2 2. Moment of Reflection 3. Singing of O Canada 4. Recording of Attendance The Warden noted that Mr. DiCarlo and Mr. DiPasquale were not in attendance. All other members of Essex County Council were present. 5. Disclosure of Pecuniary Interest There were no conflicts of pecuniary interest declared. 6. Adoption of Regular Meeting Minutes Minutes of October 4, Moved By Mr. Antaya Seconded By Mr. Meloche That the minutes of the October 4, 2017 Regular Meeting of Essex County Council be adopted as presented. 7. County Warden s Welcome and Remarks Warden Bain welcomed the members of County Council, staff and members of the public. He noted his participation in the following events: Attended the Food Policy Council on Healthy Eating meeting. Attended the Opioid Strategy Committee Media Conference and Workshop in Windsor where members of the Committee led discussion regarding the issues surrounding the misuse and abuse of opioids in the Windsor Essex County area and the growing challenges affecting the health care industry as it relates to this problem. He noted that there was a community forum scheduled October 18 in Leamington to engage the community on what steps to take to find solutions to this crisis. Attended the Windsor Essex Compassionate Care Community - Citizen and Sponsor Meeting Attended the CWATS Fall Harvest Bike Ride with other members of County Council. He noted that trails now officially connect all municipalities in the County. Warden Bain announced that Essex-Windsor EMS received the Gord Smith Healthy Workplace Bronze Award as an acknowledgement for their 2

3 work in advancing mental health care and programs for their staff. He requested Chief Krauter elaborate on the award. Chief Krauter presented Deputy Chief Lemay with a plaque that honors the efforts of his team in advancing mental health wellness for the staff of Essex-Windsor EMS. Over several years Deputy Chief Lemay has worked to develop a peer support program that is one of the most successful programs of its kind in Ontario. He noted that other EMS services are looking to EWEMS for their leadership in developing similar programs. Deputy Chief Lemay noted that there is a large team of people working together to realize positive strides in the mental well-being of the staff of EWEMS. He noted that working with the EWEMS Management Team, community partners and the Canadian Mental Health Association, they have been able to get the guidance they need to establish the program internally. He commented that it was a rewarding experience and being awarded the bronze level recognition was a good step in encouraging the program participants to achieve greater things and enhance services each year. 8. Consent Agenda There were no items for the Consent Agenda for October 18, Reports and Questions 11.1 Essex Windsor EMS - Resource Requirements Report Number 2017-R007-EMS-1018-BK, dated October 18, 2017 from Bruce Krauter, Chief, EWEMS. It was noted that both representatives from Amherstburg were absent from the meeting and had requested that this report be deferred until they were present Moved By Mr. Paterson Seconded By Mr. Antaya That Report 2017-R007-EMS-1018-BK be deferred until the next meeting of Essex County Council (November 1, 2017) 11.2 Essex Windsor EMS Response Time Standard Plan Report Number R008-EMS-1018-BK, dated October 18, 2017 from Bruce Krauter, Chief, EWEMS. 5

6 Chief Krauter presented the legislative reporting requirements outlined in the report. Mr. McNamara noted that despite efforts to improve some response times, it was becoming evident that there are ever increasing obstacles. He questioned Chief Krauter about potential relief methods that could improve the situation? Chief Krauter indicated that there were changes proposed to the Ambulance Act that may provide paramedics the ability to transport patients to health care facilities other than emergency rooms. This could reduce the offloading delays, as well as deliver patients to a more suitable facilities to be assessed and treated. Ms. MacDonald questioned whether political pressure would help in getting some attention brought to the issues surrounding the delays in Emergency Rooms. She stated that municipalities are ultimately paying the price for inefficient health care services at emergency rooms. Chief Krauter indicated that the Province has provided funding for a dedicated 24 hour Offload Nurse at both Windsor Regional Hospital sites, but is now changing the funding model so that may not continue in future years. He stated that pressure needs to be brought forward to the Province for proper funding for emergency departments in all hospitals. Mr. Antaya questioned whether all areas of Ontario are experiencing these same delays. Chief Krauter advised that it was a common problem and was becoming worse. He stated that Erie Shores Healthcare is now also experiencing offload delays, which was never the case previously Moved By Mr. Bondy Seconded By Mr. Bachetti It is recommended that County Council authorize Administration to adopt and submit the proposed 2018 Essex Windsor EMS Response Time Performance Plan, as required under Ontario regulation 257/00(as amended by Regulation 267/08) 6

7 11.3 Electricity and Natural Gas Update - Commodity Price Hedging Strategy - AMO/LAS Procurement Program Report Number 2017-R04-ADM-1018-RM, dated October 18, 2017 from Robert Maisonville, CAO. Mr. Maisonville presented the report and outlined the favourable rates obtained by the County over the term of the contract with LAS Moved By Mr. Fazio Seconded By Mr. Queen That Report #2017-R04-ADM-1018-RM providing the Electricity and Natural Gas Update - Commodity Price Hedging Strategy-AMO/LAS Procurement Program, be received for information Town of Amherstburg Request to Review the 1994 Joint Powers Agreement Report Number 2017-R010-CS-1018-MB, dated October 18, 2017 It was noted that both representatives from Amherstburg were absent from the meeting and had requested that this report be deferred until they were present Moved By Mrs. MacDonald Seconded By Mr. McNamara That Report 2017-R010-CS-1018-MB be deferred until the next meeting of Essex County Council (November 1, 2017). 12. New Business 13.1 City of Windsor Received a copy of City of Windsor Community Development and Health Services Report # C182/2017, dated October 2, 2017 requesting a letter of support to Minister Duclos for the creation of a Canadian Poverty Reduction Strategy. 7

8 Moved By Mr. Bondy Seconded By Mr. McDermott That Essex County Council submit a letter of support to the Honourable Jean-Yves Duclos for the creation of a Canadian Poverty Reduction Strategy Approval of Border Building Inc. Board of Directors (WindsorEssex Economic Development Corporation) Council considered the request received from Rakesh Naidu, Chief Operating Officer, WindsorEssex Economic Development Corporation seeking approval of County Council for appointment of Border Buildings Inc. Board of Directors, in accordance with Section 5.2 of BBI By-law Council was provided with the following background information: Border Building Inc. (BBI) is a 'sister' organization to the WindsorEssex Economic Development Corporation (WE Ecdev). It is a registered Charity, incorporated in 1959 with objectives of: encouraging new industries to locate in the region; assisting existing industry in the region; to purchase, lease, construct or otherwise acquire, hold, manage and improve industrial lands and buildings; to let, sell or otherwise dispose of it's holdings from time to time; to receive, acquire and hold gifts, donations, devises and bequests. The previous BBI Board was comprised of the Mayor of the City of Windsor, Warden of the County of Essex and Chair of the Board of WE Ecdev. The new BBI Board is proposed to be comprised of Mayor Drew Dilkens, Warden Tom Bain and WE Ecdev member Tal Czudner. It would be the intent of the Board to utilize the remaining BBI funds for marketing the region and then wind up the BBI Corporation. Mr. McDermott questioned whether the Committee had ever disposed of holdings before and how much was being considered for disposition now? 8

9 Warden Bain indicated that he was not aware of the Committee disposing of any funds in a few years. In response to a question, Warden Bain noted that the current holdings being considered for disposition was approximately $65, Moved By Mr. McNamara Seconded By Mr. Fazio That Essex County Council approve the appointment of Tal Czudner and Warden Tom Bain to the Board of Directors of Border Building Inc County Road 22 and County Road 19 Construction Mr. McNamara requested an update on the status of the construction project at County Road 22 and County Road 19. Mr. Bateman provided details of the paving work, as well as traffic signals work being performed over the next 2 weeks. He noted that it was anticipated that the project would be complete ahead of schedule in 2-3 weeks time, weather permitting County Roads Rationalization Study Mr. Antaya requested an update on the project. Mr. Bateman indicated that the RFP had been issued electronically and was getting some responses from plan-takers. He advised that the RFP closes at the end of October and it was anticipated that the contract would be ready for Council s consideration at the first meeting of December. 14.
