1 District of Fort St. James Minutes of Committee of the Whole Meeting No Wednesday, June 14, 2017 District Office, 477 Stuart Drive West, Fort St. James, BC In Attendance Council Staff Mayor Rob MacDougall Councillor Dave Birdi Councillor Brenda Gouglas Councillor Judy Greenaway Councillor Kris Nielsen Kevin Crook, Chief Administrative Officer Lina Gasser, Deputy Corporate Officer Kelley Williams, Economic Development Officer Call to Order Others Mayor MacDougall called the meeting to order at 7:00 p.m. 1.0 ADOPTION OF AGENDA 1.1 Adoption of the Agenda Moved by Councillor Nielsen and seconded by Councillor Birdi: That Council adopt the agenda for Committee of the Whole Meeting No Carried unanimously 2.0 DELEGATIONS AND PRESENTATIONS 3.0 GRANT IN AID REQUESTS 3.1 Music On the Mountain Grant in Aid Recommendation for June 28th Regular Meeting of $ Fishing Derby Grant In Aid Event has been bringing in revenue which is not included on Grant in Aid application. Balance in account last time Chamber presented (January 2017) was positive. Direction to administration to draft letter saying District will not be providing a Grant in Aid. Donation of $250 in FSJ Bucks was made in March. Page 1 of 13

2 4.0 REPORTS Annual Report Draft Report looks good. Mayor will add to Mayor's Message. 4.2 Economic Development Officer- Business Walk Report The spirit of a Business Walk is to have a informal interaction between business owners and elected officials. There are 3-4 set questions and a final report is drafted with information that can be used to guide decisions. It is not a partnership opportunity. Direction to administration to re-send business fair information. Direction to EDO to organize business walk for September. 4.3 Action Tracking Reports Lots of work being completed by Administration. Confusion regarding Wayne Briscoe's retirement luncheon. Some members of library board did not received invitations until 2 days before. 4.4 Monthly Office Report Council was pleased to see visitor information stats. 4.5 Event Report No comment. 4.6 Building Stats May No comment. 4.7 Union of British Columbia Municipalities- Topic for Discussion Council had questions regarding financial impacts and bylaw to regulate. Council can not make decisions until Federal and Provincial government make plans and announcements. 4.8 Transportation Committee Minutes- June 7th Council asked if there is a possibility of posting our own signs asking industrial traffic to slow down. Some forestry companies are choosing to slow down to 40km through town. There are no forestry representatives on Transportation Committee, invite someone from Conifex and Apollo. 5.0 POLICIES 6.0 CORRESPONDENCE 6.1 North Central Local Government Association- Letter to Lieutenant Governor No discussion. 6.2 Stuart Lake Seniors Association- Funding Request Councillor Greenaway and Birdi recused themselves at 7:42. 3 Invite Seniors to put in a Grant in Aid application. Bus is being rented out to community. Council inquired if the Seniors Centre could benefit from a business plan, EDO can follow up with them. Councillor Greenaway and Birdi came back at 7: Community to Community Invitation- June 28th Councillor Greenaway and Mayor MacDougall will be attending. 6.4 Hall of Fame Follow Up Letter Council would like to see this brought up as a discussion point for the steering committee. 6.5 City of Prince George- United Way Support United Way does have a presence in community but Council would rather support locally. 6.6 BC Assessment- UBCM Convention 2017 Council raised questions regarding how brownfields are assessed and if there is an opportunity to have them assessed differently. BC Assessment may not be right organization to approach. Mayor Thiessen will be bringing issue forwards at UBCM. 6.7 Anti-idling Signage Complaint District could provide more signage, stickers, message on sign and posters for businesses. Direction to post on electronic sign. Direction to involve businesses, provide bright posters. 7.0 NEW BUSINESS 7.1 Delegation Policy For Council review. Policy is now in use. 7.2 Invitation to Youth Arts Film Festival Youth Arts Film Festival will be taking place June 15th at the Community Centre theater. 7.3 The Fort Portrait Project Invitation to opening night on June 15th at Pope Mt. Arts. 7.4 Invitation to BC Transit route June 16th in Burns Lake. Council is invited to attend the celebration of the start of the new transit routes between Prince George and Burns Lake and Burns Lake and Smithers. 7.5 Sowchea School Second Life There were 8 participants in the public meeting. Participants focused discussion on a seniors residence centre. Letter will be sent to stakeholders. Group will have a second meeting in 2 weeks. Sowchea school was brought up at Council to Council meeting. Would be available for a meeting on June 29th. Page 3 of 13

4 7.6 Community Forum After February's forum the community expressed interest in having a community forum bi-annually. This would mean the next community forum should be in October. Council would like to see a different format. Maybe a Q&A session where Council presents on 3 main topics and citizens can ask questions about those topics. If the forum occurs after the business walk this would allow us to engage business owners. Direction to bring forward at next meeting. 7.7 Ice User Meeting Has an ice user meeting been set for 2017/2018 season? If not is there a plan for one? Direction to administration to follow up with Ice Users. 7.8 Tourism and Economic Development Committee Council discussed starting the committees for the Tourism committee and the Economic Development committee. Direction to EDO to bring together committees. 7.9 Councillor Birdi Councillor Birdi will not be at June 28th Council meeting New Head Librarian Library has hired a new head librarian Corner Clean up Council is happy to see that signs and vehicles are cleaned up at 5 corner. EDO Kelley Williams left meeting at 8:36 pm J Mann Council reconvened Council of the Whole at 10:02 by Councillor Gouglas and Councillor Birdi. Council would entertain a new application from J Mann. Re-adjourned at 10:21 by Councillor Nielsen and Councillor Greenaway 8.0 NOTICE OF IN CAMERA MEETING 8.1 In Camera Motion Moved by Councillor Gouglas and seconded by Councillor Greenaway: That, pursuant to sections 90.1(j), and (k) of the Community Charter, Council hold a meeting closed to the public immediately following the close of the regular meeting.
