About e-district MMP e-district Mission Mode Project (MMP) The Government of India approved National e-governance Plan (NeGP), comprising of 27 Mission Mode Projects (MMPs) and 10 components on May 18, NeGP was formulated by the Department of Electronics and Information Technology (DeitY), and Department of Administrative Reforms and Public Grievances (DAR&PG), Government of India (GoI) in May 18, NeGP aims at improving delivery of Government services to citizens and business with the following vision: "Make all Government services accessible to the common man in his locality, through Common Service Delivery Outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man" e-district MMP is one of 44 MMPs under NeGP and DeitY is the nodal Department for e-district which is under implementation by State Governments through their designated agencies. This MMP aims at electronic delivery of identified high volume citizen centric services at district and sub-district levels, those are not part of any other MMP. The MMP envisages leveraging and utilizing the four pillars of e-infrastructure namely, State Data Centres (SDC), State Wide Area Networks (SWAN), State E- Governance Service Delivery Gateway (SSDG) and CSCs (Common Service Centres), optimally to deliver public services electronically to citizens at their door steps. Front-ends under the scheme, in the form of citizen facilitation centers, are envisioned to be built at District, Tehsil, Sub-division-and Block levels. Village-level frontends would be established through Common Services Centres (CSCs) for delivery of services. 1

4 Pillars of e-district Mission Mode Project: a. State Wide Area Network (SWAN) b. State Data Centre (SDC) c. State e-governance Service Delivery Gateway d. Common Services Centres (CSC) a. State Wide Area Network (SWAN): The main purpose of this network is to create a dedicated Closed User Group (CUG) network and provide a secured and high speed connectivity for Government functioning and connecting State Headquarters, District Headquarters, Block Headquarters to share the data across various departments with minimum 2 Mbps bandwidth. Architecture of SWAN: SWAN was approved in March 2005 Total Financial outlay of SWAN is Rs. 3,334 Crore to be expended by the Department under Grant-in- Aid of Rs. 2,005 crore, over a period of five years. The SWAN aims to create a dedicated closed user group (CUG) network by connecting around 7500 points of presence (PoPs), providing data, voice & video connectivity to more than 50,000 government offices. Status of Implementation: SWAN is Operational in 33 States/UTs. The list is mentioned below: 2

5 Implementation of SWAN in remaining 2 States/UTs: o Andaman & Nicobar Islands has issued Letter of Intent (LoI) for the selection of Network operator o Jammu & Kashmir is in the process of finalization of bid process. b. State Data Centre (SDC) State Data Centre (SDC) is a physical storehouse of public and private data which will act as a centralized database for various e-government applications. SDC was approved on 24 th January 2008 Financial Outlay of the scheme - Rs Crores over a period of 5 years. o Department of IT (DIT) share: Rs Cr (IT, computer/storage Infrastructure, License and upgradation cost, State level Consultancy, etc.) o State Share under Affordable Care Act (ACA) provision: Rs Cr (Operating cost, Support infrastructure, Facility management, Manpower, bandwidth, Site preparation etc.) Purpose of SDC: To provide shared, secure and managed infrastructure for consolidating and hosting various state level e-government applications To provide trustworthy and managed environment, where citizens can conduct secure transactions. State Service Delivery Gateway (SSDG) SSDG aims to enhance the services provided to the citizens through Common Service Centers (CSCs) by leveraging the common infrastructure (SWAN, SDC etc.) and develop the applications and infrastructure required for deployment of State Portal and State Service Delivery Gateway (SSDG) for the State. This will enable citizens to download forms and submit their applications electronically through a common gateway. SSDG, is one of the core infrastructure pillars of the NeGP which would establish Electronic Service Delivery in all 35 States / UTs. 5

8 SSDG is standard based Messaging and routing switch which provides seamless interoperability and exchange of data across multiple government departments. Common Services Centres (CSC) The Scheme, as approved by the Government of India, envisioned CSCs as the front-end delivery points for Government, private and social sector services to rural citizens of India, in an integrated manner. The new avatar in the form of CSC 2.0 under Public Internet Access Programme of Digital India Programme (see previous page for Nine Pillars under Digital India) aims to set up one CSC in each Gram Panchayat. The CSCs will continue to deliver end-to-end e-services to citizens in an integrated manner, utilising various services and backend infrastructure available through the existing Mission Mode Projects as well as other infrastructure projects. CSC 2.0 project is envisaged as a transaction based and service delivery based model, delivering a bouquet of e-services through a single delivery platform. 10 2. Objectives of e-district MMP The objectives of the e-district Mission Mode Project are to ensure the following: a. Undertake backend computerization of District and Tehsil level offices to ensure electronic delivery of high volume citizen centric services at the district level. b. Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Re- Engineering of identified services. c. Extensive Capacity Building and training of field level functionaries to ensure smooth migration to electronic delivery of e district services and phasing out manual delivery of services. d. Delivery of services through Common Service Centers (CSCs) by leveraging the common infrastructure of SWAN, SDC, and SSDG. e. Development of applications to be hosted at the State Data Centers for delivery of services. f. Delivery of all public services at District/ Sub District level in electronic form through State Portals by using the State Service Delivery Gateways. g. Providing easy, anywhere and anytime access to Government Services (both Information & Transactional) to ensure reliability, efficiency, transparency and accountability. h. Reducing number of visits of citizens to a Government Office/Department for availing the services and thereby eliminating harassment. i. Reducing administrative burden and service fulfilment time & costs for the Government, Citizens & Businesses j. Reducing direct interaction of citizen with the Government and encourage e -interaction and efficient communication through portal k. Enhancing perception & image of the Government and its constituent Departments. To achieve these objectives, service levels and outcomes for each of these services will be clearly laid down by the concerned State, with a view to improving the efficiency and effectiveness of the service delivery. 8

11 3. Conceptualization & Approval of e-district MMP: Implementation of e-district MMP will be completed in four years commencing from which will include 2 years of Operation & Maintenance (O&M) phase.e-district MMP was conceptualized & approved in year 2011 with an intention to: Create an enabling environment for development of applications to deliver high volume, citizen centric services at district & sub-district levels leveraging core e-infrastructure of SWAN, SDC, SSDG, CSCs. Implementation of e-district MMP: e-district implementation was planned in 2 phases. In Phase - I pilots have been undertaken covering 1-2 districts of a State and In Phase - II the project is being rolled out across the State subsequent to successful implementation of the pilot. Pilot Implementation of e-district MMP: e-district pilots have been conducted with an end objective to give a roadmap for the complete State-wide rollout. Following are the key features of the edistrict pilots: e-district pilots have been conducted in 41 districts across 16 States A core list of six services were identified at the national level which were taken up for implementation by all States The States were free to add a further 5 services, at their discretion e-district National Roll Out: The implementation of e-district MMP in the States is proposed to be carried out in 2 phases: In the first phase, districts in which at least 70 percent of the CSCs are operational would be targeted for the rollout and In the second phase, rest of the districts would be selected for the e-district rollout. Key features for National rollout are: e-district project implementation will be undertaken by States/ UTs across all 640 Districts in the country Application & data for the e-district project is to be hosted at the SDC 9

Delivery through CSCs (PPP) 5. About e-district MMP Services: As per the national rollout guidelines (June, 2011), the States / UTs have to select 10 service categories (each service category can have multiple services under it). Out of these 10 service categories, 5 services are mandatory service categories and the remaining 5 categories are optional service categories and can be decided by States as per their requirements. The 5 mandatory service categories that have been identified at the national level and shall be taken up for implementation by all States which agree to participate in the e District MMP are: a. Issue of Certificates including services: Birth, Death, Domicile, Nationality, Caste, Marriage, Income, Employment, etc. b. Social Welfare Schemes including services Social Welfare Pensions (Old age, Widow, Handicap, Destitute), Scholarships. c. Revenue Court including services Case listing, Case adjournment, Stay orders, Final orders, Status of execution of orders: information, tracking, filing of miscellaneous applications. Also, Government dues and recovery, as part of Land Revenue including issue of notices, record payments, track default processes, updation of treasury receipts, etc. d. Ration Card related services including change of address, addition or deletion of members, application for issue of duplicates, etc. e. Grievance redressal and RTI services Grievance redressal - As The Right to Service Delivery and Grievance Redressal Bill is already under consideration with the Parliament, the e-district project should include Grievance redressal as a sub-service which should cover grievance application, tracking, monitoring, and redressal of the grievances. 10

13 RTI services will be applicable to all departments/offices which have been provided with ICT infrastructure and connectivity for delivery of services under e District Scheme. Other than this, the State has to add 5 service categories apart from the mandatory service categories mentioned above. However, in case, funds are available, additional categories of services may also be added by the State, subject to adherence to project timelines. Grants/ Loans NIC has developed work flow of various services for States where it has been the implementing agency. The work flow (after customization, if required) of these services can directly be adopted by other State NIC units for faster and efficient implementation of e-district project in their States. 6. Best Practices of e-district MMP 1. e-district, Kerala: Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission Summary of the Project/ Intervention & Objective(s) e-district was conceptualized to provide integrated, seamless, and online delivery of citizen services at the district level through automation of work flow, backend digitization, integration and process redesign. The project targets delivery of high volume citizen services provided by the district administration, at Taluk or Village level, through back-end computerization to enable online availability of these services through Common Service Centres (CSC) and State portal. Kerala State IT Mission completed the rollout of the 23 Revenue certificate services (Income, Caste, Possession, etc.) launched in the 2 pilot districts across the remaining 12 districts in the State during December 2012 to March 2013, in record time as per the deadlines set by the Government of Kerala. Subsequently, during October 2013, the e-district public portal which was integrated with e-payment gateway, Mobile gateway, Aadhar, etc. was also launched in order to enable the citizens to optionally apply for various services online directly through web portal over the Internet, without visiting the Akshaya centres. Along with the e- District public portal, the Government had also launched the online RTI & Public Grievance services along with 500+ Government fee payment services. An additional certificate service was also launched, and currently 24 certificate services are available through e-district. The objectives of the e-district Mission Mode Project as originally conceptualized by the Central Government are to ensure the following: 1. Undertake backend computerization of District and Taluk level offices to ensure electronic delivery of high volume citizen centric services at the district level 2. Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Reengineering of identified services 3. 66 Methodology Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission Two key aspects of the e-district scheme are Business Process Reengineering (BPR) and creation of comprehensive databases adherent to e-governance standards for the purposes of ensuring interoperability. The e-district MMP envisaged centralized architecture at the State level with common application software for each of the identified services for all the districts of a particular State, in the expectation that the four pillars of e-infrastructure i.e. SWANs, SDCs, SSDGs and CSCs will be leveraged effectively and no new infrastructure would be created. In line with the vision of NeGP, the Government of Kerala envisaged the implementation of the e-district project for making Government services accessible to the common citizen in their locality through Akshaya outlets or online from their home, and to ensure efficiency, transparency & reliability to citizen services. The Government of Kerala had proposed two districts viz. Kannur and Palakkad to pilot the e-district project in the State. The project commenced in June 2008, with KSITM as the State Designated Agency (SDA) for the implementation, and the State Unit of the National Informatics Centre (NIC) was entrusted with the development of the e-district application software to be hosted in the State Data Centre (SDC). Wipro Limited was appointed as the consultant for conducting the process reengineering and providing project management services during the pilot implementation. The e-district pilot project went live with 23 Revenue certificate services in Kannur on 17 th Dec 2010 and subsequently in Palakkad on 8 th Feb To enable seamless service delivery thorough e- District, the Government also framed and notified the Kerala Information Technology (Electronic Delivery of Services) Rules, 2010 under the Central IT Act, All certificates issued through e-district portal electronically bear the Digital Signature of the concerned issuing officer. To enable the acceptance of digitally signed certificates as authentic Government records, GoK has issued requisite orders (GO No. 24/2010/ITD, Dt ). Following the overwhelming success of the e-district project in the 2 pilot districts, the Government of Kerala rolled out e-district across the entire State during the period Dec to Mar.2013, in accordance with the plan proposed from DeitY, GoI for Statewide rollout of e-district. 64

67 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission In continuation to the services rendered during the pilot phase, NIC was selected on nomination basis as the Application Development Agency (ADA) for the rollout; and Keltron was issued the Work Order for the supply of IT hardware at project locations for the first phase. Around 2,000 laptops/desktops were procured and distributed across the State as gap IT infrastructure for the e- District rollout for 23 Revenue certificate services. Dedicated VPN over Broadband connectivity was established at 1,500+ Revenue Village Offices in Kerala through BSNL and Railtel, while KSWAN connectivity was made use at Taluk level, and Digital Signatures (DSC) were issued through NIC Certifying Authority (NICCA) for the Government officials participating in the project. The IT Department has also deployed 4 State-of-the-art database and application servers in addition to 7 existing servers at the SDC for ensuring scalability and reliability of e-district IT infrastructure. A team of dedicated System and Database Administrators were appointed for ensuring the uptime and maintenance of the e- District IT infrastructure. A District e-governance Society (DeGS) was formed in all the districts in strict adherence to the e-district rollout guidelines laid down by DeitY. KSITM has also placed a team of 5 Handhold Support Engineers each in all the districts on contract basis under the District e-governance Society (DeGS) for providing project support to the District Administration with the rollout activities and post implementation operations. A team of Master trainers were appointed by KSITM at State level for imparting trainings to the HSEs, Government officials and Akshaya CSCs. According to the guidelines framed by DeitY for the State wide rollout, 10 categories of services needs to be implemented under the e-district MMP out of which 5 core categories have been specified as mandatory by DeitY, and additionally 5 optional State specific services were required to be implemented. Accordingly, Government of Kerala has envisaged automation of workflow and internal processes of District Administration under e-district with seamless integration of various services from Revenue, RTI, Public Grievances, Food & Civil Supplies, Transport, Universities, LSGD, Electrical Inspectorate and Utilities. The finalized list of e-district services approved by the Apex Committee, held on 26 th December 2013, for State wide rollout is provided in the following table. 65

68 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission The citizens can apply for e-district services online by accessing the portal Apart from that the citizens can also avail the services by visiting any of the 2,400+ Akshaya CSCs, spread across the length and breadth of all the 14 districts of the State. The citizen needs to undergo a one-time registration for availing any of the e-district services and is provided with a unique e-district id. Once the registration is done either through the e- District public portal or via the Akshaya CSC, the application can be submitted through the system and the same shall be forwarded to the processing/verifying officer. For the public portal, online payment gateway offered by NDML consists of Internet banking, debit card, credit card and IMPS facilities of more than 60 banks. The Aadhaar database is integrated for authentication for the purpose of user creation. Once an application is received through e-district, verification of the application is completed online and same is forwarded to the approving authority. The supporting information attached with the application maybe verified by checking the online databases of ration card, Election, SSLC data and driving license, as these are integrated with e-district portal for real-time data verification. Once verified, the approving authority shall approve/reject the application using their digital signature. Once the application has been approved / rejected, the citizen receives a notification via sms after which a print out of the certificate maybe taken either by logging into the e-district portal using the application no. or by visiting any Akshaya CSC. Various utility bill and University bill payment services are also available through e-district portal which can be accessed either directly or through Akshaya/Friends. In order to ensure that a strict priority is enforced and applications received are processed transparently without any prejudice on the Government officials part a mechanism called First in First out or FIFO has been introduced in e-district Kerala which eliminates the chances of processing of applications on a preferential basis. However, provision has been made in the software to accommodate emergency cases which may be processed after providing sufficient justification in the system. With the advent of the e-district project, each application submitted at Akshaya CSCs or e-district public portal has a 66

69 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission predefined Service level associated which can be tracked through the e-district application using MIS reports, dashboards, etc. by the State Government and district administrations thus ensuring accountability in the service delivery. Moreover the services under e-district have also been notified under the Right to Services Act by the Government of Kerala, which further increases the accountability of the Government officials. Beneficiaries/Target Group Citizens Businesses Status Before Implementation Before the implementation of the initiative, a citizen could avail the service only by visiting the respective office during office hours. The applications were not processed on a First in First out (FIFO) basis and also the citizens had to wait in long queues to avail the services. The citizens had to also go to the office multiple times for obtaining one certificate or making payments and in cases of certificates, Public Grievance redressal, etc. he had to travel to multiple offices multiple times depending upon the nature of the service. For the officials also, there were multiple challenges as they had to manually sign a large number of certificates during the office hours and as the public would be pouring in throughout the day, they had difficulty focusing on other important activities which needed to be cleared on priority. A large amount of time had to be spent on the field verification also. 67

70 Status After Implementati on Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission Cost Reduction Before the implementation of the e-district project, the average cost for one trip to a Government office was calculated to be around Rs. 300/- which includes the travel expenses and the loss of wage for an ordinary citizen, (Government offices in Kerala are functional only from 10.00AM to 5.00PM, Monday to Saturday) thus incurring an average cost of around Rs. 900/- across 3 days to avail a certificate. After the implementation of the e-district project, a common citizen need not travel to Government Offices as a certificate application can be submitted from the nearest Akshaya CSC or e- District public portal directly. The citizen has the flexibility to conveniently do the application submission during non-working hours of Government or even on holidays thus any productivity or wage loss can be effectively avoided. There is a service charge of Rs.10/- collected for delivering e-district services through Akshaya CSCs or the e-district public portal. Additionally, an application service charge of Rs. 2/- is collected at Akshaya CSCs as government share which shall be used for the self-sustenance of the e-district project as prescribed from DeitY. This money collected as service charge is shared with District e-governance Societies (DeGS) for managing e-district operations across the districts. Rs. 5 is also collected as stamp fee which is a statutory requirement for submitting applications, which shall be remitted to the Government treasury. Standard rates for scanning and printing has been fixed at Rs. 2 per page at Akshaya CSCs in case any supporting documents need to be uploaded. No supporting documents need to be scanned for Ration Card, Driving License, SSLC, EPIC as database sharing with e-district application is 68

71 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission Corruption Reduction With the advent of the e-district project, each application submitted at Akshaya CSCs or e-district public portal has a predefined Service Level associated which can be tracked through the e-district application using MIS reports, dashboards, etc. by the State Government and district administrations thus ensuring accountability in the service delivery. Moreover the services under e-district have also been notified under the Right to Services Act by GoK, which further increases the accountability of the Government officials. In order to ensure that a strict priority is enforced and applications received are processed transparently without any prejudice on the Government officials part, a mechanism called First in First out or FIFO has been introduced in e-district which significantly eliminates the chances of processing applications on a preferential basis. As the service delivery is completed through the system which provides facilities to later verify the authenticity and origin of certificates issued, and is a deterrent to processing ineligible/illegal applications through the same as they would amount to evidence in the event there is an enquiry in future. Again, as service delivery is completed through Akshaya CSCs and e-district public portal the citizens do not typically need to interact directly with the Government officials unless physical verification is absolutely required. Service Improveme nt Significant reduction in time investment in availing services: After the implementation of the e-district project across Kerala, a common citizen is not required to travel to the Government office delivering certificate services; as the facilities for online application submission, status tracking and online delivery are now available. Seamless end-to-end online service delivery through Akshaya CSCs or e-district public portal is available, with no visits required in majority of cases or single scheduled visit to Government Offices in case physical verification is required as per process, and digitally signed certificates issued online which can be verified for authenticity from the e-district portal. Once the certificate/output is approved, the citizen shall be notified through SMS and the applicant can obtain the print out from the nearest Akshaya CSC or take the print out directly from the e- District portal, thus eliminating the need to even travel to an Akshaya CSC. An e-district Android Smartphone App has also been made available by the Government of Kerala to track the status of 69

With the implementation of the e- District project in Kerala, the average time for application submission has been noted to be 20 minutes and for status tracking/delivery 5 minutes, thus, reducing the average time for the entire service delivery to around half an hour. Difficulties/Challenges & Lessons Learnt The key problems identified during the baseline study for the project implementation were the following: Lack of unified formats: Different districts/offices were using different formats of certificates, wanting different types of supporting documents etc. Retrieval of data was extremely difficult as the officers have to check manual user records There were no facilities to check the genuinity of the certificates issued The citizens have to travel multiple offices, multiple time to avail the services and to check the status No proper service level agreements were in place to deliver the services. District e-governance Societies (DeGS) were formed in all the 14 districts as part of the e-district implementation, and an active district team was built within a short time span to support the implementation activities at district level. Mass recruitment drives were conducted across the State and 5 Handhold Support Engineers (HSE) were deployed in all the districts to support the DeGS in project implementation and operations. Master Trainers were also appointed to impart trainings to department staff and Akshaya CSC operators. Awareness campaigns were also completed at district level through various media including newspapers, TV, radio, social media, etc. Technical staff at State level were appointed for maintaining the e-district IT infrastructure hosted at the State Data Center, and a Helpdesk was also setup to provide phone support to department users, CSCs as well as the public. Even though the Re-Engineered processes during the e-district pilot and state-wide rollout had proposed to bring in considerable benefits to improve the service delivery, there were certain key learnings associated with the implementation of the project. 70

73 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission Implementation of reengineered processes: There were certain challenges with regard to the implementation of reengineered processes preliminarily where legal amendments were difficult to be made in the short term; such as practical difficulty in affixing court fee stamps, manual forwarding of hardcopy application from Akshaya to the Government offices, partially automated workflow in certain cases, requirement for physical verification due to lack of database integration of many departments, etc. Changes to be made in the application software: After the project was rolled out with significant process improvements and reengineering the departmental users through experience had raised numerous change requests to be incorporated in the e-district application software for improving the service delivery. Most of the change requests could be implemented only after detailed deliberations with the department in terms of the suitability of the suggestions, and amendments to EDS rules wherever applicable which was a time consuming and arduous activity. Limited service delivery modes: At the time of implementation, the service delivery points were mostly Akshaya centers and in a few cases the departmental offices. This created bottlenecks in service delivery especially during the peak seasons and the need for a public portal was raised widely. Lack of Service Level monitoring: There were no MIS dashboards or monitoring mechanisms available initially for effective service level monitoring and also there were no auto escalation mechanisms in the e-district application. During the initial stages of the project there were reports that no noticeable difference could be seen between the service levels existing under e-district and manual service levels, without proper monitoring and enforcement by authorities. Cost to Citizens: In many cases, it was understood that the citizens had to bear a significant cost for availing services from Akshaya centers, as service charges and also charges for scanning of various supporting documents, printing, etc. since the database verification facility for most of the departments were not enabled. There was a growing need to revise the service charges. Also, the service charges were the same for all 71

74 Statewide Rollout of e-district MMP in Kerala :: Kerala State IT Mission categories including the reserved categories such as SC/ST and these service charges needed to be relaxed as per prevailing GOs. Non-availability of core infrastructure: Since the e-district project calls for certain key core infrastructure requirements at project locations such as IT hardware, connectivity & digital signatures; the non-availability of any of these adversely affected the delivery of services. Lack of awareness among user communities: During the initial stages, there was a lack of awareness regarding the necessary Government Orders (G.Os) among the various organizations/ officials requesting the certificates, and the same was causing inconvenience to citizens. There was a need to educate various departments and agencies reactively in order to make them accept digitally signed certificates in place of manually signed certificates. Non re-usability of Certificates: Certificates issued from the Village/Taluk Offices are not based on validity but based on purpose, mandating the citizen to request a fresh certificate each and every time as and when required, which needed to be streamlined with requisite amendments. Current Status As on August 2015, 1.5 Crore+ certificates were processed through 1,500+ Village Offices and 2,400+ Akshaya CSCs spread across all 14 districts of the State, of which issuance was completed for more than 90% of applications. As such e-district Kerala may be considered unique in the country itself, wherein open source technologies have been successfully deployed across locations for service delivery. 11 State-of-the-Art Servers including Web, Application and Database servers were deployed at the SDC in Thiruvananthapuram to cater to all the project locations and CSCs. Laptops were proved at a 1:1 ratio in all the project locations. It undertakes backend computerization of District and Tehsil level offices to ensure electronic delivery of high volume citizen centric services at the district level. The Mission of e-district project is Strengthening the District administration to deliver government services in a simplified, transparent and convenient manner to the citizens leveraging the Information & Communication Technologies. For achieving its Mission, Government of Madhya Pradesh as one of the Pilot States has implemented e-district in the following 5 Districts namely: 1. Guna 2. Gwalior 3. Indore 4. Sagar 5. Shivpuri Now, implementation of e-district has been rolled out in remaining districts. 82 3. e-district, Jharkhand E-District for electronic delivery of Citizen centric services in Ranchi Jharkhand agency for promotion of information Technology (JAP-IT) Summary of the Project/ Intervention & Objective(s) e-district is one of the MMPs identified under NeGP, which is aimed at strengthening the District administration to provide Government services by leveraging ICT, to the citizens. The e-district project is an ambitious project undertaken by the Government of Jharkhand under the Jharkhand Agency for Promotion of Information Technology (JAP-IT). Aim: The project aims to make available the G2C (Government to Citizen) easily accessible to citizen through Common Service Centers (CSCs)/Pragya Kendra Centre s which are opened at urban and village level. Vision: To optimally leverage and utilize the three infrastructure pillars, (SDC, SWAN & CSC) to deliver services to the citizen at his doorstep. Objectives of the e District Mission Mode Project: a) Undertake backend computerization of District and Tehsil level offices to ensure electronic delivery of high volume citizen centric services at the district level. b) Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Re-Engineering of identified services. c) Extensive Capacity Building and training of field level functionaries to ensure smooth migration to the electronic delivery of e district services and phasing out manual delivery of services. d) Delivery of services through Common Service Centres (CSCs) by leveraging the common infrastructure of SWAN, SDC, and SSDG. e) Development of applications to be hosted at the State Data Centres for delivery of services. f) Delivery of all public services at District/ Sub District level in electronic form through State Portals by using the State Service Delivery Gateways. g) Providing easy, anywhere and anytime access to Government Services (both Information & Transactional) to ensure reliability, efficiency, transparency and accountability. h) Reducing the number of visits of citizens to a Government office / department for availing the services and thereby eliminating harassment. i) Reducing the administrative burden and service fulfilment time & costs for the Government, Citizens & Businesses 80

Local Residential Certificate In order to avail the above mentioned services, the residents of Ranchi district will visit the nearest Pragya Kendras (Common Service Centre). Pragya Kendras works as a one-stop for certificates, cutting numerous trips to Collectorate or block offices. Out of this amount of Rs 15/-, Rs 10 would be for the SCA running the CSCs ( UTL in Ranchi) to be split amongst themselves and the VLE running the CSCs. Balance amount of Rs 5/- is towards government offset. Corruption is not involved as everything is carried out electronically Pragya Kendras are established in both city and rural areas 2. Hardware has been deployed in all the 4 blocks and 303 panchayats and the application is planned to go live with other services very soon. Over 2 Lakh electronically processed and digitally signed certificates were issued. Every post/ designation of the Akrutibandh has role to play In e-disnic, creation of new user, assignment of menus & submenus (roles) to the users is handled through separate module called e-disnicadministration. Users are provided with Username & Password. Lastly e-disnic portal is ProRTI - All or part of the e-disnic modules reports can be made available to the public for viewing via the district web site i.e. This will help the district Administration to be more proactive in disclosing information to the public, causing the spread of RTI. SMS Cost is as per NIC rate which comes out to be 4 to 6 paise per sms.
