This upcoming opportunity is to encompass the provision of lnmarsat services including the terrestrial connectivity services into NATO facilities and the management o these services. In accordance with Reference (A), notice is hereby given of the intent of the NCI Agency, as the Host Nation, to issue an Invitation for Bid (IFS) in relation to the implementation of the "lnmarsat" portion of the project "Provision of SATCOM Space Segment Capability for Alliance Ground Surveillance (AGS)". 2 -~ ac NCIA/ACQ/5/ A summary of the requirements of the Invitation for Bid is set forth in Annex A, attached to this letter. These requirements are being refined and detailed as part of the preparation of the Invitation for Bid. 3. The reference for the Invitation for Bid is IFB-C0-467-AGS, and all correspondence concerning this IFB should reference this number. 4. The scope of work for this project has been authorised as recommended by References (B) and (C). The estimated cost for the services and deliverables included within the scope of the intended contract is EUR 0 M for a total of 0 years. The I FB will include evaluated options to extend the services beyond the basic period of performance (i.e. 4 years) to potentially cover the full 0 year period. 5. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. 6. The NCI Agency was authorised at Reference (B) to conduct an International Competitive Bidding (ICB) for the procurement of the lnmarsat services. The basis for award of the contract resulting from this ICB will be the offer which is determined to be the lowest priced technically compliant offer. 7. The formal IFB is planned to be issued in Nov 205, with a Bid Closing Date in February 206 and Contract Award by April National Responsible Authorities (at 27C) are kindly requested that the NCI Agency be provided with Declarations of Eligibility, not later than 23 November 205, of qualified and certified firms which may be interested in receiving an Invitation for Bid for this project. " NCIA/ACQ/5/ Bidders will be required to declare a bid validity of twelve (2) months from closing date for receipt of bids, supported by a bid guarantee of 250,000 Euros (Two hundred and fifty thousand Euros). If the selection and award procedure exceed the bid closing date by more than twelve (2) months, firms may be requested to voluntarily extend the validity of their bids and the bid guarantee accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves from the bidding process without penalty. 0. The National Authorities are advised that the IFB package will be NATO UNCLASSIFIED. The resulting Contract may require the Contractor to handle and store classified material to the level of "NATO RESTRICTED". Only companies maintaining such cleared facilities and the appropriate personnel clearances at the date of Contract signature will be able to perform the resulting contract.. It is requested that all firms interested in participating in this procurement be introduced by their National Authorities with the required "Declaration of Eligibility" and certification of the required security clearances. 7 ah _ w c NCIA/ACQ/5/536 ANNEX A - SUMMARY OF REQUIREMENTS - IFB-C0-467-AGS PROVISION OF INMARSAT SERVICES FOR AGS Background Alliance Ground Surveillance (AGS) is a multinational programme to procure and deploy a ground surveillance capability based on the Global Hawk Unmanned Aerial Vehicle (UAV). The capability will be deployed in a ramp-up approach requiring a gradual increase in satellite communication capacity, among which there is lnmarsat services, to support the C2 communications between the UAVs and ground segment. Scope The scope of the procurement is the provson of lnmarsat services, terrestrial connectivity services, and service management including monitoring of service levels, access to a help desk and a service administration tool. These resources and services need to be available over a period of 0 years, starting from approximately It is intended to have the contract in place for the provision of services for the baseline period of performance (i.e. 4 years) with options for contract extensions to potentially cover the full 0 year period. Requirements The selected bidder shall provide:. SwiftBroadband and BGAN to a population of five terminals each. 2. Terrestrial connectivity services, excluding any service based on Internet VPN(s), to transport IP data between the NATO facilities in Mons, Belgium, and the peering point of the lnmarsat infrastructure from where IP data is forwarded to any number of connected NATO-owned lnmarsat terminals (out of the population above). 3. Management of the above services, including: 3.. Monitoring of service levels and fault resolution A help desk, available 24/7, where users can report issues and request support A secure web-based (Internet accessible) service administration tool, through which NATO can manage its service subscriptions.
