2 2015: an year full of milestones in the united Nations to define a new development agenda Addis Abeba Agenda for Action Financing Sustainable Development Sendai Framework for Disaster Risk Reduction Evaluation and review of the implementation of the Hyogo Framework for Action Transforming our world: the 2030 Agenda for Sustainable Development A new universal program, consisting of 17 Sustainable Development Goals and 169 Targets Paris Agreement COP21, limit the increase of the global temparature

4 Background September 2015 the United Nations adopted 17 SDGs with 169 targets in the 2030 Agenda. The SDGs : - were built on the Millennium Development Goals (MDGs) - are an integrated system - are universal and apply to all countries After Nations adopted the 2030 Agenda : - Nations are currently developing their own Agendas based on the SDGs - Local governments have to be included in National strategies and align the SDGs with their own strategies. 7 Lessons for the universal SDG goals The MDGs were developed by a group of experts and this has limited the appropriation of the agenda The level of participation of local and provincial governments and local actors have been relatively limited in the implementation of past MDGs The indicators used for the MDGs have been used with many difficulties

14 How to support the implementation of the new agenda? Creating Horizontal Policy Coherence (Connecting the Silos) There is a shared understanding of the inherent interconnectedness and complexity of sustainable development. How do we undertake strategy-making, planning and policy-making that is based in systems thinking and delivers an integrated view? Integrated policy analysis: to ensure that proposed policies, programmes and targets are supportive of nationally tailored SDGs; Institutional mechanisms: to create formal partnerships across sectoral line ministries and agencies; Integrated modelling: to help clarify and articulate the interconnected system of goals and targets and analyze key policies, programs and projects for their impact on nationally-tailored SDGs.

15 How to support the implementation of the new agenda? Innovative Case Example: Colombia s Horizontal Institutions Among Colombia s new institutions for mainstreaming and implementing the 2030 Agenda are its High-level Inter-Institutional Commission for SDGs with a technical secretariat, technical committee and transverse and inter-sectorial working groups. 18 SENSE and learn LOCALIZING SDG Localizing the SDGs accompanies the process of decentralisation. Local governments can raise awareness on SDGs within their community try to engage more within their existing policy tools How? Through learning events for example Help them to find practical solutions Local and provincial governments with the help of their associations should align with National Governments their plans to the SDGs. Local and provincial governments NEED support to innovate and localize SDG and bring the ressources more close to the local level

19 The example of Negombo, Sri Lanka, SDG8 Peer Learning Localizing SDG 8- decent work and LED City-to-City cooperation within a South- South and Triangular Cooperation framework : Provides a platform for the identification of common challenges and practical policy transfer - building the capacity of municipalities - FSLGA building bridges in the SSA region and with Southern members

20 Localize SDG 16 : Build effective, accountable and inclusive institutions Local and regional Governments are public institutions and should : Perform efficient providing services Protect the public interest and be inclusive Cooperate between government levels Citizens have rights and also duties
