1 COUNTYOF PONOKANO. 3 COUNTYCOUNCIL ORGANIZATIONALHETING October 25, 1991 The organizational meeting of the Council of the County of Ponoka No. 3 was held in the County Council Chambers, Ponoka, Alberta on Friday, October 25, 1991 with the following members in attendance: Councillor H. Reich Councillor B. Lentz Councillor G. Hinkley Councillor D. Johnston Councillor J. Evernden Councillor W. Lucas Councillor E. Steiger Mr. T. webber, Assistant County Administrator Mrs. D. Raugust, Recording Secretary Call to Order The meeting was called to order at 9:18 a.m. by the Assistant County Administrator. Ballot Votes C/535/91 secret Moved by Councillor Hinkley that voting be conducted by ballot. Destroy C/536/91 Ballots Moved by Councillor Lucas that the ballots be destroyed after each selection. Election of Reeve Item No. 1.1 Mr. Webber called for nominations for the position of Reeve for the County Council. Councillor Hinkley nominated Councillor Johnston. C/537/91 Moved by Councillor Reich that nominations cease. Councillor Johnston was declared appointed as the Reeve for the County of Ponoka No. 3. Oath of Office chair. Councillor Johnston took the Oath of Office and assumed the Deputy C/538/91 Reeve Item No. 1.2 Reeve Johnston called for nominations for the position of Deputy Reeve for the County Council. Councillor Steiger nominated Councillor Reich. 6 in favour 1 opposed Councillor Reich was declared elected to the position of Deputy Reeve for the County of Ponoka No. 3. Oath of Office I. W w Municipal - C/539/91 Councillor Reich took the Oath of Office for the position of Deputy Reeve. Item No. 1.3 Moved by Councillor Lucas that the County Council as a whole be appointed to the Municipal.

Item No. 1.5 Moved by Councillor Hinkley that the County Council as a whole be appointed to the Agricultural Service. Development Appeal C/542/91 Item No. 1.6 Moved by Councillor Reich that the County Council as a whole be appointed to the Development Appeal and that Mr. C. Cutforth be appointed as Secretary to the Development Appeal. Fire Wardens C/543/91 Item No. 1.7 Moved by Councillor Lucas that each Councillor be appointed as the Fire Warden for his respective division. Court of Revision Item No. 1.8 Reeve Johnston called for nominations for three representatives to the Court of Revision. Councillor Lentz nominated Councillor Steiger. Councillor Evernden nominated Councillor Reich. Councillor Steiger nominated Councillor Hinkley. Councillor Hinkley nominated Councillor Lucas C/544/91 A ballot vote was conducted and Councillors Reich, Hinkley and Lucas were declared elected as the County's representatives to the Court of Revision. Alternates Reeve Johnston called for nominations for two alternate representatives to the Court of Revision. Councillor Reich nominated Councillor Steiger. Councillor Evernden nominated Councillor Johnston. C/545/91 Councillors Steiger and Johnston were declared elected as the alternate representatives to the Court of Revision. Ponoka C/546/91 Hospital dd Item No. 1.9 Reeve Johnston called for nominations for two representatives to the Ponoka General Hospital. Councillor Reich nominated Councillor Johnston. Councillor Hinkley nominated Councillor Lentz. Councillors Johnston and Lentz were declared elected as the County's representatives to the Ponoka General Hospital.

Councillor Lentz nominated Councillor Evernden. Councillor Evernden nominated Councillor Lucas Councillor Lucas nominated Councillor Steiger. Councillor Steiger declined the nomination. Moved by Councillor Hinkley that nominations cease. Councillors Lucas and Evernden were declared elected as the County's representatives to the Rimbey General Hospital. Member at Large C/548/91 Moved by Councillor Steiger that Mrs. Betty Dube be appointed as the County's member-at large to the Rimbey General Hospital. Bashaw Hospital C/549/91 Item No Reeve Johnston called for nominations for a representative to the Bashaw Hospital. Moved by Councillor Reich that Mr. Warren Bloomquist be appointed as the County's member at large to the Bashaw General Hospital. Mr. Bloomquist was declared as the County's representative to the Bashaw General Hospital. Ponoka Ambulance Item No Reeve Johnston called for nominations for a representative to the Ponoka Ambulance. Councillor Lentz nominated Councillor Johnston. Councillor Steiger nominated Councillor Lentz. C/550/91 Moved by Councillor Reich that nominations cease. A ballot vote was conducted and Councillor Johnston was de clared elected as the County s representative to the Ponoka Ambulance. Rimbey Ambulance Item No Reeve Johnston called for nominations for a representative to the Rimbey Ambulance. Councillor Reich nominated Councillor Evernden. C/551/91 Councillor Evernden was declared elected as the County's representative to the Rimbey Ambulance. Bashaw Ambulance C/552/91 f xv} & f Item No Reeve Johnston called for nominations for a representative to the Bashaw Ambulance. Councillor Evernden nominated Councillor Reich.

Moved by Councillor Lentz that nominations cease. 4 in favour 3 opposed Councillor Hinkley was declared elected as the County's representative to the Ponoka F.C.S.S.. Rimbey C/554/91 F.C.S.S. Item No Reeve Johnston called for nominations for a representative to the Rimbey F.C.S.S.. Councillor Evernden nominated Councillor Lucas. Councillor Evernden declined the nomination. Councillor Lucas was declared elected as the County's representative to the Rimbey F.C.S.S.. Ponoka Airport Commission Item No Reeve Johnston called for nominations for a representative to the Ponoka Airport Commission. Councillor Reich nominated Councillor Lentz. C/555/91 Moved by Councillor Hinkley that nominations cease. Councillor Lentz was declared elected as the County's representative to the Ponoka Airport Commission. Rimbey Airport Commission Item No Reeve Johnston called for nominations for a representative to the Rimbey Airport Commission. C/556/91 Disaster Central Services Councillor Evernden was declared elected as the County's representative to the Rimbey Airport Commission. Item No Reeve Johnston called for nominations for three representatives to the Disaster Services Central. Councillor Hinkley nominated Councillor Reich. Councillor Reich declined the nomination. Councillor Evernden nominated Councillor Lucas. Councillor Reich nominated Councillor Hinkley. Councillor Lucas nominated Councillor Johnston.

Item No Reeve Johnston called for nominations for a Disaster Services Director and Assistant. Moved by Councillor Reich that Mr. C. Cutforth be appointed as the Disaster Services Director for the County of Ponoka No. 3 and Mr. T. Webber be appointed as the Assistant Director. Rimoka C/559/91 Foundation Item No Reeve Johnston called for nominations for two representatives to the Rimoka Foundation. Councillor Hinkley nominated Councillor Lucas. Councillor Evernden nominated Councillor Hinkley. Councillor Reich nominated Councillor Lentz. Councillor Lentz declined the nomination. Councillors Lucas and Hinkley were declared elected as the County's representatives to the Rimoka Foundation. Rimhey Fire Department Item No Reeve Johnston called for nominations for a representative to the Rimbey Fire Department. C/560/91 Councillor Evernden was declared elected as the County's representative to the Rimbey Fire Department. B.R.R.P.C. Item No Reeve Johnston called for nominations for a representative to the B.R.R.P.C. Councillor Steiger nominated Councillor Reich. C/561/91 Ponoka Cleaning Seed Plant It was agreed that the person receiving the lesser amount of votes would act as the alternate member. A ballot Vote was conducted and Councillor Reich was declared elected as the County's representative to the Battle River Regional Planning Commission; Councillor Evernden was appointed as the alternate member. Item No Reeve Johnston called for nominations for two representatives to the Ponoka Seed Cleaning Plant.

C/562/91 Councillors Lentz and Hinkley were declared elected as the County's representatives to the Ponoka Seed Cleaning Plant. Wetoka Health Unit Item No Reeve Johnston called for nominations for two representatives to the Wetoka Health Unit. Councillor Lentz nominated Councillor Evernden. Councillor Evernden nominated Councillor Lentz. C/563/91 Moved by Councillor Hinkley that nominations cease. Councillors Evernden and Lentz were declared elected as the County's representatives to the Wetoka Health Unit. Finace C/564/91 Item No Reeve Johnston called for nominations for a representative to the Finance. Councillor Lentz nominated Councillor Reich. Councillor Steiger nominated Councillor Evernden. Councillor Reich nominated Councillor Lucas. A ballot vote was conducted and Councillor Reich was declared elected as the County's representative to the Finance. Alternate Member Reeve Johnston called for nominations for an alternate representative to the Finance. Councillor Reich nominated Councillor Lucas. C/565/91 6 in favour 1 opposed Councillor Lucas was declared elected as the alternate representative to the County Finance. C.A.A.M.D. & C. Director Item No Reeve Johnston called for nominations for the C.A.A.M.D. & C. Director. C/566/91C; NA Councillor Reich nominated Councillor Lucas. Moved by Councillor Hinkley that nominations cease. Councillor Lucas was declared elected as the County's Director to the C.A.A.M.D. & C.

C.U.P.E. Negotiating Item No Reeve Johnston called for nominations for two representatives to the C.U.P.E. Negotiating. Councillor Reich nominated Councillor Lucas. Councillor Evernden nominated Councillor Johnston. Councillor Hinkley nominated Councillor Reich. C/568/91 It was agreed that the person with the lesser amount of votes would act as the alternate member. A ballot vote was conducted and Councillors Lucas and Reich were declared elected as the County's representatives to the C.U.P.E. Negotiating. Councillor Johnston was declared the alternate member to the C.U.P.E. Negotiating. Rimbey Town and County Liaison C/569/91 Ponoka Landfill Item No Moved by Councillor Reich that Councillors Lucas, Evernden and Steiger be appointed to the Rimbey Town and County Liaison. Item No Reeve Johnston called for nominations for three representatives to the Town of Ponoka Landfill. Councillor Lucas nominated Councillor Johnston. Councillor Johnston declined the nomination. Councillor Steiger nominated Councillor Lentz. Councillor Evernden nominated Councillor Hinkley. Councillor Steiger nominated Councillor Lucas. C/570/91 Councillors Lentz, Hinkley and Lucas were declared elected as the County's representatives to the Town of Ponoka Landfill. Blindman Handi-Van Society C/571/91 Item No Reeve Johnston called for nominations for a representative to the Blindman Handi Van Society. Councillor Lentz nominated Councillor Lucas. W Councillor Lucas was declared elected as the County's presentative to the Blindman Handi Van Society. re- Tourism Act C/572/91 Item No Moved by Councillor Hinkley that all members of Council be appointed to the Tourism Action.

Councillor Reich nominated Councillor Lentz. Councillor Hinkley nominated Councillor Lucas. Councillor Evernden nominated Councillor Hinkley. C/573/91 A ballot vote was conducted and Councillor Lucas was declared elected to the Weed Notice Appeals. A three way tie for the second two positions occurred. A second ballot vote was conducted and Councillor Lentz was declared elected Weed Notice Appeals. A two way tie for the third position occurred. A third ballot vote was conducted and Councillor Hinkley was appointed as the County's representatives to the Weed Notice Appeal. Returning Officer C/574/91 Auditors C/575/91 Per Diems, Subsistence Convention and Mileage Rates C/576/91 Item No Moved by Councillor Reich that Mr. C. Cutforth be appointed as the County's Returning Officer. Parker Item No Moved by Councillor Evernden that Rowland & Triebwasser be appointed as the County's auditors for the 1991/92 year. Item No. 2 Moved by Councillor Lucas that the Councillor Per Diems, Subsistence, Convention and mileage rates remain the same as in 1990/91 as follows: Per Diems Subsistence Conventions Mileage $80/day $40/day per day or $.25/km Meeting Dates and Times C/577/91 Retail Sales Gravel, Grader Blades, Tires, Culverts and Agreement Rates C/578/91 Adjournment C/579/91 Item No. 3 Moved by Councillor Hinkley that regular Council meetings be conducted on the Thursday following the second Tuesday of each month and the fourth Tuesday of each month commencing at 10:00 a.m. Item No. 4 Moved by Councillor Lucas that the rates established for gravel sales, sale of used grader blades/tires/culverts, and preliminary agreements be confirmed as per the attached schedule.
