1 on DAhVILLE ADMINISTRATIVE STAFF REPORT 6A TO: Mayor and Town Council April 4, 2017 SUBJECT: Resolution No , designating the Town' s Emergency Services Manager, Town Manager and Town Attorney as Authorized Agents and submitting a formal request to the State of California for disaster relief In January 2017, the State of California was subjected to a series of unusually strong winter storms. The storms dropped large amounts of water in a short period of time. The heavy rainfall seriously compromised roads, storm systems and homes throughout Contra Costa County and Danville. Damages to Town property will likely exceed 300,000. As a result of the storm damage, Contra Costa County declared a local state of emergency. The Town is included in that declaration and it was forwarded to the state for consideration of a gubernatorial declaration. The Governor declared a state of emergency and requested a presidential disaster declaration. The President granted the request, making recovery funds available to local jurisdictions. DISCUSSION In order for the Town to be considered for state reimbursement funding, the Town Council must pass a resolution that names Authorized Agents and make a formal request for Public Assistance funding. The agents will be authorized to act on the Town' s behalf during the recovery and reimbursement process. It is appropriate to name the Emergency Services Manager, the Town Manager and the Town Attorney as the Town' s authorized agents. PUBLIC CONTACT Posting of the agenda serves as notice meeting to the general public.

2 FISCAL IMPACT Current federal and state laws allow for local jurisdictions to submit for reimbursement for resources expended responding to and recovering from a declared disaster. The Town is eligible to recover up to percent of these expenses. With approximately $300,000 in expenses thus far, the opportunity to recover a portion of these funds is fiscally significant. 3 RESOLUTION NO DESIGNATING THE TOWN' S EMERGENCY SERVICES MANAGER AS THE AUTHORIZED AGENT AND SUBMITTING A FORMAL REQUEST TO THE STATE OF CALIFORNIA FOR DISASTER RELIEF WHEREAS, the January 2017 storms caused damage resulting in a gubernatorial and presidential declaration of a disaster; and WHEREAS, the Town suffered significant financial impacts as a result of the storms; and WHEREAS, the State of California requires a formal request for disaster relief; and WHEREAS, the State of California requires the Town name Authorized Agents to act in the Town' s interest; now, therefore, be it RESOLVED, by the Danville Town Council, that The Town is formally requesting disaster relief from the state of California; and, be it further RESOLVED, that the Emergency Services Manager, Jeffrey Hebel, The Town Manager, Joe Calabrigo and the Town Attorney, Rob Ewing are hereby authorized and directed to act as Authorized Agents for the Town of Danville.
