Sealed quotations are invited under Two bid system for Supply of M.S.Racks to our RMF Centre,Gwalior as per the enclosed formats. 1.The tender forms can be downloaded from our Website: The tenderer needs to pay an amount of Rs.250/- (Rupees Two hundred fifty only) towards tender fee for submission of tender for Supply of M.S.Racks to our RMF Centre, Gwalior by way of DD in favour of LIC of India payable at Gwalior alongwith tender forms. 2. Tenders should be submitted in the form of two bid system viz.( i) One sealed cover super scribed as Technical Bid in Annexure-A along with enclosures and (ii). Another sealed cover super scribed as Financial Bid in Annexure-B. These two individual sealed covers are to be kept in a single big sealed cover super superscribed as Tender for Supply of M.S.Racks to RMF Centre, LIC, DO, Gwalior - Last Date to reach us is before hrs. 3. The sealed technical bid should be accompanied with a refundable EMD of Rs.10,000/- (Rupees Ten Thousand only) in the form of DD drawn favoring LIC of India on any nationalized bank payable at Gwalior, without which the Bid will not be considered. The EMD will not carry any interest and it will be refunded to the unsuccessful bidders soon after the finalization of the tender. The EMD deposited by the successful bidder will be converted into Security Deposit and it will not carry any interest. MSME Firms with NSIC Registration and with exemption Certificate from Govt. of India or Govt. of Madhya Pradesh are exempted from EMD on submission of such certificates. 4. The Terms and Conditions governing the tender are given herewith. The tender for Supply of M.S.Racks contains 9 pages (3-11) numbered serially. All pages of the tender forms will have to be signed by the tenderer as proof of its acceptance. The sealed envelopes should be super scribed as Tender for Supply of M.S.Racks to RMF Centre, DO, Gwalior addressed to and submitted to The Manager(OS), LIC of India, Divisional Office, Jeevan Prakash, City Centre, Gwalior MP. The tenders should reach the above addressee or be droppen in the Tender Box provided in the said office on or before hrs on The tenders received after the due date and time will not be considered. After preliminary scrutiny of Technical Bids, verification of credentials, the Financial Bids of only those bidders whose Technical Bids are found eligible will be opened at a later date. 6 Divisional Office City Centre, Gwalior MP Tele , Eligibility Criteria & Requirements 1. The applicant must be a Registered / Authorised Organization / Partnership firm / Sole proprietorship. 2. The vendor should have a registered office / centre at Gwalior or any nearest city. 3. The Bidder should be preferably an ISO certified company registered under Companies Act, 1956 Preferably with valid ISO 9001:2008 or 14001:2004 or OHSAS The company / vendor should have experience in supply of such similar goods to PSU/Govt. Clients / reputed companies. 5. The applicant must have a proven track record of minimum 3 years with reputed clients in the field. 6. The applicant must have sound financial capacity / credit worthiness acceptable to LIC of India. 7. The applicant must have annual turnover of Rs. 25 lakhs and above during the last three financial years and experience of having executed orders to any one PSU/Govt./Quasi-Govt./Reputed organisation. 8. a) The applicant must produce relevant documentary evidence along with the tender application form. b) Non disclosure of relevant information or furnishing of incorrect information / documents will suffer disqualification. 9. The applicant must not have been at any time declared as insolvent or convicted for any offense. 10. The applicant must not have been prosecuted or suffered any penalty for violation of any labor laws by any Authority. 11. The applicant should not have rescinded/abandoned any contract awarded by any of his clients before the expiry of prescribed period of contract. 12. The applicant should not be a party to any cartel at any time for processing any contract including the present Tender. 13. LIC of India is not responsible in any manner for the postal delay / loss / non receipt of the tender. 14. The validity of the tender shall be for this financial year. 15. The rates quoted shall be inclusive of all taxes i.e.basic price, Good and services tax,excise duty, sales tax,service tax, octorai, transportation charges, loading, installation and unloading charges. 16. The tender should be submitted so as to reach LICof India, Divisional Office, Gwalior on or before the date and time specified in the covering letter. 17. Corrections, if any, in the quotation should be duly authenticated with full signature. In case of any difference between the figures and the wordings, the wordings will be taken as the correct one. 18. 7 Technical Bid & Financial Bid should be placed in separate individual sealed covers and these two individual covers should be placed in a big sealed cover. Quoting of price openly or submission of financial bid along with technical bid without putting in a separate sealed cover will result in disqualification of the tender. 20. Any tender not complying with eligibility criteria and requirements either wholly or partially shall be liable for rejection. 21. MSME firms with NSIC Registration should produce supporting Certificate to claim exemption from paying EMD amount. 22. The successful tenderer will be required to deposit an amount equal to 10% of tender value by way of a crossed A/c payee demand draft favouring LIC of India, drawn upon any nationalized bank payable at Gwalior, towards security deposit.this deposit will be refunded only on successful completion of oneyear from the date of supply. No interest will be payable on this security deposit. The EMD of the successful tenderer will be adjusted to such Security Deposit, allowing the tenderer to deposit the balance amount. 23. If the successful tenderer fails, in course of the period, to comply with the terms and conditions of the Agreement, the security deposit may be forfeited in full or in part as decided by the Competent Authority ( CA) i.e. Sr. Divisional Manager, LIC, DO, Gwalior. 24. The Competent Authority reserves the right to change the relevant dates; to accept or reject all or any of the applications; to accept any higher bid; or cancel all tenders without assigning any reasons whatsoever. 25. The applicant should not be black listed / debarred by LIC or any PSU or any Government Departments. 26. Any dispute arising out of or relating to this tender shall be deemed to have arisen in Gwalior and shall be subject to adjudication of a competent court in Gwalior. 27. The applicant must furnish an appropriate declaration in respect of the terms and conditions mentioned herein along with the application form.

8 -: TERMS AND CONDITIONS OF THE TENDER :- 1. The tender in the Prescribed Format (Hard Copy) only should be dropped in the tender box as per Rules on or before the stipulated date and time. No corrections are to be made in the terms quoted. 2. The approximate quantity may be around 150 which may increase / decrease depending on our requirement. 3. The items have to be supplied in One Phase. 4. Payment will be made only after supply and acceptance of the items at our site along with invoice / bill. Statutory deductions as applicable will be deducted from the gross bill amount. No advance payment shall be made for purchasing items. 5. Material should be supplied in original packing of the manufacturer along with necessary warranty / guarantee certificate for a minimum period of 1 year from the date of supply to be submitted along with supply. Defective material or not meeting the specifications should be replaced free of cost at our site. 6. The items should be delivered within 25 days from the date of order. Corporation shall deduct from the ordered amount towards liquidated damages, a sum equivalent to 0.5% of the ordered amount for each week of delay or part thereof subject to a maximum of 10%. 7. If after supply, it is discovered that the equipment supplied do not confirm to the Specifications, such items may be rejected and the supplier has to supply the item exactly according to specifications at his own cost. In the event of non-compliance with this condition, the Corporation shall be at liberty to take such action as may be necessary by it including the recovery of cost for such items in replenishing it with supplies from other sources. Stores rejected after receipt will have to be taken back by the supplier at their own risk and cost. 8. FORCE MAJEURE CLAUSE : a) The tenderer shall be liable for any delay in execution or failure of their respective obligations under this agreement except for delay caused by occurrence of events beyond control of the tenderer, including but not limited to natural calamities, fire, explosions, floods, power shortages, acts of God, hostility, acts of public enemy, wars, riots, strikes, sabotage, order/action or regulations of Government, local or other public authorities. b) In case a Force Majeure situation arises, the tenderer shall immediately notify LIC of India in writing of such conditions and the cause thereof within two calendar days and prove that such is beyond the control and affect the implementation of the agreement. c) Unless otherwise directed by LIC of India in writing, the tenderer shall continue to perform its obligations under the contract as far as it is reasonably practical, and shall seek all reasonable means for performance not prevented by the Force Majeure event.
