3 QUESTIONS SUBMITTED BY INTERESTED FIRMS QUESTIONS COLLECTED AT THE PRE-SUBMITTAL CONFERENCE Robert Bush, IBI Question: What NEPA work will be completed? Answer: In this RFQ, the NEPA work will include requirements as it relates to the planning and development of our transit centers (Crabtree Valley Mall, Triangle Town Center, Midtown-North Hill and East Raleigh) as well as our Maintenance facility at Poole Road and the Wake County ADA Facility. Any NEPA work as it relates to the Bus Rapid Transit-BRT project (RFQ ) will not be included in this RFQ. General Clarification: Disadvantaged Business Enterprise (DBE) Answer: In this RFQ, the Disadvantaged Business Enterprise (DBE) percentage is 13%. This percentage is race neutral and is not split between Women Business Enterprise (WBEs) and/or Minority Business Enterprise (MBEs). Robert Bush, IBI Question: Do you want us to tell you which category we are submitting on? Answer: This RFQ s scope of work is inclusive of six (6) categories (reference to RFQ- Scope of Services, starting at page 9). Staff request that all potential firms indicate which category (or categories) it chooses to apply for. Robert Bush, IBI Question: How many firms will you select overall or on an individual category? Answer: Although staff does not prohibit multiple firms from being selected for an individual category, it is staff s preference to have one firm per selected category. Robert Bush, IBI Question: Will you have more than one firm under transit planning? Ann Steedly, Planning Communities Answer: Please reference the response in the previous question. Question: We are looking to have a natural, cultural resources compliance specialty as a subconsultant. Answer: All interested firms must identify which services will be performed inhouse and which will require sub-consultants on the project team. Qualification packages should include all required information for all team members (in hours and sub-consultant), as outlined in the Qualification section of the RFQ, starting on page 6. Robert Bush, IBI Question: Do you have a preference on proposing on all categories or is it preferable for just one? Answer: Staff does not a preference for whether a firm can complete one or all of the categories. It is the department s goal to select the best firm for each/all categories, which will be determined during the evaluation process. Please refer to the Evaluation Criteria, starting on page 7. 4 Robert Bush, IBI Question: How will you award the work if you have multiple firms for one category? How will you decide which firm will be awarded the work? There is preference to just award it to one company instead of having everyone compete again? Answer: Staff will determine the best firm for each/ all of the categories. During the proposal and evaluation process, staff will determine which firm is best qualified based on the evaluation criteria. It is recommended that each proposing firm review the evaluation criteria to increase its chances for the highest possible score. Robert Bush, IBI Question: Other than BRT, is there anything else being left out of this contract? Answer: Staff request that all proposing firms refer to the details of this RFQ, to include the Scope of Services and all associated categories. Any tasks outside of these services, as well as any NEPA work as it relates to the Bus Rapid Transit (BRT) project, will not be inclusive in this RFQ. Robert Bush, IBI Question: Does this contract include any route planning opportunities? Steve Bert, Planning Communities Answer: Yes, route planning is included in the Transit Planning and Development category within the Scope of Service (reference page 9 of the RFQ). Question: When we submit the RFQ, would it be more beneficial to submit in separate packages or one package for the separate copies? Answer: Staff does not have a preference for how the information is organized, as long as it meets the basic requirements outlined in the Qualification section, starting on page 6 of the RFQ. Anything in addition to these qualification, is at the discretion of the proposing firm. General Clarification: Applying for Multiple Services If a proposer firm chooses to submit to only one of the services, the qualification package shall not exceed 12 pages. If a proposer chooses to submit on multiple services, the qualification package shall not exceed 16 pages. Please refer to the Qualification section, starting at page 6 of the RFQ. QUESTIONS SUBMITTED AFTER THE PRE-SUBMITTAL CONFERENCE Ann Steedly, Planning Communities Question: Good afternoon. This question is being submitted in reference to the subject request for qualifications for on-call transit technical assistance services for the City of Raleigh. Based on the RFQ, it seems that the resumes requested would count toward the page limit of the qualifications package. Given the proposal page limits, for Qualification Item 4. "Submit resumes of individuals who will be 7 assigned to the proposed contract." is it acceptable to use a condensed bio-style resume to meet this qualifications requirement? (Friday, December 7, 4:49am) Answer: Staff does not have a preference for the type of resume included the Qualification, as long as it highlights the experience of the team members, specifically any and all experience as it relates to this RFQ scope of service. 5 RFQ INFORMATION REVISIONS Disadvantaged Business Enterprises (DBEs) The following sections are superseded by the City of Raleigh s Transit Program s (GoRaleigh) established Disadvantaged Business Enterprise (DBE) goal: - Section 2. Contracting with Disadvantaged Business Enterprise, statement The NC Department of Transportation/Public Transportation Division s overall goal for DBE participation is 6.1% The City of Raleigh s Transit Program, GoRaleigh, 13% Disadvantaged Business Enterprise (DBE) utilization goal on Federal Transit Administration funded projects. This is in accordance with 49 CFR Part 26.45(g), which encourages maximum public participation and solicitation. 7 General Information This RFQ will aid the city to readily address complex administrative and operating issues with the Transit Program, GoRaleigh This RFQ is anticipated to lead to 3-year (36 month) service contract Services will be funded by federal, state and local funds All information submitted in response to this RFQ shall become property of the City and subject to public record, with exception to trade secrets in accordance to North Carolina law.

9 Scope of Services The scope of work will include but not be limited to the following. Transit Planning and Development Route Planning and Development, Data Collection and Analysis, Technical Assistance, etc. Grant Development Development of Competitive Funding Proposals and Applications Customer Service Satisfaction Surveys Development and execution of surveys for transit services with successful confidence level Federal Transit Administration Federal Compliance Civil Rights, American with Disabilities Act, National Environmental Policy Act*, etc. Development of Federal Planning Documents Development of planning documents that outline future transit capital and operating investments Transportation Studies and Analysis Studies regarding specific policy, planning and other issues resulting in practical recommendations. *NOTE: NEPA work will NOT be inclusive of BRT corridors or stations. This is solely for future transit facilities.
