in pricing from last year. - Chlorine for the Water Treatment Plant tender be awarded to Clear Tech as per their tendered price of $18, shipping included. A 7% increase in pricing from last year. - KMnO4 for the Water Treatment Plant tender be awarded to ClearTech Inc. as per their tendered price of $20, or $ 21, shipping included. There was no change on pricing from last year. - Ammonium Sulfate for the Water Treatment Plant tender be awarded to Canadian Colors & Chemicals as per their tendered price of $10, shipping included. There was no change on pricing from last year. - HSF Acid (Fluoride) tender be awarded to Brenntag as per their tendered price of $10, shipping included. There was a 2% decrease in pricing from last year. - Sodium Hydroxide Solution Tenders be awarded to Brenntag as per their tendered price of $68, shipping included. There was a 36% increase in pricing from last year. DELEGATED AUTHORITY The disposition of this report is within City Council s authority, and the WT/WWT business Division is waiting authorization from Council to proceed with using the noted distributors for the supply of water treatment chemicals for
