3 NOTICE OF INVIATION TO PRIVIATE SECURITY AGENCY FOR HIRING OF SECURITY GUARDS IN THE BRANCHES SITUATED IN MUMBAI & DISTRICTS OF MAHARASHTRA & GOA STATE. 1. Sealed Quotations are invited from eligible Private Security Agencies who fulfill the eligibility criteria for providing Security Guards to Punjab & Sind Bank, Zonal Office, 27/29, Amba Lal Doshi Marg, Fort, Mumbai Mumbai for its branches situated in the Mumbai & districts of state Maharashtra & Goa. 2. Two Bid system will be followed in the process, Technical Bid and Financial Bid. The Technical bid will be opened to evaluate the eligibility criteria and the Financial bid of those who qualify the eligibility criteria only will be opened. 3. The application can be obtained from the Zonal Security Officer, Punjab & Sind Bank, Zonal Office, 27/29, Amba Lal Doshi Marg, Fort, Mumbai on working day from AM to 5.00 PM from to and from AM TO 1.00 PM on The cost of the application form is Rs.1000/- (Rs.One Thousand only) to be submitted in the form of crossed Demand Draft favoring Punjab & Sind Bank payable at Mumbai. Ten Thousand only) in the form of Demand Draft drawn in favor of Punjab & Sind Bank payable at Mumbai must accompany the Technical bid. Earnest money will not carry any interest. 2. All bids in which any of the prescribed conditions are not fulfilled or are incomplete in any respect are liable to be rejected. The acceptance of a bid will rest with Punjab & Sind Bank which does not bind itself to accept the lowest tender and reserves to itself the sole and absolute authority to reject any or all of the tenders received without assigning any reason. 7. The bidder shall be bound to perform the work during the contract period at the rates and amounts quoted. 8. On acceptance of the bid, the name of the authorized representative of the Contractor who would be responsible for taking instructions from the Bank shall be communicated to the Bank. 9. Any Tax in respect of this contract shall be payable by the Contractor/Agency only and the Bank will not entertain any claim whatsoever in this respect except GST. 10. The General terms & conditions for Security Services contract are available with Zonal Security Officer and the same can be had from him. 11. It is obligatory on the part of the Agency to sign on all the pages of the tender documents and that after the work is awarded, he will have to enter into an agreement with the competent authority of the Bank on Non Judicial stamp paper. 12. Engagement of Security Guards will be for initial period of one year. 13. The service provider firm should not be owned or controlled by any director or officer/employee of the bank or their relatives. 14. 5 ANEXURE B1 (TECHNICAL BID) ELIGIBILITY CRITERIA AND CREDENTIALS OF PRIVATE SECURITY AGENCY a) THE AGENCY SHOULD BE REGISTERED WITH DGR(DIRECTORATE GENERAL OF RESETTLEMENT) AND HAVE VALID AREA OF OPERATION. b) THE PSA SHOULD IN BUSINESS FOR LAST TWO YEARS WHEREAS THE PSA PROVIDING CARETAKEERS/UNARMED GUARDS FOR ATMs SHOULD BE IN BUSINESS FOR AT LEAST 05 YEARS. c) THE PSA SHOULD HAVE EFFECTIVE INFRASTRUCTURE FOR TAINING OF GUARDS. d) IT SHOULD HAVE A CREDIBLE SUPERVISORY INFRASTRUCTURE AND NETWORK. e) IT SHOULD HAVE INCOME TAX CLEARANCE CERTIFICATE (LATEST WITH LAST TWO YEARS) AND PAN NUMBER. f) IT SHOULD HAVE AN AUDITED (LATEST) BALANCE SHEET. g) IT SHOULD BE REGISTERED UNDER SHOPS AND ESTABLISHMENT ACT AND CERTIFICATE FROM SEI CORPORATION (LATEST). h) IT SHOULD HAVE CERTIFICATE FROM EPF ORGANIZATION UNDER EPF AND MISCELLANEOUS PROVISIONS ACT 1952 (LATEST). i) IT SHOULD BE REGISTERED WITH THE GOVT.
