Significant devolution of public service delivery responsibilities and development resources had taken place since the implementation of Laws 22 and 25 of The Laws were recently revised with the passages of Law 32 and 33 of The above legislative framework along with the new law on National Planning System (Law 25/2004) poses both challenges and opportunity in completing the adjustment process toward ideal decentralized public services, which are more responsive to the demand of the citizens at the local level. UNDP is assisting the Government of Indonesia in implementing a decentralization support programme aimed at facilitating the local and provincial governments in implementing decentralized governance. The programme includes a core project on demand-driven public services delivery improvement at the Kabupaten/Kota levels (through Building and Reinventing Decentralized Governance-BRIDGE project). This position will work on the BRiDGE project and will be based in project office in BAPPENAS. Duties and Responsibility The Administrative and Finance Assistant will primarily assist the National Project Officer (NPO) in the day-to-day management support to the Executing Agency at the national project office, and assisting other project staff in their execution of their respective responsibilities. The Administrative and Finance Assistant has the following responsibilities: Arrange for and provide secretarial support in the project office, particularly in conducting regular correspondence, filing documents, maintaining a contact list, arranging meetings, and taking minutes; Arrange provision and maintenance of office equipments and supplies; Assist in the organization of events such as workshops and seminars to be held at the national level, and provide necessary assistance of events at the provincial and district level; Support the project staff in making travel arrangements; Establish a system of compiling, classifying, storing, and processing documentations of processes in the project; Under the supervision of National Project Officer, formulate financial plans of this project; Review budget requirement for activities at the local, provincial and national levels; Prepare and arrange disbursements, payment requests, travel authorization, contracts, etc.; Prepare regular financial reports, and manage the filing system for financial documents, both electronically and hard copy. Act as custodian of office petty cash; Responsible for coordination and liaison on project administrative and financial matters with UNDP as appropriate; Perform other duties as required by the National Project Director, National Project Officer, or Project Officer.

Duties and Responsibilities The National Project Officer (NPO) will be responsible for coordinating the implementation of project activities through the provision of managerial support and administrative backstopping to the Executing Agency at the national level in all relevant project aspects. The NPO has the delegated responsibility for the day-to-day coordination within the project office to direct and supervise provincial project coordinators; plan, manage and monitor the use of project resources; and liaise with other relevant governance projects initiatives. The NPO will be working under the National Project Director (NPD) at the project office in BAPPENAS, and with some direction on substantive and programmatic matters from Head of Governance Unit. The NPO has the following main duties and responsibilities: Coordinate the development of project work-plans with Project Officer and Provincial Coordinators, primarily to integrate and synergize efforts and resources of the project, and of the identified development programmes of the provincial and local governments; Execute the project work-plans at the national level, and monitor the implementation of activities at the local and provincial levels; Provide advisory and support for the execution of project work-plans at the provincial and local levels; Develop, in coordination with Project Officer in UNDP, the instruments and mechanism for project s supervision, monitoring and evaluation in line with UNDP M&E framework; Advise and support Bappenas in enhancing and institutionalizing project-supported coordination mechanisms, primarily those that will strengthen development resource allocation policy at different levels of government; 3

4 Develop, in coordination with Project Officer in UNDP, the substance and materials for communicating the project and its outputs to various stakeholders, and manage public outreach activities as directed by the NPD; Serve as BRiDGE focal point in Bappenas for liaising with other government institutions, other UNDP projects (primarily LoGIC) and with a wider decentralization stakeholders as directed by the NPD; Prepare regular substantive reports, with special attention in documenting processes in the project; Organize and manage day-to-day operations of the project office, and supervise the work of Administrative and Finance Assistant; Establish operational mechanisms and instruments in the project offices, communicate them to project staffs, particularly those in the regions, and implement and supervise them systematically; Review financial reports and documents them regularly for quarterly and annual reporting; Perform other relevant duties as required by the National Project Director and the Head of Governance Unit. Qualifications 1. Minimum a Master s degree or comparable relevant experiences in public administration, political science, urban/regional planning, community/social development, other related fields; 2. Minimum 8 (eight) years of demonstrated experience in development work and/or in managing projects in the areas of governance, social development or other related fields; 3. Excellent command of both written and spoken English; 4. Excellent communication and presentation skills, particularly for coordinating and facilitating various development and governance partners; 5. Full of initiative and sound judgment, and demonstrated ability to work in multi-cultural UN environment; 6. Computer literate, particularly with MS Office suites; 7. Willingness to travel to project sites; 8. Previous experience with National or International NGOs or UN is an advantage. Duties and Responsibilities The Project Officer will perform substantive and programmatic functions, under the direction of the Head of Governance Unit in coordination with National Project Director (NPD). The incumbent will also seek collaboration and synergy among various Governance Unit decentralization support initiatives, and with other UNDP programmes. S/He will work closely with the National Project Officer (NPO) in the project office and with project staff in the regions, and will also serve as the Country Office primary focal point for the LoGIC project. The Project Officer has the following main duties and responsibilities: Provide substantive contribution and advisory to the development and implementation of project work-plans, in coordination with NPO and in collaboration with Provincial Coordinators; Provide substantive support to the execution of work-plans at all levels of government; Establish, in collaboration with NPO, the instruments and mechanism for, supervision, monitoring and evaluation of project activities at all levels of government in accordance with UNDP M&E framework; Establish, in collaboration with NPO, the substance and materials for communicating the projects and its outputs to various audiences through the communication team of the Country Office; Serve as the BRiDGE and LoGIC projects focal point in UNDP for coordination and liaison with other relevant governance initiatives, other UNDP and UN programmes and with a wider stakeholders; Review narrative project reports and verify financial reports of each activities, particularly those conducted in the regions with the view of preparing consolidated report for UNDP; 5

6 Conduct systematic checks, with UNDP evaluation and audit focal point, of projects activities and the use of UNDP funds by recipients; Perform other relevant duties as required by the Head of Governance Unit and the NPD. Preferably has a Master s degree or comparable experiences in public administration, political science, urban/regional planning, community/social development, other related fields; 2. Duties and Responsibilities The Provincial Coordinator will primarily be responsible for successful execution of BRiDGE initiatives and activities in the province of their assignment. The incumbent will work under the direction of the National Project Director (NPD), and coordinate with National Project Coordinator (NPO), Project Officer in UNDP and Administrative and Finance Assistant in Jakarta, and with the other provincial coordinators. S/He will also provide updates on their work to the Governor, Provincial and Local Secretary and Head of Bappeda in their respective province. The Provincial Coordinator has the following main duties and responsibilities: Develop and implement the project work-plans in each respective province that encompasses activities at the provincial and district and municipal levels, in coordination with NPO and support from Project Officer; Prepare and submit annual and quarterly budget request for activities in each respective province; Prepare and submit project narrative and financial reports of activities in each respective province following the prescribed formats; Serve as the BRiDGE focal point for the province and liaising with other government institutions, other UNDP projects (primarily LoGIC) and with a wider stakeholders in each respective province; 7

8 Provide advisory and support to governance actors at the provincial and local levels in developing and implementing demonstration projects and other activities, including in the preparation of time-tables and possible synergizing scenario of such projects and activities; Provide support to project staff in Jakarta in establishing and conducting supervision, monitoring, and evaluation of the project implementation, and in distilling and disseminating lessons-learned and good practices from the project; Provide advisory and support to the government in improving systems for gathering, compiling, analyzing, and disseminating information on medium- and long-term development requirements on decentralization, governance, and public service reform; Conduct communication activities, in line with the strategy of and using the materials from the project, in each respective province to government institutions, other UNDP and UN programmes, and to a wider governance stakeholders; Perform other relevant duties as required by the NPD, and as requested by NPC and Project Officer. Qualifications: 1. Minimum a university degree, preferably a Master s in public administration, political science, urban/regional planning, community/social development or other related fields; 2. Minimum 10 (ten) years, with the last 5 (five) years at the province of preference, of demonstrated experiences in development work and/or managing governance-related programmes, social development or other related fields; 3. A good understanding of public policy and polity at the province of preference, and possession of wide network and professional relations with policy makers, high officials, and key stakeholders and development constituents in the province of preference; 4. An up-to-date understanding of regional autonomy policies, public development planning processes, and public budgeting and fiscal management systems; 5. Excellent command of both written and spoken English; 6. Excellent communication and presentation skills, particularly with coordinating and facilitating various development and governance actors; 7. Full of initiative and sound judgment, and demonstrated ability to work in multi-cultural UN environment; 8. Computer literate, particularly with MS Office suites; 9.
