Mabedle Lourence Mushwana, ICC Chair Ms. Flavia Pansieri, Deputy High Commissioner for Human Rights Mr. Baudelaire Ndong Ella, President of the Human Rights Council Mr. Patrick Keuleers, Director a.i., Democratic Governance, UNDP Awarding of A Status Accreditation Certificates by the DHC and the ICC Chair Overarching theme of the ICC 27 General Meeting: The Role of Prevention in the Promotion and Protection of Human Rights By its resolution 24/16 of 8 October 2013, the Human Rights Council, welcomed the role of national human rights institutions in contributing to the prevention of human rights violations, and encouraged States to strengthen the mandate and capacity of NHRIs in this regard. The resolution also invited NHRIs to consider addressing the issue of the role of prevention in the framework of relevant international and regional forums. The deliberations in each of the four thematic sessions will aim to discern preventive strategies by NHRIs as part of their promotion and protection mandate. Session 1 11:00-13:00 Second Cycle of UPR and NHRIs By its resolution 16/21 of 25 March 2011, the Human Rights Council encouraged NHRIs, particularly with A status, to play an active role in the second cycle of the UPR, through increased participatory rights. At a juncture when more than 80 countries have already been reviewed in the 2 nd cycle and some NHRIs have played important roles in the process, the session will give an opportunity to share experiences and best practices. 4 Friday, 14 March 2014 Session 3 ICC Accreditation Process As a result of the increased opportunities that A status gives to NHRIs at the Human Rights Council and other international human rights mechanisms, the accreditation process has gained higher visibility and importance. In the recent years, the SCA has developed a number of new General Observation (GOs), elaborated and revised the existing ones and has put them together as an important body of jurisprudence on the Paris Principles and as interpretative tools for all stakeholders. Thus, there is a need to create more awareness of the accreditation process in general and GOs in particular, among NHRIs, UN Member-States, NGOs and other stakeholders. Chair: Adv. Chairperson, NHRI Malaysia Ms Kristin Hogdahl, Director, NHRI, Norway Session 4 11:30 13:00 Belgrade Principles on the Relationship between NHRIs and Parliaments The 2012 Belgrade Principles offer a clear framework to optimize cooperation between NHRIs and parliaments. Parliaments, besides creating legal frameworks and ensuring their compliance with human rights standards, can facilitate the work of human rights institutions by addressing and following up on NHRI s recommendations. There is an important potential for complementary actions and mutual empowerment of Parliaments and NHRIs and should not be limited only to the issues of appointment, dismissal and accountability. 5 Session 5 15:00-17h45 Women s Rights and National Action Plans on Human Rights The 1993 Vienna Declaration and Programme of Action emphasized the importance of having National Action Plans in order to effectively implement human rights at the national level. The Vienna+20 Declaration has reiterated the need for development of such plans and programmes with benchmarks for a progressive realization of the human rights-based approach and to this end, identify best practices. Around 40 countries have now National Human Rights Action Plans as comprehensive platforms not only to implement their international legal obligations but also to follow up on recommendations stemming from the international human rights system, including UPR, TBs and SPs. This session will discuss the National Action Plans with a special focus on ensuring better protection and promotion of Women s Rights.
