1 Public Service Reform in Timor-Leste Best practice: Carrier Regime for Civil Servants of Timor-Leste

3 Public Service Reform (among others): Reform and modernize civil service; The training and Development of national human resources; Fighting corruption within the government and public administration; Revising and improving the system for recruiting civil servants; Establishing conditions for dignification of the civil servants through the promotion of equity among them;

5 Carrier Regime (Old Version):? Public Servants of Timor-Leste? Around 12,000 permanent staffs and 12,000 temporary staffs;? Recruited since UNTAET establishment in Timor-Leste, 2000;? Recruited on position base? Qualifications required were notably languages ability;

6 Carrier Regime (Old Version):? General characteristic:? Since civil servants were recruited in the position based;? To maintain qualified civil servants in public Administration? Qualifications were dominantly counted for the carrier instead of merit base;? Length of service were not counted;? Above all, this carrier regime had never been implemented

7 Carrier Regime (New Version):? Main characteristic or fundamental difference with the Old Regime :? To fit with the Program of the new Government to valorize merits in recruitment and promotion;? Length of service is counted (Not only based on their academic qualifications);

8 Carrier Regime (New Version): Merit Based Civil Servant stay in the level where they were. This provide advantage to those civil servants whom do not have academic qualifications to stay in high grade of the carrier Regime. Different treatment in terms of qualification only Masters and PhD. Qualifications in the base for determine the horizontal progress as well vertical promotion. Horizontal progress as well as vertical promotion would ultimately depend on the performance evaluation after two years of implementation of the new carrier Regime.

9 Carrier Regime (New Version):? Length of Service? Those have worked up to 3 years are put in the 1 step, between 3-6 years are put in the 2 step, more than 6 years are put in the 3 step.? Those with PhD. and Masters degree whom are occupying the 2 top grades start their carrier from the 3 grade before counting their length of service.

10 Carrier Regime (New Version): Simplification in the promotions system Old Regime gave tremendous and complex works to Human Resource Departments of various Ministries to cope with the regime. It had 22 different grades; Whereas the new one, it has only 7 grades. It makes easier for Human Resource Departments to start implementing the new regime;

11 Carrier Regime (New Version): Higher Index Salary Previously, the old regime only makes a 4 times differences between the lowest salary with the highest salary; The Government wants to keep qualified civil servants in higher grades to stay working for the Government. This new Regime has doubled the differences in salary between the lowest with the highest to 7 times (which is closer to the international standard that is between 8-10). 8

Consultative Directors of the MAOT initiate the design, consulted with various Ministries before It was brought to the Council of Ministers for approval;? National Directorate of Public Service in collaboration with HR Department of various Ministry have been working to implement the new Regime.

14 Carrier Regime (New Version): Tangible Results and groups benefited the most Salary of civil servants would increase by January next year; As many civil servants do not have qualification, this regime does not bring any disadvantage to them; New incomer as civil servants will be more qualified; Public Administration in Timor-Leste is on the way to a professional public administration.
