2 Introduction The Report provides a brief account of the Centre s operations from April 2002 to April It highlights: the efforts of the Centre to realise its objectives and; the constraints in that regard. In relation to the latter, the main issue has been the nonpayment by Member States of their contributions. The report also indicates the kinds of support, material and moral, accorded by some Member States and partner bodies; providing a glimpse of what opportunities exist for the Centre to contribute to the study (and to the solution) of administrative problems inherent in the economic and social development in Africa. 2

3 Main Activities organised or co-organised the following activities: The 40th Meeting of the Governing Board of (Tangier, Morocco: April, 2002). The meeting was attended by delegates 22 African States and representatives from UNDESA, UNECA, IIAS, AATPO, FAO and OIC. The Board approved the Work Programme for , noting with concern the continuing financial difficulties of the Centre, and congratulating it for its good work, in spite of difficulties. It also urged closer co-operation with African institutions, and in particular NEPAD. Special appreciation was expressed for the assistance provided by UNDESA to the Centre, especially for sponsorship of the UNPAN-ORC- ( ). 3

4 Main Activities (cont d) Workshop for Monitoring and Evaluation for Gender Mainstreaming, jointly organised with the African Centre for Gender Development - UNECA, Tangier, Morocco 3-7 June 2002; 14 participants from Nigeria, Sudan and Morocco attended. Workshop on Strategic Planning and Change Management in the Public Sector, with emphasis on administrative reform and new governance, (in French) in collaboration with OFPA, Cotonou, Benin, September 2002; 40 participants from Benin, Cameroun, Congo, Cote d Ivoire, Gabon, Guinea Bissau, Mali, Rwanda and Togo attended. 4

5 Main Activities (cont d) The First Regional Workshop on Building e-governance capacity in Africa: e-africa 2002, Johannesburg, October 2002; It attracted over 500 participants; hosted by the Government of South Africa, under the banner of NEPAD, and co-organised in partnership with UNDESA/PADM; Consultative Meeting for the preparation of a Training Programme for local e-governance in Africa, in partnership with UNESCO and IICD, Tangier, Morocco January 2003; it was attended by 21 participants from Ghana, Morocco, Senegal, Uganda, Italy, EVG (Spain), UNDP-Rabat, IICD and UNESCO; Report and documentation of these activities are available online at: and 5

6 Research Activities is currently involved in the following research activities: National Survey of Public Administrations in Africa. Having now received completed questionnaires from 23 Countries, namely: Angola, Botswana, Burkina Faso, Burundi, Central African Republic, Chad, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea Bissau, Malawi, Mauritius, Morocco, Namibia, Niger, Nigeria, Sudan, Swaziland, Tunisia, Zambia and Zimbabwe. The data are now being analysed for publication in collaboration with partner institutions. 6

7 Research Activities (cont d) has been selected to administer a research grant on Gender and Agriculture in the Information Society (GENARDIS); it is of some Euros, meant for researchers in ACP countries. By the deadline of 15 th April, 2003 over 200 applications were received. is participating in the conduct of a research on The history of Water Administration in Africa, funded and coordinated by IIAS. recently won a US$ 105,000 contract from UNECA, for the conduct of an Evaluation of the governance system of the Kingdom of Morocco. will work with OMAP, Morocco, to execute the assignment. 7

8 Publications has published, during the period in review: African Administrative Studies: Vols. 58 and 59; News: Vol. 70; African Institutes and Public Administration: New Challenges, New Role, New Perspectives ; being proceedings of the 3 rd Pan African Conference of Ministers of Civil Service (Windhoek, Namibia, 5-6 February 2002). It was co-produced with UNDESA, in English and French; Web News Letter: n s 1, 2, 3, 4, 5, 6. This on-line publication which started in October 2002 is produced monthly, providing information about the Centre s activities and that of some of its partners. 8

9 Documentation has continued to modernise and update its collection. Library is becoming better able to respond to requests for information and documents. Already, there is an increase in the number of researchers actively utilising the collection. The Library, containing an estimated number of 30,000 documents on all aspects of Public Administration and Governance is being digitalised and its on-line bibliography database is accessible at and 9

10 Networking management: UNPAN Since 2000, is one of the African On-line Regional Centres of the United Nations Public Administration and Finance Global on-line Network - UNPAN ( In the framework of UNPAN, acts as regional focal point on e-information Management, promoting the sharing of knowledge, experiences and best practices throughout Africa and supporting capacity-building and partnerships among the Member States; with emphasis on south-south co-operation and commitment to integrity and excellence in sound public policies, effective public administration and efficient civil services. To achieve this objective, receives technical assistance from UNDESA/DPADM: ICT support, training and consultancy through the on-line help desk and the secondment of an Associate Expert and a National Expert. 10

11 UNPAN: output for 2002 UNPAN-ORC-, during the period in review performed: Dissemination of methodology and tools on e-information Management; Four-fold increased number of inputs uploaded and highly improved quality of documentation management; On-line bibliography database and up-to date On-line Information, Conference and Training Services; Networking activities through directory database organisation and facilitation of information sharing management; Support to the improvement of overall performance, including enhancement of IT network system capacity; Support to the development of globally applicable techniques in areas of strategic interest of ; Participation in several seminars and conferences at national and regional level, including presentations and training. 11

12 UNPAN: activities for 2003 During 2003 the activities of UNPAN-ORC- focus on: Consolidation of the e-information Management System; Development of new on-line products; Consolidation of Networking and partnerships; Enhancement of institutional capacity-building of UNPAN- ORC-; Implementation of globally applicable techniques in areas of strategic interest of ; Contribution to the implementation of UNPAN to sub-regional and national level in Africa; Promotion of the work of. 12

13 Participation in the work of partners International Conference on e-government for Development, and 4 th Interregional Consultative Meeting of UNPAN Global Network ; 8-12 April 2002, Palermo, Italy, organised by the Government of Italy in partnership with UNDESA; 3 rd UNPAN Training Workshop on e-information Management, Shangai, China, June, 2002; 12 activities in Tangier, Casablanca and Rabat organised by relevant Moroccan organisations; ECOWAS Ministers of Civil Service Meeting (Abuja, Nigeria: October, 2002); Workshops on: Challenges and Globalisation to Democratic Governance in Africa, and To Strengthen Networking Amongst Public Administration and Management Development Institutes ; DPMF, Addis-Ababa (2-6 December, 2002). 13

14 Participation in the work of partners (cont d) Fourth Global Forum on Reinventing Government (Marrakech: 9-11 December, 2002) organised by the Kingdom of Morocco in partnership with UNDESA; Public Sector Reform Programme (for Nigeria), Commonwealth Secretariat, London: January, 2003; Training Programme on Good Governance for African Civilian Personnel (University of Ghana, Legon and UN) Accra, 27 th January 18 th February, Third EDITOSIA Workshop on e-governance (Johannesburg, South Africa: 5-8 February, 2003). Conference on Improving the Quality of Public Administration Training: New Needs, News Approach, IIAS/UNDESA/IASIA (Rio De Janeiro (Brazil): February, 2003). Two missions to Rome, Italy, to discuss e-governance activities and collaboration with relevant institutions in July 2002, and February

15 4th Pan African Conference Taking advantage of the new resolve by African political leaders to improve their governance systems, the Host Minister (South Africa) and the Chairperson of the 3 rd Pan African Conference (the Prime Minister of Namibia) decided to frame a programme to guide the 4th Conference. Much work and discussions went into the production of a comprehensive draft programme, including a research agenda, for governance and public administration in Africa. The purpose is to not only utilise this for the Ministerial Conference, but also feed this into the work of NEPAD. This was one of the calls of the 40th Governing Board, that serve as an implementing agency of NEPAD. 15

16 4th Pan African Conference (cont d) was fully involved in this process; and has been assigned by the Partners to take the lead in three important areas of the programme, namely: Leadership Development; e-governance; and Knowledge and Policy Exchange Seminars. In addition to this, is to contribute to the data collection and knoledge sharing, including the Governance and Public Administration Portal Information and the Innovation and partnership support. 16

17 Co-operation -La Sapienza and the Department of Innovation of the University of Rome, La Sapienza (Italy), have entered into an agreement for the conduct of a workshop on governance in November 2003; and several joint training activities on governance and public administration in Africa. The agreement also involves examination of the possibility of offering a post-graduate degree in Governance (with emphasis on local governance). It will be for a vehicle to strengthen links among African universities and related institutes, as was envisaged by the 40 th Governing Board. 17

18 Sponsorship of Experts to to work at at The realisation of the Centre s objectives makes it imperative to have at its disposal a sufficient number of men and women, with requisite skills and commitment, to carry out its various research and training activities. Currently, there are 3 Experts sponsored by Libya and 2 seconded by UNDESA/DPADM. Board Members are called upon to kindly second Experts to the Centre. 18

20 Opportunities The focus on public administration and governance presents unequalled opportunity for the Centre to re-dedicate itself to the service of the continent. With the adoption of such a major African document as the Charter with the full involvement of the Centre and the Board, at a moment in which good governance has become a priority for Africa, capacity-building has assumed critical importance: witness the welcome emergence of ACBF (1991) and NEPAD (2001). 20

21 Opportunities (cont d) Already is working with such bodies as UNDESA/DPADM, UNECA, OFPA, ECOWAS, ICLEI, IICD, IIAS, ACBF and UNESCO to fulfil its objectives, while also contributing to the work of such partners. Furthermore, the deepening of s relation with DPSA, particularly under the context of both the Pan African Ministers Conference and NEPAD, is a development which requires concrete demonstration of support from Member States of. For, from its inception in 1964, has the vision to work for all Africa, regardless of the divides of language, circumstance or region. 21

23 Mandate The African Training and Research Centre in Administration for Development () is a Pan African intergovernmental organisation, established in 1964 by African governments, with the support of UNESCO; making it the first uniquely Pan-African training and research centre in the continent for the improvement of public administration and governance systems in Africa. Membership is open to all African countries. 23

31 Training Programmes Since its creation, undertook 215 training activities in the areas of its competence. Some forthcoming training activities are: Workshop on Performance Measurement and Enhancement in the Public Sector, Banjul, The Gambia, May 2003; 4 th Workshop on Electronic distance training on sustainability for local governance in Africa, in the framework of ICLEI- EDITOSIA project, Tangier, Morocco, June 2003; Training Programme for Capacity Building in Public Sector Reform and Management in Sierra Leone ; Regional Workshop on Conflict prevention and peacebuilding in Africa, October 2003; Workshop on Strategic Planning and Change Management in the Public Sector, with emphasis on administrative reform and new governance, (in Arabic and English). 31

32 The e-africa initiative for good governance In 2002 launched the e-africa initiative with the aim to raise awareness on the role that ICT can play in the development process. The First Regional Workshop on Building e-governance capacity in Africa (Johannesburgh October 2002), served as Kick-off meeting for the initiative., NEPAD and UNDESA are now involved in the formulation of a Plan of Action for the implementation of the e-africa initiative for good governance: building e- governance capacity in Africa. 32
