Each workshop will be led by a facilitator and have a rapporteur to record the discussion. Group 1:: Group 2: Group 3: Expected output of Day two: 19:00 Dinner offered by Ethiopian Government (Hilton) Shared understanding that public administrations gradually take a place among the biggest software consumers and as such by using appropriate technologies they will be able to dramatically reduce the ITC related expenditures Understanding of the concept of the Centre of Excellence as a place wherepublicsectorinstitutionsanduniversitiescanengageinthecreationof mechanisms for a more sustainable and equitable deployment of ICTs in Africa Some proposals on what are the facilitating factors that can help in the creation of Centres of Excellence and what are the inhibiting factors and how they can be addressed Some practical solutions to common problems revealed during the previous plenary discussions 6

He will introduce the presenter, ensure that time restrictions are observed, and direct the floor discussion, after which he would provide a brief summary.
